Could U.S. Duties on 2,4-D Imports from China and India Raise Farmers’ Costs?

U.S. duties on specified 2,4-D imports from China and India may pressure supply-chain costs, but no official source establishes a farm-level price increase.

They could, but a higher cost for an importer is not proof of a higher price for farmers. U.S. antidumping and countervailing duty orders cover specified 2,4-D imports from China and India. The orders may add costs or tie up cash at import, but official sources do not quantify how much, if any, would reach farm buyers.

What the U.S. orders cover

On April 29, 2025, the U.S. International Trade Commission (USITC) found that imports of 2,4-dichlorophenoxyacetic acid, or 2,4-D, from China and India materially injured a U.S. industry. The Commission said Commerce had determined that the imports were sold in the United States at less than fair value and subsidized by the governments of those countries. Commerce published antidumping (AD) and countervailing duty (CVD) orders on May 27, 2025. USITC announcement; Commerce orders in the Federal Register.

AD and CVD are separate remedies

Antidumping duties address sales found to be below fair value; countervailing duties address countervailable government subsidies. The orders list separate rates and deposit terms. They are not one universal tariff percentage, and adding the headline AD and CVD figures together can misstate the applicable deposit because the AD rates include subsidy offsets where specified in the notices.

The order scope matters

The orders apply to subject merchandise as defined in the notices—not automatically to every herbicide containing 2,4-D, every formulation sold at retail, or every product used on a farm. Customs treatment depends on factors including country of origin, producer or exporter, product scope, entry date, and Commerce or Customs and Border Protection (CBP) instructions. Importers should check the current order and entry-specific requirements rather than assume a rate from the original 2025 notices still applies.

What the published 2025 rates said

The following are the initial rates in Commerce’s May 27, 2025 orders. AD dumping margins and adjusted cash-deposit rates are different measures; the table shows both where the notice reports them. These historical figures do not confirm the live rate for an entry today.

All figures are from the May 27, 2025 Commerce notices; the full terms and company-specific instructions are in the published orders. Commerce’s order language says deposits remain in effect until further notice, but later reviews, corrections, scope decisions, or CBP instructions can alter what applies. A case-specific current-rate update was not established in the cited materials.

How an import duty could affect farm costs

A covered importer may face a higher landed cost or need to put more cash into deposits when goods enter the United States. Importers, formulators, and distributors could respond by changing suppliers, absorbing costs in their margins, or changing prices. Whether a cost reaches a farmer—and when—depends on the supply chain and purchase circumstances; the duty rate itself is not a retail price increase.

  • Product form: 2,4-D acid is converted into derivatives such as salts and esters and then used in crop-protection products. A duty on covered imported merchandise should not be treated as a duty on every finished product containing the active ingredient.
  • Origin and supplier: The order concerns specified imports from China and India. The applicable treatment depends on the actual origin and producer/exporter, not simply where a product is bought.
  • Timing and availability: Existing inventory, purchase timing, sourcing choices, and the availability and price of alternatives can affect a buyer’s cost. The cited sources do not establish which alternative supplies could replace covered imports at comparable prices.
  • Farm use and product label: A buyer must distinguish bulk active ingredient from a formulated pesticide and confirm that any product is labeled for the intended crop or site.

The USITC’s injury determination concerns the U.S. industry and subject imports under trade law. It does not find that farmers have already paid more or that they will necessarily bear the duties. No farmer-level price increase or pass-through estimate is established by the cited official sources.

Why 2,4-D matters to agriculture—and what the product count means

The USITC describes 2,4-D as a herbicide that targets broadleaf weeds rather than grasses. It is used in field, fruit, and vegetable crops as well as turf, lawns, rights-of-way, aquatic areas, and forestry. The Commission’s May 2025 report cites more than 1,500 herbicide products containing 2,4-D; that is a count of products containing the ingredient, not a count of imports covered by the orders. Import duties do not replace pesticide rules

Customs treatment is separate from pesticide compliance. EPA says pesticide imports are regulated under Section 17 of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to help ensure compliant products enter the U.S. market; enforcement concerns include unregistered, misbranded, adulterated, or improperly composed products. For farm or consumer use, follow the EPA-approved product label and confirm that the product is registered and labeled for the crop, site, and location. EPA: Pesticides Imports Enforcement.
