Authorities notified the company on 26 May 2025 about practices they considered potentially contrary to EU consumer law and asked it to address them. The action is distinct from the Commission’s later Digital Services Act proceedings: the two tracks concern different obligations and neither should be treated as the outcome of the other.
What the EU consumer-protection action is about
The Commission and the Consumer Protection Cooperation (CPC) Network said their concerns included how SHEIN presented prices, promotions, returns, environmental claims and consumer contact information. These are the authorities’ stated concerns, not final findings that a court or regulator has adjudicated. The Commission’s coordinated-actions page identifies the Unfair Commercial Practices Directive, Consumer Rights Directive, Price Indication Directive and e-Commerce Directive as the consumer-law frameworks involved.
- Discounts and urgency: authorities cited discounts they said did not reflect actual prior prices and false purchase deadlines.
- Returns and refunds: they raised concerns about incomplete, incorrect or misleading information on consumers’ rights and the handling of returns and refunds.
- Labels and environmental claims: the concerns included labels suggesting a legally required feature was special, and potentially misleading sustainability claims.
- Contact information: authorities said contact details were not easy for consumers to find.
The authorities also sought information to assess whether rankings, reviews and ratings were presented misleadingly. They were examining, where relevant, whether consumers were told how contractual obligations are divided between SHEIN and third-party sellers, and whether a seller is a trader. Those points were described as matters for assessment, rather than settled conclusions.
Where the case stands
Competent consumer authorities in Belgium, France, Ireland and the Netherlands led the action, with the European Commission coordinating it. The Commission’s current page lists the coordinated action as ongoing. Depending on SHEIN’s response, the authorities may enter dialogue; if concerns are not addressed, national authorities can take enforcement measures.

The Commission’s 26 May 2025 announcement said SHEIN had one month to reply and propose commitments. That was the announced next procedural step at the time; it does not establish that the case concluded or that the requested commitments were accepted.
How the separate Digital Services Act proceedings differ
On 17 February 2026, the Commission announced formal proceedings against SHEIN under the Digital Services Act (DSA). These are complementary to, but separate from, the CPC consumer-law action. The Commission’s DSA announcement focused on the platform’s systems for limiting illegal products, risks from potentially addictive design such as points or rewards for engagement, and transparency of product and content recommendation systems.

For recommender systems, the Commission said SHEIN must disclose their main parameters and provide an easily accessible option that does not rely on profiling for each such system. The DSA proceedings concern platform obligations; they are not a ruling on the CPC allegations about commercial practices, prices or refunds.

Why this action is part of a broader EU effort
The Commission’s 5 February 2025 communication, “A comprehensive EU toolbox for safe and sustainable e-commerce”, sets out a wider response to challenges associated with e-commerce imports across the product life cycle. It includes coordinated consumer-protection work and coordination with DSA enforcement. The Commission situated the May 2025 SHEIN action within that broader toolbox.

The scale helps explain the policy context, but the import figures are not specific to SHEIN. The European Commission reported that 4.6 billion low-value items were imported into the EU in 2024 in its 2025 toolbox communication. A separate European Economic and Social Committee source says 4.6 billion low-value parcels entered the EU that year—12 million per day and more than three times the 2022 volume; those daily and comparison figures are that body’s contextualisation, not a SHEIN-specific count. The Committee’s 2026 statement provides that account.
When the action was announced, Executive Vice-President Henna Virkkunen said: “All companies reaching out to EU consumers must play by our rules.” The quote reflects the Commission’s stated rationale for enforcing EU rules across cross-border online commerce; it does not determine the outcome of either proceeding.
