But that does not guarantee reliable quality, effortless returns, accurate promotions or safe products. Regulators in Europe and France have raised specific consumer-law concerns, and U.S. authorities have recalled particular products sold through SHEIN. Those findings warrant care, but they do not show that every order is fraudulent or every item is unsafe.
What “legit” means when you shop at SHEIN
There are several different risks behind the question “Is SHEIN legit?” Whether a retailer exists and takes orders is not the same as whether a particular item matches its photos, fits well, arrives on time, can be returned easily or is safe to use. The official actions described below concern particular policies, promotions and products; they do not establish a platform-wide order failure rate or consistent quality standard.
- Scam risk: Use SHEIN’s official service for your country rather than an unfamiliar site or app claiming to represent the retailer.
- Purchase risk: A low price does not tell you whether an item will fit or meet your expectations. Check measurements, item-specific reviews and customer photos.
- Return risk: Fees, exclusions and return terms depend on the country and the current policy.
- Safety risk: Recalls apply to named products, not automatically to every product sold on a marketplace.
What regulators have flagged
EU consumer-rights concerns
On 26 May 2025, the European Commission and the Consumer Protection Cooperation Network notified SHEIN of practices they assessed as infringing EU consumer law. The Commission cited incomplete or misleading information about legal rights to returns and refunds, as well as concerns about processing them in line with those rights. This was a regulatory notification asking SHEIN for a reply and proposed commitments—not a finding that every customer’s refund was refused or that every order was a scam. A separate EU investigation
On 17 February 2026, the European Commission opened an investigation under the Digital Services Act that includes concerns about illegal products and potentially addictive design features. An investigation is not a final finding of liability. See the Commission’s announcement.

French findings about promotions and environmental claims
France’s consumer agency, DGCCRF, announced a €40 million penalty in July 2025 against Infinite Style E-commerce Ltd, which it identified as responsible for SHEIN-branded product sales. The case concerned misleading practices involving the reality of price reductions and the scope of environmental commitments on the French SHEIN site. The agency’s review covered information collected from 1 October 2022 to 31 August 2023. This is a French enforcement action about that market and those practices; it does not establish that every current price or promotion in every country is misleading. Read the DGCCRF announcement.
Safety notices for named products
U.S. Consumer Product Safety Commission (CPSC) notices show why it is worth checking safety-sensitive items individually:

- On 18 June 2026, the CPSC announced a recall of about 160 Michley children’s one-piece pajama sets sold through SHEIN from May to December 2025. The pajamas violated the mandatory children’s sleepwear flammability standard and posed a burn hazard. The notice said no incidents had been reported at publication. Check the pajama recall notice.
- On 10 September 2026, the CPSC announced a recall of 4,640 bear-shaped decorative refrigerator magnets sold on SHEIN from May 2025 to February 2026. Loose magnets posed an ingestion hazard; the notice said no incidents had been reported at publication. Check the magnet recall notice.
If an item you own matches a recall notice, stop using it and follow the remedy in that notice. The recalls establish risks for those products, not a SHEIN-wide safety rate.
DGCCRF also reported in April 2026 that 46% of products it sampled and analysed across seven popular foreign marketplaces were both non-compliant and dangerous, and that more than 100,000 products signalled to the platforms had been removed from sale. Those figures cover multiple marketplaces; they are not SHEIN-specific. Read the multi-marketplace findings.

Returns depend on your country and the order
SHEIN’s U.S. policy page says the first return of eligible items from an order is free during the voluntary return period, subject to its Fair Use Policy. A second or later return from the same order incurs a $6.99 deduction under the described U.S. return option. The page says refunds can go to the original payment method or SHEIN Wallet, at the shopper’s request. These are U.S. terms on a live policy page accessed 8 October 2026; terms can change, and other countries may have different rules and exclusions. Check SHEIN USA’s current return policy and U.S. terms and conditions before ordering.
The EU authorities’ separate concerns about return-right information do not mean every return is blocked. For any order, read the applicable policy and keep the order confirmation and payment record until the return period has passed and any refund is complete.

How to reduce the risk before you pay
- Go to the official country-specific service. Confirm the web address or app publisher before entering account or payment details.
- Check the return terms before checkout. Look for the return window, excluded items, postage charges and any per-return fee; do not assume U.S. terms apply elsewhere.
- Judge clothing by measurements, not the size label alone. Compare the item’s measurements with a garment that fits you and read reviews for that specific item, including customer photos.
- Be more cautious with safety-sensitive items. For children’s products, electrical goods or products containing magnets, search official recall notices by product name, brand and identifier.
- Evaluate promotions claim by claim. Given the French enforcement case, do not treat a crossed-out price or a sustainability statement as proof on its own; consider the specific offer and market.
- Keep your records. Save the confirmation and payment record until the return period and refund, if any, are complete.
Should you place an order?
SHEIN is a genuine retailer, but the available official actions support a qualified answer rather than a blanket endorsement. A shopper considering an order should weigh the item’s measurements and reviews, the local return rules and any safety concerns for that category. The official record cited here does not establish typical fabric quality, the likelihood that an order will fail, or a SHEIN-only rate of dangerous products.
