Why Leadership Evaluation Surveys Matter for Organizational Growth

A leadership evaluation survey can identify perceived strengths and development priorities—but its impact depends on fit-for-purpose assessment, contextual interpretation, and follow-through.

A leadership evaluation survey can help an organization identify perceived strengths, development needs, and priorities for action. Its value depends on what it measures and what leaders do with the findings: the survey is a diagnostic and decision aid, not proof that completing a questionnaire will produce growth.

What a leadership evaluation survey can tell you

“Leadership evaluation survey” can describe different kinds of assessments. One may examine an individual’s capabilities, another may collect observations of leadership behavior, and a third may assess organization-wide practices. Those targets answer different questions, so the first step is to decide what decision the assessment should inform.

SHRM’s guidance on choosing assessment tools distinguishes competency assessments from assessments of organizational maturity. The latter examine practices already in place rather than simply asking people to rate their own competence. Choose the assessment for the decision

Before selecting questions or a provider, specify the target, who can provide relevant evidence, and how the result will be used. A clear purpose prevents a common mismatch: using a self-rating to make a decision that requires observed behavior or evidence about organization-wide practices.

The table gives a decision framework, not a claim that one respondent group or method fits every organization. SHRM’s guidance notes that survey findings can be checked against interviews, focus groups, or work products when survey-only results are insufficient. When a 360-degree survey is useful

A 360-degree assessment gathers perceptions from people around a leader, potentially including the leader, a manager, peers, and direct reports. It can broaden feedback beyond a manager’s view, but it still measures reported perceptions; it does not automatically establish why a behavior occurs or whether the feedback represents every situation.

For example, SHRM Linkage describes its Purposeful Leadership 360° Assessment as a diagnostic for examining inclusive leadership and identifying opportunities to improve engagement and leadership across difference. How to turn survey findings into action

A useful evaluation is a cycle: define the decision, gather relevant evidence, interpret the findings in context, agree on individual or organizational action, and review progress. Collecting responses is only one step.

  1. Define the decision. State whether the goal is individual development, training, succession planning, or improvement to organizational practices. Choose an assessment suited to that decision.
  2. Assess relevant behaviors or practices. Ask about observable, relevant areas rather than relying on broad impressions. Decide in advance who is positioned to provide useful input.
  3. Interpret results in context. Look for patterns and differences among respondents, and consider whether the survey captures the issue you intended to measure. Where needed, validate findings with interviews, focus groups, or work-product review.
  4. Agree on action and ownership. Translate findings into specific development steps or organizational changes. Identify who is responsible at the relevant levels and how the action connects to business priorities.
  5. Review progress. Set a follow-up point and decide what evidence will show whether the agreed actions were carried out and whether priorities should change.

The Society for Industrial and Organizational Psychology’s workshop description emphasizes aligning survey-based change with business priorities, assigning responsibilities across organizational levels, and connecting results to leadership development and organizational goals. What SHRM’s collaboration findings do—and do not—show

SHRM Research reported findings from a survey conducted in May 2023 with 258 U.S. HR executives and 1,002 U.S. individual contributors. In the 2024 report, 35 percent of individual contributors ranked collaboration among the top five leadership behaviors most important for organizational success, and 67 percent considered collaboration an expected leadership behavior. These are respondents’ views; they do not show that a leadership survey causes growth or that collaboration scores predict organizational results. How to assess a survey or provider

Compare options against the decision you need to make, not simply the number of questions or features advertised. Useful criteria include:

  • Fit: Does the instrument assess individual capability, leadership behavior, or organizational practice—the target you actually need?
  • Respondents: Are the people asked to respond in a position to observe or assess the subject?
  • Evidence: Can the survey findings be interpreted alongside interviews, focus groups, or work evidence when needed?
  • Actionability: Does the process help turn findings into development steps or organizational changes with assigned owners and follow-up?
  • Use case: Is the assessment intended for development, training, succession, or organization-level improvement, and is that purpose clear to participants?
