For an interstate household move in the U.S., compare the written scope and terms—not just the advertised price—and verify the mover or broker through the Federal Motor Carrier Safety Administration (FMCSA). Intrastate moves are governed differently; check your state’s consumer-protection office and local rules.
Choose the moving arrangement that fits your needs
There is no single best option for every move. Compare providers on the work they will perform, who is responsible for transport, how the estimate is calculated, and what happens if dates or services change. The available federal guidance does not establish a reliable cost comparison among service types, so avoid assuming that a particular arrangement will always be cheaper.

For any arrangement, make sure the estimate matches your shipment and the services you expect. The FMCSA’s Consumer Rights and Responsibilities page puts the decision plainly: “Your primary responsibility is to select a reputable mover or broker, ensure that you understand the terms and conditions of the contract, and understand the options that are available to you if there is a problem.”
Verify the provider before booking
For an interstate household-goods move, check whether you are dealing with a motor carrier or a broker, then verify the relevant company information in FMCSA’s database. The agency recommends reviewing registration, insurance information, and complaint records. Be wary of advertisements that do not show a U.S. DOT number, and do not select a provider solely because its advertised figure is the lowest. The FTC advises consumers to be cautious if a moving company gives an estimate without inspecting the property in person or having you fully describe what is being moved. Its guidance on avoiding moving-company scams is relevant to consumers nationwide, but oversight of intrastate moves can differ. For a move within one state, consult that state’s consumer-protection office; FMCSA also directs intrastate consumers to state, county, or local resources.
Get a written estimate that reflects the move
A verbal rate quote is not an estimate. FMCSA says an interstate mover’s written estimate should include transportation, accessorial, and advance charges and should be based on an actual or virtual inspection. Describe the shipment accurately, including items that may require special handling and any access constraints such as stairs or limited truck access. Confirm which services are included and how changes to the inventory or access conditions will be handled.

Binding versus non-binding estimates

The 110% limit is described by FMCSA in its 2023 estimate guidance; it is not a promise that the final bill will equal the estimate. Read the applicable documents and conditions rather than treating a preliminary quote as a guaranteed total. Review the paperwork before the move
Before signing, make sure the inventory, estimate, and bill of lading reflect the shipment and agreed services. Do not sign blank documents. Keep copies of everything and ask for any unclear fee, service change, or storage term to be put in writing.

- Confirm that the written estimate identifies the services and charges.
- Review the bill of lading before signing it.
- Check the inventory and raise discrepancies before the shipment is loaded.
- Clarify additional charges and changes in writing.
- Keep copies of the signed paperwork and related communications.
Understand valuation and damage claims
For interstate household-goods moves, FMCSA describes two liability choices: Full Value Protection and Released Value. Full Value Protection is the mover’s higher level of liability, but its cost and deductible terms vary by mover. Released Value is the alternative to consider in the mover’s paperwork. These are liability options, not a reason to use “insurance” as a catch-all description; compare the actual coverage terms, limits, exclusions, deductibles, and claims procedures.
FMCSA also suggests checking whether your homeowners policy already covers relevant losses and considering third-party insurance. Ask the mover how claims are filed and handled, and compare the answer with your policy documents. See the agency’s liability and protection guidance.

Decide how to handle packing
You may pack your own household goods, but FMCSA warns that it can be more difficult to establish a damage claim for articles you packed yourself. If you self-pack, keep the arrangement clear: identify which boxes are yours, which items the mover is packing, and how the paperwork treats those goods. Do not assume that packing responsibility changes the mover’s transport role or the terms of your chosen liability option.

If your belongings must wait between pickup and delivery, ask whether the mover will hold them as Storage-In-Transit (SIT) or whether you need to arrange separate self-storage. FMCSA’s handbook uses SIT for temporary warehouse storage pending further transportation. A mover may, in certain situations, place goods in storage at the consumer’s expense.

Before agreeing, get written answers to these practical questions:
- Who will have custody of the goods during storage?
- When, if ever, can you access them?
- How will storage and handling charges accrue?
- What protection applies while the shipment is stored?
- How and when will final delivery be scheduled?
Do not treat storage-in-transit and a self-storage rental as interchangeable: they involve different arrangements, and the federal guidance cited here does not establish general rules for self-storage contracts or compare storage companies. Confirm the custody, access, charges, and delivery plan in the documents before the goods are moved.
How to avoid unexpected moving costs
Cost surprises often start with a mismatch between the shipment or requested work and what the estimate actually describes. Use this sequence before committing:
- Describe the full shipment. Provide a complete inventory and explain access constraints and special handling needs.
- Request an inspection-based written estimate. Confirm that it identifies transportation, accessorial, and advance charges.
- Choose the estimate type deliberately. Understand the difference between binding and non-binding pricing and what happens if quantities or services change.
- Confirm the provider’s role. Identify the carrier if a broker arranged the move, and check the applicable registration information.
- Review the paperwork. Check the inventory, bill of lading, liability terms, and any storage arrangements before signing.
- Keep records. Save signed copies and get answers about additional fees or changed services in writing.
