Why Boeing Machinists Declined the “Final” 30% Pay Offer—and How the Strike Ended

Boeing called its September 2024 proposal a “final offer,” but IAM did not put it to a vote. Members rejected a later offer in October and ratified a different contract in November.

Boeing machinists did not vote down the company’s September 23, 2024, “final offer” of a 30% pay increase. IAM District 751 said the proposal had not been negotiated with the union and declined to put it to a membership vote. Workers later rejected a different proposal in an October vote, then ratified another contract in November, ending the strike.

What Boeing’s “final offer” included

Boeing’s September 23, 2024, proposal offered a 30% wage increase over four years, reinstatement of a performance bonus, improved retirement benefits and a $6,000 ratification bonus, according to The Guardian’s coverage.

“Final” was Boeing’s description of that proposal, not a label for the eventual contract that ended the dispute. The union said the offer had not been negotiated with IAM and did not meet members’ priorities. It declined to submit it for a vote, as contemporaneous reporting by The Guardian and The Associated Press reported.

Why the strike began—and what “reject” means here

The strike began on September 13, 2024, after members rejected an earlier tentative agreement that included 25% wage increases over four years. AP reported that the union’s original demand was 40% over three years. Those figures describe different stages of bargaining: the earlier tentative deal, the union’s reported demand and Boeing’s September proposal were not the same offer.

So, did workers vote on Boeing’s 30% offer? No. IAM leadership declined to put that September proposal to a membership ballot. That is different from members voting against an offer: the 30% proposal was not rejected in a member vote.

Boeing later withdrew its offer. In an October 9 report, AP quoted the company’s prepared statement: “Unfortunately, the union did not seriously consider our proposals. Instead, the union made non-negotiable demands far in excess of what can be accepted if we are to remain competitive as a business.” That was Boeing’s explanation for its position, not an independently established finding.

What members actually voted on in October

On October 23, members voted against a later proposal: 64% voted no, according to IAM District 751’s statement. The union said 33,000 District 751 and W24 members at Boeing in Washington, Oregon and California were affected.

District presidents Jon Holden and Brandon Bryant said the elected negotiating committee had not recommended for or against that particular proposal. They added: “After 10 years of sacrifices, we still have ground to make up, and we’re hopeful to do so by resuming negotiations promptly.” Their statement was published by IAM on October 23, 2024.

How the strike ended

Members ratified a different contract in November 2024, ending the nearly two-month strike. IAM announced the ratification on November 4. The agreement provided a 38% general wage increase over four years, which IAM described as 43.65% compounded, and a $12,000 ratification bonus.

The 43.65% figure is the compounded result of the scheduled increases; IAM’s stated general wage increase is 38%. It should not be described as a 43.65% base wage raise. The November agreement was distinct from both Boeing’s September 30% proposal and the later offer members rejected in October.
