It closed on July 2, 2012, at the parent-company level, while Duke Energy Carolinas and Progress Energy Carolinas remained separate regulated utilities. North Carolina regulators required customer protections and guaranteed North Carolina retail customers an allocable share of $650 million in fuel and fuel-related savings over five years—but that guarantee is not proof that the full amount was ultimately delivered.
Did Duke Energy’s merger with Progress Energy raise customer bills?
The merger itself did not automatically put customers onto one new rate schedule. North Carolina’s approval kept Duke Energy Carolinas and Progress Energy Carolinas legally separate, with state oversight of each utility and its rates continuing. The North Carolina Department of Commerce’s June 29, 2012 summary said the utilities and their rates “will remain separate for now.” North Carolina Department of Commerce (The cited link placeholder is unavailable in the source material.)
That distinction matters: a merger can change a utility’s ownership without immediately changing the regulated rates customers pay. The North Carolina Utilities Commission also required direct costs to achieve the merger to be excluded from retail cost-of-service ratemaking. Its order nevertheless identified risks—including affiliate transactions, financing impacts and possible service deterioration if cost-cutting affected service—alongside expected benefits. What savings did regulators promise, and how were they supposed to reach customers?
North Carolina regulators guaranteed retail customers their allocable share of $650 million in fuel and fuel-related savings over five years. The 2012 order described annual fuel-clause proceedings as the pass-through mechanism and required monthly tracking reports. It also described extensions if the guaranteed amount had not been received under specified conditions. The order’s savings projections included $364.2 million from joint dispatch and $330.7 million from fuel procurement and other fuel-related synergies over 2012–2016. Minute and hour data are retained in the cloud. 1 minute data is retained 7 days, 1 hour data is retained indefinitely. Export cloud data whenever you want in the app.
These figures describe a regulatory guarantee and estimates, not a final audited accounting of what customers actually received. The available record does not establish that the full five-year guarantee was ultimately realized. It is therefore more accurate to say that North Carolina customers were promised an allocable share and that the order set out tracking and pass-through procedures—not that every household received a particular total.
What did Duke say customers might save in 2012?
On August 1, 2012, Duke Energy said it was seeking approval for about $70 million in total customer rate reductions over the following 12 months, based on projected fuel and joint-dispatch savings. Its illustrative examples assumed residential use of 1,000 kWh per month; the company said actual reductions depended on rates and other factors and required commission approval. These were proposed, historical examples, not present-day savings. Duke Energy, August 1, 2012 (The cited link placeholder is unavailable in the source material.)

| Utility and state | Illustrative monthly reduction for 1,000 kWh | What the figure represents |
|---|---|---|
| Progress Energy Carolinas, North Carolina | About $0.85 | Duke’s 2012 proposed example; actual reductions varied and required commission approval. |
| Progress Energy Carolinas, South Carolina | About $0.80 | Duke’s 2012 proposed example; actual reductions varied and required commission approval. |
| Duke Energy Carolinas, North Carolina | About $0.92 | Duke’s 2012 proposed example; actual reductions varied and required commission approval. |
| Duke Energy Carolinas, South Carolina | About $0.81 | Duke’s 2012 proposed example; actual reductions varied and required commission approval. |
The amounts are small illustrative monthly figures for a specific usage level, utility and state. They should not be used to estimate a current bill, another rate class, or an individual household’s realized savings.
Did Progress Energy customers become Duke Energy customers?
At the corporate level, yes: the merger closed July 2, 2012, and Progress Energy became a Duke Energy subsidiary. At the operating-utility level, the North Carolina approval initially maintained Progress Energy Carolinas and Duke Energy Carolinas as separate utilities under state rate and service oversight. The U.S. Energy Information Administration described the combined company as the largest U.S. electric utility by customer count at the time. It also reported that FERC raised market-power concerns in North and South Carolina; Duke and Progress agreed to build transmission facilities to address those concerns. Duke’s 2012 announcement described interim mitigation, including planned removal of certain plant-capacity costs from customers’ base rates while the mitigation plan was required. These were regulatory and company actions in the merger period, not a single nationwide rate change. Duke Energy, August 1, 2012 (The cited link placeholder is unavailable in the source material.) What other customer and community commitments were included?
North Carolina’s order addressed more than fuel savings. It documented commitments involving community support, assistance for low-income customers, workforce development and a contribution to NC GreenPower. It also estimated approximately 1,860 position eliminations across the combined company, mostly in the Carolinas. That is the regulator’s estimate in the 2012 approval record, not a verified final job count. What did the merger mean for Florida customers?
The quantified customer provisions described here are for North Carolina and the Carolinas. The available sources do not establish a Florida-specific household bill effect, so the North Carolina savings guarantee and the Carolinas’ 2012 examples should not be applied to Florida customers. A Florida customer’s bill effect would need to be assessed from Florida-specific regulatory records.
