No official Social Security Administration (SSA) source reviewed supports the claim that three new benefit changes were announced for October by October 8, 2026. SSA’s October materials describe five educational topics, not a package of three policy changes. The agency said the next cost-of-living adjustment (COLA) would be announced in October, but its COLA page did not yet list a 2027 percentage.
What SSA announced for October
In an October 5, 2026 notice, SSA described its Monthly Information Package as ready-to-share educational content. Its five topics cover changes that can affect Supplemental Security Income (SSI) payments, Ticket to Work, scam awareness, protecting Social Security cards, and faster access for people with severe disabilities. The notice asks publishers that share the articles to credit the Social Security Administration as the author. It does not announce three new benefit rules. Read SSA’s October 5 notice.
The exact source or items behind the “three changes” claim are not established by that notice. Treat the headline claim as unverified unless it is tied to a dated official announcement.
Was the 2027 Social Security COLA announced?
Not on SSA’s COLA status page as of October 8, 2026. The page lists the 2.8% COLA for 2026, determined on October 24, 2025, and says the next COLA will be announced in October 2026. It does not state a 2027 percentage. Check SSA’s COLA status page.

SSA determines COLAs and wage-indexed amounts each October using formulas set by law. The automatic increases are published in the Federal Register in late October. That recurring annual process does not establish that any particular 2027 figure—or three separate policy changes—had already been announced by October 8. See SSA’s explanation of COLA and wage-indexed amounts.
2026 figures: the existing adjustment, not new October changes
These figures describe SSA’s 2026 rules and adjustments. They should not be mistaken for a new October 2026 announcement.
| Program or rule | 2026 figure | Who it applies to | Effective date or timing |
|---|---|---|---|
| Social Security COLA | 2.8% | Social Security beneficiaries receiving the adjustment | Benefits payable in January 2026 |
| SSI COLA adjustment | 2.8% | SSI recipients receiving the adjustment; some people receive both SSI and Social Security | Increased payments began December 31, 2025 |
| Maximum taxable Social Security earnings | $184,500 | Workers whose earnings are subject to Social Security payroll tax, up to the annual maximum | 2026 tax year |
| Earnings-test exempt amount | $24,480 annually | People below full retirement age throughout 2026 | 2026; the limit does not apply beginning the month a person reaches full retirement age |
| Earnings-test exempt amount in year of full retirement age | $65,160 annually | People reaching full retirement age in 2026; applies to months before they reach that age | 2026 |
SSA’s 2026 fact sheet provides the taxable maximum and earnings-test amounts. Read the 2026 COLA fact sheet. SSA’s 2025 announcement said the 2.8% adjustment was expected to increase the average Social Security retirement benefit by about $56 per month starting in January 2026; that is an average estimate, not an individual benefit calculation. The announcement identified nearly 71 million Social Security beneficiaries and nearly 7.5 million SSI recipients as groups receiving the adjustment, with some people receiving both. - Open SSA’s COLA status page to see whether the next percentage has been posted.
- Check the date and wording of the relevant SSA announcement. A notice about educational articles is not itself a change to benefit rules.
- Confirm the year and the group affected before applying a figure to your payment, taxes, or earnings. The 2026 amounts above do not establish the 2027 amounts.
Until SSA posts the next COLA or another dated policy announcement, do not rely on an estimated 2027 percentage or an unsourced list of three October changes.
