Did Russia Discover 511 Billion Barrels of Oil in Antarctica?

The reported 511-billion-barrel figure is a conversion of a Russian estimate for potential hydrocarbons—not a proven oil discovery. Here’s what is known about the surveys, Antarctic rules and the environmental and geopolitical concerns.

No verified discovery of 511 billion barrels of oil in Antarctica has been established. The figure is a reported conversion of an estimate for potential hydrocarbons in sedimentary basins—not a confirmed oilfield, proven reserve, or recoverable supply. UK officials have reported no evidence of drilling or extraction. The real stakes are whether surveying is consistent with Antarctic rules, whether data are shared, and what a proven attempt at commercial exploitation could mean for a fragile environment and international cooperation.

What does the 511-billion-barrel figure mean?

In February 2020, Russia’s state geological company Rosgeologiya was reported to have estimated about 70 billion metric tonnes of potential hydrocarbon resources in Antarctic sedimentary basins. S&P Global reported the equivalent as approximately 511 billion barrels in 2024. The barrel figure is therefore a reported conversion of a potential-resource estimate, not evidence that 511 billion barrels of oil have been found in a field. S&P Global’s account traces the estimate to the Rosgeologiya statement.

The UK House of Commons Environmental Audit Committee also referred to an estimate of 70 billion tonnes of potential hydrocarbons in connection with reported Russian seismic surveys. The parliamentary record preserves the word “potential”; it does not establish proven reserves. The committee’s 2025 report discusses that estimate in the context of the surveys.

A resource estimate is not the same as a reserve. It does not by itself establish that hydrocarbons are present in a particular drillable field, that they could be extracted economically or technically, or how much could be recovered. The available official evidence does not establish a commercial discovery or provide a reliable, independently verified figure for recoverable Antarctic oil.

What activity has been reported—and what has not?

Geological and seismic surveying

Parliamentary discussion concerns Russian geological and geophysical surveying, including seismic work associated with the vessel Alexander Karpinsky. Russia has described surveying and geological mapping as scientific research and has committed to sharing data through the Scientific Committee on Antarctic Research’s Seismic Data Library System, according to a May 2024 UK government answer. That answer sets out the government’s account of the activity and Russia’s stated position.

No reported drilling or extraction

In the same answer, Lord Ahmad of Wimbledon, then Minister of State at the Foreign, Commonwealth and Development Office, said: “There is no evidence of any drilling or extraction activities.” That is an account of the UK government’s evidence at the time, not proof that every possible activity has been independently observed.

In 2025 oral evidence to the Environmental Audit Committee, Stephen Doughty, Minister of State at the Foreign, Commonwealth and Development Office, said the UK did not have clear evidence that any party was directly seeking evidence for a commercial mineral deposit. He said mapping could point to possible hydrocarbon locations, but verifying them would require further work, and the government had seen no evidence of that further activity. Concern is not a confirmed treaty breach

The Environmental Audit Committee raised questions about the nature and intent of surveys and their implications for treaty compliance. It recommended encouraging Russia to provide comprehensive survey data consistent with open-science principles. Those concerns and recommendations are not a finding that commercial prospecting, drilling, or extraction has been proved. The committee report presents them as governance and transparency issues.

Does the Antarctic Treaty ban oil exploration?

The relevant rule is in Article 7 of the Protocol on Environmental Protection to the Antarctic Treaty. It prohibits “any activity relating to mineral resources, other than scientific research.” The Environmental Audit Committee explains that the prohibition covers commercial prospecting, exploration, and exploitation. A survey described as scientific research is not automatically commercial activity; its purpose and conduct matter when assessing compliance. The British Antarctic Survey’s Protocol overview provides the treaty text and context.

The UK government describes the ban on commercial mineral-resource activity as indefinite. In a written answer, it said Treaty parties, including Russia, reaffirmed their commitment to the prohibition in a declaration agreed by consensus in June 2023. The government’s answer explains its position on the ban and the declaration.

The often-repeated claim that the mining ban simply expires in 2048 is misleading. The Protocol’s amendment provisions do not make that year an automatic end date for Article 7’s prohibition. The UK’s Antarctic Strategy to 2035 describes the commercial-mining prohibition as indefinite.

Why does the claim matter for climate and the environment?

The immediate issue is not an oilfield on the verge of production: the cited UK evidence reports no drilling or extraction, and commercial mineral-resource activity is prohibited. The concern is what a substantiated attempt to pursue commercial resources could mean for the Environmental Protocol and for ecosystems that are difficult to protect and recover if harmed. The committee warned that circumvention, if established, could compromise the Protocol and damage confidence in its rules. Its report describes those governance and environmental concerns.

Antarctica is already affected by climate change, with consequences for its ecosystems and biodiversity and wider relevance to global climate systems, according to the UK strategy. The available sources do not quantify emissions from a hypothetical Antarctic oil project or establish that any estimated resource would be produced. Assigning a specific emissions total or treating the entire reported volume as recoverable would go beyond the evidence.

What are the geopolitical stakes?

The Antarctic Treaty System depends on peaceful cooperation, shared science, and confidence that parties follow agreed rules. That makes transparency about seismic data important: open data can help others understand what surveys show and assess whether they are consistent with scientific purposes. The UK committee’s call for comprehensive Russian survey data reflects that concern; it is not evidence that the reported resource estimate changes any country’s legal position.

The Antarctic Treaty froze territorial disputes. The relationship between the Treaty System and continental-shelf rights under the UN Convention on the Law of the Sea is complex, but the reported estimate does not give Russia, the UK, or another state new sovereignty, settle overlapping claims, or itself trigger a change to the treaty framework. The UK strategy describes Antarctica as a setting for strategic competition and commits the UK to maintaining a presence, scientific work, and a role in governance. That is policy context—not evidence that the reported hydrocarbons have been proven or that commercial extraction is underway.
