Hull City’s sanction was a restriction on transfer fees, not a blanket ban on signing players. The EFL imposed it in July 2025 after the club accumulated 30 days of late payments; an appeal kept the three-window restriction but suspended one window. A July 2026 local report says the remaining restriction was cancelled after Hull met its payment terms, although the material available here does not include EFL confirmation of that cancellation.
Why did Hull City receive a transfer restriction?
The EFL said its independent Club Financial Reporting Unit imposed a three-window Transfer Fee Restriction on 3 July 2025. The trigger was 30 days of late payments during the 12-month period from 1 July 2024 to 30 June 2025. The EFL described the sanction as being imposed under its regulations (EFL notice).
That wording matters: the EFL called it a Transfer Fee Restriction, not an unrestricted ban on all player signings. A local report relayed Hull’s position that the club could sign free agents or take players on loan while the restriction applied. That transaction detail is attributable to the reported club statement, rather than the EFL’s sanction notice (local report).
What changed after Hull appealed?
On 19 August 2025, the Club Financial Review Panel (CFRP) decided that the appropriate sanction remained a three-window fee restriction, but suspended one of the windows. The suspended window would be triggered if Hull incurred a further seven days of default on payments covered by Regulation 52.6 before 1 July 2026 (EFL notice; appeal decision).

So the appeal did not erase the sanction: it changed how much of it would take effect immediately and set a further-default condition for the suspended window. The EFL notice establishes that condition, but does not establish whether Hull later met it.
Has Hull City’s transfer embargo been lifted?
A local report published in July 2026 says Hull met the relevant payment terms and the remaining restriction was cancelled (local report; related report). The material available does not include an EFL cancellation notice or the underlying CFRP decision confirming that outcome. The careful answer is therefore that cancellation was reported, not independently confirmed here by the EFL.

Hull’s promotion to the Premier League, reported by the EFL on 23 May 2026, is separate context. Promotion does not itself show whether the club fulfilled the payment condition or whether the restriction was cancelled (EFL promotion report).

The EFL’s process covers permanent transfers, loans, player contract terms and registrations. It checks transfer, loan and employment documents for compliance, and applications also require FA approval (EFL transfer FAQ). The restriction at issue was specifically on transfer fees; it should not be casually described as preventing every kind of signing.

For season-specific context, the EFL lists the 2026/27 summer window as 15 June to 1 September 2026, closing at 23:00, and the winter window as 1 January to 1 February 2027, also closing at 23:00. These dates apply to that season and may change in later EFL updates (EFL transfer FAQ).
