Did Dassault choose Anil Ambani’s Reliance before Narendra Modi came to power? Dassault CEO Eric Trappier said in 2018 that the company’s relationship with the Ambani business group dated to 2012 and that the Indian government did not pressure Dassault over its Reliance choice. That statement does not establish that Anil Ambani’s Reliance Defence had already been selected as an offset partner for the later 36-aircraft deal. The accounts of who proposed Reliance conflict: former French president François Hollande said India proposed it, while India’s Ministry of Defence said the government had no role in choosing offset partners.
What happened, and when?
The headline combines two different milestones: India’s selection of the Rafale aircraft after a competitive process, and the later choice of Indian companies for offset work associated with a separate 36-aircraft contract.

What did Dassault’s CEO say about the Ambani relationship?
In an October 2018 interview, Trappier said Dassault had signed a memorandum of understanding in February 2012 with the Mukesh Ambani-led Reliance Group. He said: “We signed an MoU in February 2012 (with the Mukesh Ambani-led Reliance Group), around the same time the Rafale emerged as a winner (in India), and we have continued to work together.” The Economic Times interview.
The distinction in that quote matters. It names the Mukesh Ambani-led Reliance Group, not Anil Ambani’s Reliance Defence. Trappier also denied that the Indian government had pressured Dassault over the Reliance choice. His account supports an earlier business relationship with the Ambani group; it does not, on its own, show that Reliance Defence was chosen in 2012 as the offset partner for the 36-aircraft contract signed in 2016.

Who selected Reliance as an offset partner?
The public accounts are in conflict, and the statements cited here do not resolve the dispute.
Hollande’s account
Former French president François Hollande was reported as saying that the Indian government proposed Reliance as an offset partner. This is Hollande’s reported account, not an uncontested finding. The Indian Express, 2018.

India’s official position
India’s Ministry of Defence said the government had no part in selecting Indian offset partners, calling the selection a commercial decision for the manufacturer: “the Government of India has no role in the selection of Indian Offset Partner which is a commercial decision of the OEM.” Ministry of Defence clarification, published by PIB on September 22, 2018.
Dassault’s position and investigative reporting
Trappier said Dassault chose Reliance without pressure from the Indian government. Separately, Mediapart reported on a Dassault document that it said described the joint venture as a condition. Was Reliance involved in buying or building the Rafale aircraft?
The official Dassault announcement describes a government-to-government purchase of 36 Rafale aircraft by India and France. The Reliance controversy concerns offset or industrial-partner selection, not the aircraft procurement itself. The cited sources do not establish that Reliance was to manufacture the Rafale aircraft. How much business did Dassault say Reliance would receive?

What does the later Dassault statement establish?
In December 2018, Dassault reproduced Trappier’s statement that “The deal is absolutely clean in accordance with Indian laws and regulations, as I have stated”. This is the company’s position, not an independent legal conclusion. Dassault Aviation, December 2018.
