Shein and Temu told U.S. customers that price adjustments would begin April 25, 2025, citing higher operating expenses tied to changes in global trade rules and tariffs. They did not disclose an average increase or a percentage. Later reports found some items priced at more than twice their earlier cost, but that is not evidence of a marketplace-wide average. The tariff rules changed repeatedly after the announcement, so the 2025 figures below are historical, not a description of today’s tariff rates.
What Shein and Temu announced
On April 16, 2025, both companies posted notices to U.S. customers saying price adjustments would start April 25. They attributed the changes to increased operating expenses “due to recent changes in global trade rules and tariffs.” The notices did not specify a dollar amount, percentage, or how much of any change came from a particular tariff or other cost. The Associated Press reported the notices and their stated rationale.
Shein and Temu gave the same start date
The companies announced the same effective date and used nearly identical language about operating expenses. That establishes what they told customers; it does not show that they raised every listing by the same amount or for the same reason.
Some reported item prices more than doubled
On April 29, 2025, Axios reported that increases had begun and that some items had more than doubled in price. These were reported examples, not a controlled survey or a representative estimate of price changes across either marketplace. Axios’s report describes those item-level examples.

Why tariffs were part of the explanation
Tariffs can raise the cost of importing goods, and changes to low-value shipment rules can affect the costs associated with orders that previously qualified for duty-free treatment. Shein and Temu cited trade rules and tariffs broadly, against the backdrop of U.S. policy changes. Their notices did not break down the contribution of any individual duty, shipping expense, or other operating cost to a specific product’s price.
For context, the April 2025 White House action addressed the then-existing $800 low-value threshold for de minimis treatment. That threshold was not a tariff rate. Under the April 2 action, covered goods from China and Hong Kong that otherwise qualified would lose duty-free treatment beginning May 2, 2025. The order also set separate terms for specified covered postal shipments: 30% of value or $25 per item, rising to $50 per item after June 1, 2025, in lieu of other duties for those shipments. Those were terms of that 2025 action, not a universal charge that can be applied to every order today. The White House’s April 2025 fact sheet sets out the policy then announced.

How the U.S. policy changed after the price notices
The tariff and de minimis rules did not remain fixed after April 2025. The Congressional Research Service’s timeline, dated July 28, 2025, records multiple changes: the reciprocal tariff rate on China rose in April and was reduced in May for a 90-day period. For the specified postal de minimis rate for China, it records a change from 120% to 54% beginning May 14, 2025, for a 90-day period. These figures explain the sequence of policy changes in 2025; they should not be read as current rates. The CRS timeline and status table are dated July 28, 2025.
On February 20, 2026, the White House issued an order continuing suspension of duty-free de minimis treatment for covered shipments regardless of value, country of origin, transport mode, or entry method, effective February 24, 2026. The order directs collection of applicable duties and provides separate treatment for shipments through the international postal network. What the announcements mean for shoppers
The notices are evidence that both marketplaces planned U.S. price adjustments in response to higher operating expenses they associated with trade-rule and tariff changes. They do not provide enough information to calculate how much a typical shopper paid extra, whether a specific item’s current price reflects a tariff, or whether the same product costs more now than it did before April 2025.
To assess a purchase, compare the current listing and checkout total with a dated record of the same item, including shipping and any other charges shown at checkout. A single product comparison can tell you about that listing at those times; it cannot establish an average change across Shein or Temu. AP reported in April 2025 that as many as 4 million low-value parcels arrived in the United States each day under the provision at the time. That is a historical figure reported then, not a current parcel count. AP’s April 2025 coverage provides that context.
