What did Thales and BDL agree to explore?
The MoU concerned the opportunity to transfer STARStreak capability technology to India. Thales described the rationale as a potential “Make in India” solution that could help serve growing international demand. In its 14 February 2017 announcement, Thales said the companies sought to jointly offer such a solution; that stated ambition did not itself establish that local production had begun or that any particular technology had been transferred. Thales described STARStreak as a system featuring three laser-guided darts, and said it was in service with the UK Army and had been procured by defence forces in a number of countries. Was the 2017 MoU a production contract?
No. The announcement framed it as an assessment of a technology-transfer opportunity. It did not announce a production award, set out licensing terms, or confirm that technology transfer had taken place. The exact technologies or intellectual property under consideration were not specified in the announcement.

How did the 2021 agreement differ?
On 13 January 2021, BDL and Thales announced a separate teaming agreement. BDL said it confirmed a positive outcome from the earlier exploration and would make BDL part of STARStreak’s global supply chain. BDL also said the arrangement would enable it to offer the system to the Indian Armed Forces with a minimum of 60% indigenous content. BDL’s 2021 announcement

What does the 60% indigenous-content figure mean?
The minimum 60% figure is BDL’s 2021 statement about the indigenous content of the STARStreak system it would be able to offer to Indian Armed Forces. BDL’s announcement does not provide a component-by-component breakdown or establish that the figure was achieved in systems delivered to customers. It should therefore be read as a stated threshold for the offer, not as independently verified localization in completed equipment.

What did the 2025 announcement add?
A UK Government announcement dated 10 February 2025 said Thales and BDL had signed a contract to deliver Laser Beam Riding MANPADS and that an initial supply of STARStreak missiles and launchers was expected that year. This is a later milestone than the 2017 MoU and 2021 teaming agreement. The announcement reports expected supply; it does not say that delivery was completed. The cited company and government announcements do not specify the transfer’s precise technology or intellectual-property scope, licensing terms, contract value, production schedule, localization by component, or completion of the initial supply expected in 2025. Those details should not be inferred from the MoU, the 60% figure, or the later contract announcement.
