How to Ship Alcohol Through UPS, FedEx, and USPS

Individuals generally cannot self-ship wine, beer, or spirits through USPS, UPS, or FedEx. Learn the legal consumer workaround, plus the licenses, carrier agreements, state rules, packaging, adult-signature, return, and international requirements for approved alcohol shippers.

Short answer: If you are an ordinary individual sending a bottle or case, do not try to ship it yourself through USPS, UPS, or FedEx. USPS generally prohibits ordinary beverage alcohol. UPS and FedEx accept alcohol only from approved, licensed shippers operating under carrier agreements and state-specific rules.

For a gift, buy the alcohol from a licensed retailer, winery, brewery, or distillery that offers delivery to the recipient’s state. The business—not you—should create the compliant label, use approved packaging, arrange Adult Signature Required delivery, and manage any return.

First, who is shipping?

The answer depends less on whether you choose UPS or FedEx than on who is tendering the package. There are five different situations:

  • Private individual: You are sending a personal bottle, a gift, a collector’s bottle, or alcohol bought during travel.
  • Licensed alcohol business: A winery, brewery, distillery, retailer, wholesaler, or fulfillment house is shipping its product.
  • Business-to-business: A licensed seller is shipping to a licensed retailer, distributor, manufacturer, or other permitted business.
  • Business-to-consumer: A licensed business is shipping directly to an adult consumer.
  • International shipment: Alcohol is crossing a national border, creating a separate customs and import process.

UPS and FedEx do not simply sell a normal parcel label that happens to permit alcohol. Their alcohol services are contractual programs for approved, licensed shippers. State law can also determine whether the specific product may move from the origin state to the destination address.

Can you ship alcohol yourself?

If you are an ordinary individual sending a bottle or case, do not try to ship it yourself through USPS, UPS, or FedEx. USPS generally prohibits ordinary beverage alcohol, while UPS and FedEx require licensed shippers and carrier-specific approval. A “gift” label, fragile sticker, adult-signature option, or careful packing does not create an exception.

The practical legal solution is to buy the wine, beer, or spirits from a licensed retailer, winery, brewery, or distillery that offers delivery to the recipient’s state. The business—not you—should create the compliant label, use its alcohol-shipping agreement, and tender the package to the carrier.

This applies even if:

  • You are sending only one bottle.
  • The bottle is a birthday, wedding, holiday, or thank-you gift.
  • You bought it legally in another state.
  • You are returning from a trip with a bottle you purchased at a winery or distillery.
  • The alcohol is homemade beer or wine.
  • The bottle is a valuable collectible.

Concealing alcohol, misdescribing the contents, removing labels to bypass carrier controls, or using a regular consumer shipping label can lead to refusal, return, loss, or other penalties. Never assume that a UPS Store, FedEx Office, or authorized shipping center can accept an ordinary consumer alcohol shipment. FedEx expressly prohibits individual consumers from shipping alcohol, and FedEx Office’s ordinary packing service does not make alcohol eligible.

The consumer method: have a licensed seller ship it

For a gift or personal purchase, use this workflow:

  1. Choose a licensed seller. Look for a retailer, winery, brewery, or distillery that advertises delivery to the recipient’s state.
  2. Confirm the seller will be the shipper. Ask whether the business will create and tender the alcohol shipment under its UPS or FedEx agreement. You should not be asked to create an ordinary label and drop the package off yourself.
  3. Confirm the product category. Wine, beer, and spirits do not have identical rules. A seller that can ship wine may not be able to ship beer or distilled spirits to the same address.
  4. Confirm the exact destination. State, county, city, dry town, and address-type restrictions can matter. A seller may legally ship to one address in a state but not another.
  5. Plan for an adult recipient. A person age 21 or older generally must be present, show acceptable government-issued identification, and sign for a U.S. alcohol delivery.
  6. Use an approved hold or reattempt option if needed. Ask the seller whether the shipment can be held at an eligible carrier location. Not every access point accepts restricted articles.
  7. Contact the seller for problems. If the package is damaged, refused, or needs to be returned, do not create an ordinary return label. The original approved shipper normally must start the return.

FedEx tells consumers who want to send alcohol as a gift to have a licensed retailer or winery ship it. UPS’s approved programs work on the same basic principle: the business must be licensed, approved, and under contract with UPS.

USPS alcohol rules

USPS says beer, wine, and liquor may not be sent through the mail except in limited circumstances. For ordinary consumers, that means a bottle of wine, beer, whiskey, vodka, rum, brandy, or similar beverage cannot be mailed through USPS.

USPS Publication 52 defines intoxicating liquor, for its rules, as a beverage containing 0.5% or more alcohol by weight that is taxable under Chapter 51 of the Internal Revenue Code. Taxable intoxicating liquor is generally nonmailable, including alcohol obtained as a collector’s item or under a prescription.

There are narrow exceptions for particular official government mailings and for some products that contain alcohol but are not taxable alcoholic beverages. Examples can include certain cooking products, medicines, mouthwash, or similar items depending on their classification. Those exceptions do not authorize a private person to mail a normal bottle of beverage alcohol.

Packaging does not legalize a prohibited shipment. Wrapping the bottle in bubble wrap, placing it in a wine shipper, or writing “gift” on the box cannot turn ordinary beverage alcohol into mailable matter.

What about reusing a liquor box?

If the contents are otherwise mailable, USPS says a reused box with alcoholic-beverage logos or labels must have those markings removed or completely obliterated. A visibly branded liquor, beer, or wine box can cause the package to be rejected or treated as prohibited matter. Removing the logo does not, however, make alcohol itself mailable.

Read USPS Publication 52’s exceptions for intoxicating liquors and 18 U.S.C. § 1716 if your shipment involves an unusual government or non-beverage product. For a personal bottle, the answer remains no.

Shipping alcohol through UPS

UPS accepts alcohol only from shippers who are licensed under applicable law and have entered into the appropriate UPS agreement. A consumer cannot use the ordinary UPS network as a self-service alcohol channel.

UPS maintains separate programs for wine, beer, and spirits. The agreement, license, destination-state permission, and transaction type must all match the product being shipped.

UPS wine shipments

UPS permits several categories of wine shipments where state law and the applicable UPS addendum allow them:

  • Licensed to licensed: A licensed manufacturer may ship to a licensed distributor, or a distributor to a licensed retailer. These shipments cannot be made to consumers.
  • Winery on-site purchase: Some states allow an out-of-state winery to ship wine to a consumer only when the consumer bought it in person at the winery or tasting room. The winery must satisfy the destination state’s licensing and permit rules, verify the buyer’s age, list the purchaser as consignee, and ship for personal use rather than resale.
  • Winery direct: Some states allow a licensed winery to ship directly to a consumer even when the purchase was made by mail or online, provided the purchase was made directly from the winery and all other conditions are met.
  • Retailer direct: Some states allow an out-of-state licensed retailer to ship directly to consumers.
  • Intrastate retailer: Certain states permit in-state retailers to ship to consumers under specific conditions.

The categories are not permanent nationwide permissions. Review the seller’s current UPS agreement, the destination state’s rules, and any dry-jurisdiction restrictions before accepting an order. UPS’s wine requirements and state categories are here.

UPS beer shipments

UPS requires a beer shipper to hold the appropriate brewery or retailer license, obtain any required destination-state permit, sign the UPS Agreement for Approved Beer Shippers, and ship only where the transaction is permitted.

UPS identifies licensed-to-licensed beer shipments and selected direct-to-consumer or intrastate consumer shipments. The exact eligibility depends on the shipper’s license and the origin and destination states. Beer rules are not interchangeable with wine rules. See UPS’s beer shipping requirements.

UPS spirits shipments

UPS requires licensed spirits shippers to sign the UPS Agreement for Approved Spirits Shippers. Licensed-to-licensed shipments may be possible between permitted distilleries, distributors, and retailers. Certain distillery-to-consumer shipments may also be available where the distillery has the required license or permit and the destination state allows the transaction.

This is not a general authorization for consumers to ship whiskey, vodka, tequila, rum, or other spirits. See UPS’s spirits requirements for the current carrier conditions.

UPS’s workflow for an approved business

  1. Hold the applicable alcohol license or permit for the business activity.
  2. Contact UPS or the account manager for an alcohol-shipping consultation.
  3. Submit copies of state licenses and complete the relevant wine, beer, spirits, or fulfillment-house agreement.
  4. Check the origin, destination, product, recipient type, and transaction category against the current UPS addendum and state rules.
  5. Process the shipment through UPS-compatible software such as WorldShip or an approved third-party system.
  6. Use approved bottle-securing inner packaging and a sturdy corrugated outer carton.
  7. Select UPS Delivery Confirmation Adult Signature Required.
  8. Apply the required alcoholic-beverage label along with any state-required label or notice.
  9. Arrange delivery notifications or an approved hold option if the recipient may not be home.

UPS lists the alcohol-label ordering number as 1-800-742-5877, item 01990336, 150 labels per pack. Because carrier ordering procedures can change, confirm the current process with UPS before relying on this operational detail.

UPS delivery options

Approved shippers may use Quantum View Notify to alert the recipient when an adult should be available. UPS also lists Hold for Pickup at eligible UPS Customer Center locations. The recipient must show government-issued photo identification and establish that they are at least 21. If the recipient cannot do so, UPS treats the shipment as undeliverable and returns it to the shipper.

UPS Access Point delivery is available only at locations that accept restricted articles and must be used with the required adult-signature and alcohol labels. Choosing an Access Point does not make a consumer eligible to ship alcohol; it is only a delivery option for an already approved shipment.

Shipping alcohol through FedEx

FedEx states that individuals cannot ship alcohol through FedEx. Businesses must hold the appropriate alcohol licenses, receive FedEx approval, enroll in the alcohol-shipping program, and sign the FedEx Alcohol Shipping Agreement.

FedEx’s current U.S. product distinction

Product FedEx U.S. transaction treatment
Wine Licensee-to-consumer shipments may be available in approved destination states and under applicable law.
Beer Licensee-to-licensee only for domestic U.S. shipments.
Spirits Licensee-to-licensee only for domestic U.S. shipments.

FedEx’s current alcohol policy states that wine may move under licensee-to-consumer agreements, while beer and spirits require licensee-to-licensee treatment. Do not assume that a retailer or distillery can use FedEx to deliver every product directly to a household.

FedEx workflow for an approved business

  1. Have a valid FedEx account number.
  2. Contact the account executive or a FedEx alcohol-shipping specialist.
  3. Sign the FedEx Alcohol Shipping Agreement and complete the approval process.
  4. Confirm whether the shipment is a consumer shipment or a licensee shipment.
  5. Verify the origin and destination state using FedEx’s current alcohol resources and state guide.
  6. Use an up-to-date FedEx Ship Manager electronic solution or approved third-party shipping software.
  7. Select the alcohol indicator and the correct consumer or licensee designation in the shipping system.
  8. For U.S. shipments, use the electronic workflow required by FedEx; the alcohol program does not operate like an ordinary paper-airbill shipment.
  9. Use secure, approved bottle packaging and a strong corrugated outer carton.
  10. Select Adult Signature Required.
  11. Apply the FedEx Alcohol Shipping Label SEL 169 to approved U.S. shipments.
  12. For approved shipments originating in the U.S. and going abroad, use the FedEx International Alcohol Shipping Label SEL 170 and provide the required customs documents.

FedEx says it may refuse a shipment, withhold it from delivery, return it to the shipper at the shipper’s expense, or destroy it when the package does not comply with FedEx requirements or applicable law.

FedEx consumer and licensee designations

For a U.S. shipment, the consumer designation is used for wine sent directly to an individual for personal consumption, whether the delivery address is residential or commercial. The licensee designation is for a recipient with the relevant state or federal alcohol license. FedEx also allows that designation for certain commercial samples sent to non-licensees at commercial addresses, but not to a residential address, including a home-based business address.

The designation is not a substitute for legal eligibility. The seller must still satisfy the destination state’s direct-shipping rules, permits, quantity limits, taxes, and locality restrictions.

State law: the checklist that determines whether a shipment is legal

Federal law and carrier policy are only part of the analysis. The destination state—and sometimes the county, city, or local jurisdiction—may impose additional rules. The TTB directory of state alcohol authorities is a practical starting point for contacting the regulator that controls the destination.

Before a licensed business ships, confirm:

  • Origin state: Is the business licensed to sell and ship the product from its premises?
  • Destination state: Does that state allow the product and transaction type?
  • Product: Is it wine, beer, or distilled spirits? Product-specific rules can differ.
  • Shipper type: Is the seller a winery, brewery, distillery, retailer, wholesaler, fulfillment house, or another entity?
  • Recipient type: Is the recipient an adult consumer, licensed retailer, distributor, manufacturer, or another business?
  • Direct-shipping permit: Does the shipper need a permit in the destination state?
  • Purchase method: Was the product bought on-site, directly from a winery, from a retailer, or online?
  • Quantity: Are there limits per shipment, month, year, or household?
  • Taxes and reporting: Are sales tax, excise tax, reports, or records required?
  • Location restrictions: Is the address in a dry town, dry county, restricted city, or other prohibited locality?
  • Labels and notices: Does the state require a special direct-shipping label or notice?
  • Carrier eligibility: Does the carrier’s current state guide and agreement allow this exact shipment?
  • Business licenses: For a business recipient, are both the shipper and consignee properly licensed?

Do not publish or rely on a permanent nationwide “allowed states” chart. Carrier guides can lag legal changes. The FedEx direct-to-consumer wine guide supplied for this article is labeled ©2025, while UPS’s public pages reference Addendum A material updated October 1, 2021. These are useful operational references, not substitutes for current state law or confirmation from the relevant alcohol-control agency.

Federal licenses: do not confuse TTB rules with carrier approval

A private consumer does not obtain a TTB permit simply to send a gift. For businesses, the applicable federal authorization depends on the activity.

  • Retailers generally have federal registration obligations as alcohol dealers.
  • Wholesalers and importers may need a federal Basic Permit.
  • Wineries, breweries, and distilleries have their own federal premises, production, and operating requirements.
  • States impose separate licenses, permits, taxes, and direct-shipping rules.
  • UPS and FedEx impose their own account, agreement, packaging, labeling, software, and delivery requirements.

Therefore, “you need a TTB license to ship alcohol” is too broad. The accurate rule is that a business must hold all federal, state, and local authorizations applicable to its role and must separately be approved by the carrier. Review the TTB alcohol FAQ, TTB retailer guidance, and TTB permit guidance for the relevant business activity.

How to package alcohol for parcel shipping

“Wrap the bottle in bubble wrap” is not a sufficient commercial packaging plan. The inner packaging should secure each bottle in the center of the carton, prevent bottle-to-bottle and bottle-to-wall contact, limit movement, and contain a leak if a closure or bottle breaks.

UPS lists approved inner-packaging types including:

  • Molded expanded polystyrene foam
  • Folded corrugated trays
  • Molded fiber trays with dividers
  • Thermoformed plastic trays for wine

These systems are designed to keep bottles away from the outer walls. A sturdy corrugated outer carton is also required. See UPS’s package-preparation requirements.

FedEx recommends approved wine-shipping packaging, molded polystyrene, molded pulp, or die-cut corrugated units with strong outer packaging. FedEx’s packaging guidance says bubble packaging should be used only when it is at least two inches thick around the sides, top, and bottom, securely attached to the bottles, and supplemented with void fill where needed. That guidance should not be treated as a universal replacement for an approved bottle shipper. FedEx also recommends submitting recurring commercial packaging to its Packaging Test Lab or packaging-review process.

A decorative gift box should go inside the protective shipping carton, not serve as the only outer package. The shipping label should be placed on the top or another clearly visible surface, and the carton should be strong enough for repeated parcel handling.

Temperature, breakage, and insurance

Legal carrier acceptance does not mean the package will be temperature-controlled. Heat and freezing temperatures can affect wine, beer, closures, labels, and some spirits. Commercial shippers should consider faster service, weather holds, insulated or temperature-controlled options where available, and avoiding extreme-weather transit windows.

Never promise that shipping insurance will cover the bottle. Coverage can depend on carrier liability rules, declared value, packaging approval, leakage, temperature damage, exclusions, and the specific service agreement. UPS directs approved shippers toward protection for breakage and temperature-related issues, but the shipper should review the actual policy before relying on it.

Adult signature and delivery problems

For approved U.S. alcohol shipments, expect an adult-signature requirement:

  • Age: The recipient must generally be at least 21.
  • Identification: The recipient must present acceptable government-issued photo identification.
  • Signature: The recipient must sign for the package.
  • No unattended release: The recipient generally cannot waive the adult signature or authorize the driver to leave the package at the door.

FedEx states that U.S. alcohol deliveries require Adult Signature Required, government-issued photo ID, and a signature. FedEx may refuse delivery if the recipient is under 21, lacks acceptable identification, or appears intoxicated. FedEx’s signature-service information explains the broader signature framework.

UPS also requires Adult Signature Required for its alcohol programs. If nobody is available, the carrier may reattempt delivery or route the shipment to an eligible hold location. At UPS Hold for Pickup, the recipient must show government-issued photo identification and establish that they are at least 21. A shipment can be returned when the recipient refuses to sign, lacks acceptable ID, is underage, or the address is not permitted for that transaction.

For a consumer, the best response to a failed alcohol delivery is to use the seller’s tracking and support process. Do not ask the carrier to remove the signature requirement and do not create a normal return label.

Returns, damage, and leakage

Alcohol returns are not ordinary parcel returns. FedEx says an individual consumer who receives wine generally cannot return it independently. A U.S. return must be initiated by the original approved shipper, use the original compliant packaging and labeling, and use the permitted FedEx return services.

If a shipment breaks or leaks, FedEx may remove broken bottles, repackage and deliver intact bottles, return the shipment, or destroy it. The shipper can establish preferences through its approved return workflow. A recipient should photograph the damage if appropriate, preserve the packaging, and contact the retailer, winery, brewery, or distillery that made the original shipment.

For businesses, design the return process before launching direct-to-consumer alcohol sales. Confirm who owns the return, whether the original packaging must be retained, which carrier service can be used, how failed deliveries are handled, and how refunds or replacements will be documented.

International alcohol shipping is a different process

Sending alcohol from one U.S. state to another is already state-specific. Sending it across a national border adds importer licensing, customs, duties, taxes, brokerage, commercial invoices, destination-country permits, and country-specific prohibitions.

For FedEx, international alcohol shipments may use only expedited services; FedEx International Ground may not be used. For international licensee-to-licensee transactions, both the exporter and importer must be licensed entities. FedEx requires a commercial invoice and other customs documentation, and U.S. outbound shipments use the FedEx International Alcohol Shipping Label SEL 170.

UPS maintains a separate International Alcohol Shipping Guide with country-specific rules. Personal importation may still involve duties, taxes, customs-broker charges, and destination-state restrictions even when a federal personal-import permit is not required. Consult the TTB personal-importation guidance and CBP’s personal alcohol-import information before attempting it.

Do not treat a domestic UPS or FedEx label as an international solution. Confirm the exporter’s and importer’s status, the destination country’s rules, the customs documents, and the carrier’s current service availability first.

UPS versus FedEx: which is better?

To send a legal gift, purchase from a licensed seller that can ship to the recipient’s address. For a licensed business, verify the product-specific carrier agreement, destination-state rules, permits, packaging, labels, adult-signature service, and return process before tendering the shipment.
