Chinese carmakers face real constraints in Europe, but the available evidence does not establish a measurable shipping gridlock. The documented pressures are more structural: Europe’s dependence on overseas battery inputs, EU trade rules, and proposed local-content requirements. For car buyers, those factors may shape which models qualify for incentives, where vehicles are built, and how manufacturers organize supply—not prove that a particular car is delayed at a port.
Is a transport bottleneck actually stalling deliveries?
“Gridlock” suggests cars are being held up by congested ports, scarce vessels, or inadequate rail and truck capacity. The official sources cited here do not quantify those delays for Chinese automakers’ European deliveries. They provide no shipment-delay, port-congestion, trucking-capacity, or dealer-delivery figures. Without a dated logistics report or a company statement documenting such delays, it would be inaccurate to present transport gridlock as an established cause.
There are documented supply-chain and policy pressures, but they occur at different points in the business. Battery-material dependence is an upstream vulnerability; countervailing duties affect the economics of certain imports; proposed localization rules could affect eligibility for incentives. None of those facts, on its own, demonstrates a physical transport stoppage.
How large is the China-to-EU vehicle trade?
ACEA, the European automotive manufacturers’ association, reports substantial imports alongside a smaller flow of EU exports to China. Its 2025 figures distinguish all vehicles imported from China from the narrower category of cars made in China:

The categories are not interchangeable: the broad vehicle-import total includes more than the Chinese-made-car subset. China was the fifth-largest destination market for EU new-vehicle exports by value in 2025, accounting for 5% of the EU export market, according to ACEA.
ACEA also says Chinese-made cars represented 7% of total EU car sales in 2025 and 20% of EU battery-electric car sales. These are sales shares, not a measure of shipping capacity or delay. Separately, the International Energy Agency’s 2026 outlook says Chinese-import share remained below 20% of EU electric-car sales in 2025, attributing that in part to countervailing duties implemented in July 2024. The figures refer to different descriptions of the market—Chinese-made cars versus Chinese imports—and should not be treated as identical measures.
Where are the more clearly documented supply pressures?
Battery materials and production capacity
ACEA’s 14 April 2025 battery fact sheet describes a European supply chain with substantial upstream exposure. It says the EU accounted for 7% of global battery production, while Europe-headquartered companies managed 15% of EU battery-production capacity. China and the United States together accounted for 87% of global upstream production capacity; China dominated raw-material refining stages except cobalt.

Those figures describe broad regional capacity and processing, not the sourcing arrangements of any one Chinese automaker. They do show why battery supply is a strategic vulnerability for Europe’s automotive industry: building or selling cars locally does not automatically localize the upstream materials and components those cars need.
Trade measures that change import economics
The European Commission says definitive countervailing duties on China-origin battery-electric vehicles, adopted in October 2024, range from 7.8% to 35.3%. The duty is a trade-policy cost, not evidence of a physical delivery delay. Its effect on a particular vehicle’s retail price is not established by the figures alone; the final consumer price can depend on how costs and other commercial factors are handled.
On 12 January 2026, the Commission explained that exporters could submit price-undertaking offers. These can involve minimum import prices, sales channels, safeguards against cross-compensation, and future EU investment. The Commission says it assesses offers using common legal criteria and non-discrimination principles.

Proposed local-content rules and incentive eligibility
ACEA’s 22 September 2026 summary of an assessment by Mobility Global discusses proposed Industrial Accelerator Act battery-localization rules. The proposal is not an enacted requirement in the summary. The assessment describes an initial phase requiring three EU-origin battery components, including cells, and a later phase requiring five, including cells, the battery-management system, and cathode active materials. Its estimated implementation windows are around 2027–2028 for the first phase and 2030–2031 for the later phase, subject to adoption and entry into force.
The assessment projects European cell-production capacity of 306 GWh by 2032, but says modeled supply remains below modeled demand in each of its three demand scenarios. If the proposal enters into force in 2028, it estimates that around three million cars could fail to qualify for the associated incentives because of supply limits. Those are modeled outcomes under proposed rules, not a guarantee that those cars will be excluded or that a shortage will occur.

On 10 February 2026, the Commission accepted a price undertaking from Volkswagen Anhui and its EU related party SEAT for the China-built CUPRA Tavascan. Under the model-specific agreement, the vehicle may be imported at or above its proposed minimum import price and be exempt from the countervailing duties. The undertaking also includes a volume limit and investment milestones; non-compliance can lead to withdrawal and retroactive reinstatement of duties.

This is a specific arrangement, not a blanket exemption for Chinese-made cars or Chinese brands. It illustrates how trade rules can produce different conditions for individual vehicles without establishing that imports are being held up in transit.

BYD announced that Austrian steelmaker voestalpine would supply sheet steel for BYD’s planned passenger-car factory in Szeged, Hungary. BYD cited supplier proximity and also discussed plans for a European headquarters and research-and-development center in Hungary, as well as a broader supplier search. The announcement is evidence of a stated sourcing agreement and localization effort; it does not by itself establish the factory’s operating status, a completed production ramp-up, or broad local sourcing across BYD’s supply chain.
Local assembly and supplier agreements can reduce some cross-border dependencies, but they do not eliminate reliance on imported battery materials, cells, or other components. The scale of any such change depends on actual production and sourcing, not just announced plans.

What should European car buyers take from this?
The evidence points to potential changes in vehicle choice, pricing conditions, and incentive eligibility—not a confirmed Europe-wide delivery stoppage. Buyers considering a Chinese-made EV can make a more useful decision by checking the details of the specific vehicle and transaction:
- Confirm where the car is made. A brand’s nationality does not establish the vehicle’s country of origin, which matters when discussing China-origin duties.
- Ask whether an incentive applies to that exact vehicle and purchase. The localization rules described by ACEA are proposals and modeled scenarios; do not assume they are already in force.
- Get a delivery estimate from the seller. The evidence here does not establish a common port or transport delay, so a current dealer estimate is more relevant to an individual order than a general “gridlock” claim.
- Compare the written on-road price and terms. The duty range does not tell a buyer how much of any cost is reflected in a particular offer. Check the actual quote, included charges, and delivery or cancellation terms.
What could improve supply-chain resilience?
ACEA’s 29 September 2026 summary of a study it commissioned from EY Czech Republic and EY Germany recommends faster permitting and industrial scale-up, investment focused on bottlenecks, diversified supplier partnerships, stronger monitoring and preparedness, and credible long-term demand. These are industry recommendations, not evidence that a particular intervention has already resolved a shortage. ACEA’s summary states: “Resilient supply chains are a strategic imperative for Europe’s automotive industry.”
The practical test is whether Europe can expand competitive battery and component capacity while maintaining access to diversified suppliers. Rules that encourage local production may support that goal, but proposed requirements cannot deliver local supply by themselves; production capacity, investment, and competitive operating conditions also matter.
