The Palace Arcade said in October 2025 that it would not renew the lease for its Fremantle venue at 96 High Street after five years. The business attributed its decision to the lease ending and said noise complaints from neighbours, along with the threat of large fines, had prevented it from holding music events. The reports do not establish that a fine was issued.
Why did The Palace Arcade say it was leaving?
In a post quoted by PerthNow on 21 October 2025, the business said its lease was coming to an end and it had decided not to renew. It described noise complaints from neighbours and the threat of “some huge fines” as reasons it could not host its music events, adding that without those events it did not feel right committing to another five years on High Street.
That is the operator’s account of its decision, not a finding by a regulator. The reporting does not identify who complained, give an amount for the threatened fines, establish how many complaints or events were involved, or document an actual fine.
What dates did the venue announce?
PerthNow and The Music on 22 October 2025 reported that the venue planned to trade through Sunday 26 October, with a final hospitality night on Monday 27 October. These were announced dates; the sources do not independently confirm that the final events took place or establish the premises’ later status.

What do Western Australia’s noise rules say?
The City of Fremantle’s noise regulations page explains that permitted noise levels tighten after 7 pm and again after 10 pm. The applicable level is assessed at the receiving premises and depends on factors including the time and surrounding traffic, commercial and industrial activity.
The City also describes Regulation 19B as a route for approval of a capped number of events each year, subject to conditions intended to limit wider impacts and requirements to notify nearby residents. This general explanation does not show whether The Palace Arcade applied for or held such an approval.

The WA Government’s legislation listing for the Environmental Protection (Noise) Regulations 1997 says the regulations set noise-emission limits used by local governments for domestic, commercial and general-industry noise. The listing identifies the consolidated version commencing 31 March 2025.
Noise had also been raised during planning
A 2020 City of Fremantle council agenda recorded submitter concerns about noise from the proposed tavern’s operations, gaming machines, music and rear courtyard. The applicant said music would be at background level, the sound system would have limiters, and levels would be set to relevant standards and tested after installation.
