The factory opened in 1999, and the company later added production, design and engineering capabilities. The hiring figures attached to the announcements were forecasts or dated headcounts—not a current measure of employment.
What Solectron announced in 1998
On November 24, 1998, Solectron announced that it had purchased 40 acres in Timișoara for a manufacturing campus intended to serve European customers. Construction had begun on the first phase: a 200,000-square-foot facility then scheduled to open in July 1999. The company said the campus could be expanded by a further 200,000 square feet; that was potential capacity, not a report that the additional space was built. EE Times reported the announcement.
Solectron had entered Eastern Europe in April 1998 by leasing a smaller Timișoara plant. The 1998 report put staffing there at 250 workers and said the company planned to grow local employment to more than 1,000 over the following two years. Wolf Michel, managing director of Solectron Romania, described the location as “an ideal location for Solectron.”
When the factory opened—and what jobs were projected
An October 1999 report said the 200,000-square-foot plant had opened on the 40-acre campus. It characterized the facility as a high-volume, low-cost manufacturing hub for Solectron’s European customers. At that point, the report counted 1,000 workers in Romania and said the company planned to add another 1,000 jobs within two years. That was a new forecast, distinct from the 1998 plan to exceed 1,000 employees. EE Times reported the opening and staffing plan.

Solectron chairman, president and CEO Ko Nishimura said the expanded capacity would support customers in network equipment, mobile phones, telecommunications equipment, servers, PCs and computer peripherals. He also described a service offer that included design and manufacturing, cost containment, local-content compliance, and avoiding certain freight, tariff and customs-clearance costs. Those statements described the company’s intended customer offering at the time, not a guarantee of savings for every customer.
What the 2000 investment decision recorded
Romanian Government Decision 371/2000 documented a minimum planned investment of US$50 million by Solectron Corporation in Solectron România SRL, with a 2000–2004 schedule for buildings and equipment. It also provided a customs-duty exemption for qualifying imported equipment for five years from the decision’s entry into force. These were historical project terms; they do not establish a current tax or customs incentive in Romania. The Romanian government decision records the investment schedule and exemption.

How the Timișoara operation developed in 2005–2006
Production and engineering expansion
In 2005, a new production line associated with Ericsson was announced for Timișoara. Eurofound reported an expectation of around 100 additional employees and a forecast turnover increase of 15–20% in the next fiscal year. The investment value was not disclosed, and the turnover figure was a forecast rather than a confirmed result. Eurofound’s factsheet summarizes the announcement.
In December 2005, Solectron also expanded the Timișoara facility to include a design and engineering services center. Reported capabilities included electrical and mechanical design, advanced process technology, test development and failure analysis. EDN reported the center’s capabilities.

Employment figures reported in 2006
A 2006 Eurofound factsheet recorded an announced plan to add more than 800 workers over the next three months. It reported that the Timișoara operation then had 2,400 permanent and 800 fixed-term employees. Those are figures in the factsheet’s historical account, not a current headcount or proof that every planned position was filled. Eurofound’s factsheet provides the dated figures.

The expansion was a staged development: a leased plant and 250 workers in 1998, a new factory reported open in 1999, a documented investment schedule in 2000, and further production and engineering capabilities by 2005–2006. Across those reports, staffing totals refer variously to headcounts and hiring plans, so they should not be combined into a single realized job total.

The available records here do not establish Solectron’s current ownership, use of the Timișoara site or employment there, nor do they report a new 2026 expansion. The title refers to the company’s historical Romania expansion, not a current announcement.
