Companies House lists Mark Attanasio and Richard Ressler as Norwich City Football Club PLC’s active persons with significant control. The available records do not verify a distinct new takeover, sale, investment or board change behind the phrase “ownership news emerges.” They do document an earlier share conversion and an August 2026 charge filing whose details are not established by the filing summary.
Who controls Norwich City according to the current register?
Companies House’s persons-with-significant-control register lists Mark Attanasio as active, with more than 50% but less than 75% of the club company’s shares and voting rights. It lists Richard Ressler as active, with more than 25% but not more than 50% of shares and voting rights. Both were notified on 31 January 2025. These are statutory bands, not exact ownership percentages. Companies House’s PSC register was checked on 8 October 2026.
The register also records Delia Smith and Edward Michael Spencer Wynn-Jones as ceased persons with significant control, with cessation dated 3 March 2025. These entries describe the company’s registered control information; they do not, by themselves, establish the terms or value of any transaction.
What changed in the share structure?
Norwich City said Norfolk Holdings, the group led by Attanasio, completed conversion of the entire D Preference share class into Ordinary Shares on a one-for-one basis. That is the club’s stated share conversion; it should not be confused with an exact current stake percentage, which the register reports only in bands. The club’s conversion statement does not have an exact publication date in the available result.

An earlier club statement described an agreement intended to enable Norfolk Holdings to obtain majority control, subject to Takeover Panel and shareholder approval. Read alongside the later conversion statement and today’s register, it documents the announced path and subsequent share conversion—not evidence of a separate new takeover in 2026. Norwich City’s agreement announcement set out those conditions. BBC Sport also reported that the ownership change was first announced in August 2024 and later fully ratified. BBC Sport’s account provides secondary context; the club statement and statutory register are the primary records for the transaction and present control.
What does the August 2026 Companies House filing show?
Companies House filing history lists an MR01 charge registration created on 25 August 2026 and filed on 28 August 2026. The filing summary does not identify the lender, secured obligations, assets covered or any connection to a change in ownership. It therefore cannot substantiate a new takeover or investment on its own. The filing-history record should be distinguished from the underlying charge document, which would be needed to describe the charge’s substance.

The same filing history lists a confirmation statement made on 11 October 2025 and filed on 29 October 2025. A Companies House page also displays identity-verification dates beginning 12 October 2026; because that date is after the 8 October 2026 record check, those dates cannot be treated as completed as of that check or as proof of an ownership change.
Is there a newly announced ownership change?
The records reviewed establish current control bands, the club’s completed share conversion and the existence and dates of an August 2026 charge filing. They do not establish a distinct new sale, takeover, investment or board change matching the headline’s suggestion. Any claim about a further development needs a specific, dated announcement or filing that supports it.
