For a U.S. buyer with a firm $25,000 purchase-price ceiling, a well-inspected used Chevrolet Bolt EV is the strongest place to start—especially if you can charge at home. Edmunds’ 2026 guide reports average prices of about $18,000 for 2021–2023 Bolt EV and Bolt EUV models. If you want a small crossover, consider the Hyundai Kona Electric, whose 2022–2024 examples average about $19,000 in the same guide. Those are guide averages, not live listings or promises that a particular car will cost less than $25,000 after taxes and fees.
Why the Chevrolet Bolt EV is the best starting point
Edmunds’ 2026 guide, distributed by AP News on April 1, 2026, identifies used Bolt EV and Bolt EUV models as strong low-cost electric-car choices. It reports average pricing of about $18,000 for 2021–2023 examples. The smaller Bolt EV is EPA-estimated to have had up to 259 miles of range when new; the Bolt EUV’s maximum is 247 miles when new. These range figures are not estimates of what a specific used car can travel today.
The Bolt’s value is most compelling for daily driving when you can charge at home. Edmunds notes that public charging can be slow, so buyers who depend on fast charging during frequent long trips should weigh that limitation carefully. A lower purchase price does not compensate for a charging routine that does not fit your life.

What to check before you buy
Use the $25,000 limit as an out-the-door budget, not just a target listing price. Taxes, title, registration, dealer fees, and any necessary repairs can push a car above the ceiling. Compare the actual price and condition of specific vehicles rather than assuming a guide average is available in your area.
- Confirm total cost: Ask for an itemized out-the-door quote and include taxes, fees, and immediate maintenance in your budget.
- Check the exact car: Verify model year, trim, vehicle history, recall completion, and any remaining warranty. Have the car inspected; a model name or odometer reading alone does not establish battery health.
- Assess usable range: Treat the published EPA figure as a new-car estimate, not a promise for an older vehicle. Ask about the car’s condition and have its battery and charging system evaluated.
- Match charging to your routine: Consider whether home charging is available and whether the vehicle’s public-charging capability fits your usual routes. This matters especially for the Bolt, given the guide’s warning about slow public charging.
- Choose for the job: Compare passenger and cargo needs, body style, and typical trip length—not just the headline price or maximum range.
Do not include the former federal clean-vehicle credit in a 2026 budget
The IRS says the New Clean Vehicle Credit, Previously-Owned Clean Vehicle Credit, and Qualified Commercial Clean Vehicle Credit are unavailable for vehicles acquired after September 30, 2025. That means an older article describing a $4,000 used-EV federal credit does not establish a discount available to a buyer acquiring a car in 2026. State, local, utility, or dealer incentives may differ by location and date; confirm any such offer directly before relying on it.
