The licence and the bank’s new scheduled-bank status took effect on 23 January 2025; SBP announced the licence publicly on 28 January 2025. The change was a regulatory transition—not simply a new name.
What happened to Telenor Microfinance Bank?
The institution now named Easypaisa Bank Limited is the former Telenor Microfinance Bank Limited. SBP’s 28 January 2025 announcement said the new bank had received Pakistan’s first Digital Retail Bank (DRB) licence, authorizing it to commence commercial operations. The announcement identifies Easypaisa Bank Limited as “formerly Telenor Microfinance Bank Limited.” SBP’s announcement makes clear that this was a change in regulated status as well as the bank’s name.
When did the licence take effect?
The legal effective date was 23 January 2025, five days before SBP’s public announcement. SBP’s notice says the existing microfinance-bank licence issued to Telenor Microfinance Bank Limited was cancelled with effect from 23 January, consequent upon the grant of a DRB licence. A separate notice declared Easypaisa Bank Limited a scheduled bank from that same date. The licence notice and the scheduled-bank notification are dated 28 January 2025.

The distinction between the early approvals and the final licence matters: an NOC or in-principle approval was part of the licensing path, not the permission SBP later described as authorizing commercial operations.

Is Easypaisa now a digital bank?
Yes. Easypaisa Bank Limited received an SBP Digital Retail Bank licence and was declared a scheduled bank effective 23 January 2025. The former microfinance-bank licence was cancelled from that date as a consequence of the new licence. “Digital bank” here describes its regulated banking status; the licence announcement does not, by itself, establish current fees, account terms, product availability, or service quality.
Is Easypaisa part of Telenor Pakistan’s sale to PTCL?
The bank’s regulatory transition should not be conflated with the telecom-company transaction. Telenor Group’s company profile says Easypaisa operates independently and separately from Telenor Pakistan’s sale to PTCL. Telenor Group’s profile is the source for that corporate characterization.

What do the bank’s later filings say?
EasyPaisa Bank Limited’s interim financial statements for the half-year ended 30 June 2025 identify it as formerly Telenor Microfinance Bank Limited and describe its activities as digital banking, microfinance business, and related services. The statements report the following operating-location counts; these are dated figures, not a current footprint.

Both sets of figures come from the bank’s half-year financial statements. They show a reported change in the mix of locations between those two dates, but do not establish the bank’s current location count, customer base, or quality of service.
