The U.S. Department of Transportation (DOT) considered cash payments for airline-caused disruptions in a December 2024 rulemaking notice, but withdrew the rulemaking in 2025. The proposal’s $750–$775 tier would have covered domestic delays of nine hours or more; it never became a payment requirement.
What the proposed $775 payment would have covered
DOT’s December 2024 announcement outlined possible cash compensation tiers for domestic delays. The amounts depended on delay length:

These were ranges DOT was considering, not amounts passengers were guaranteed. The agency also sought input on questions that could affect eligibility, including whether smaller airlines should pay less and whether giving passengers one or two weeks’ advance notice should matter. Those details were unresolved.
Why the proposal is not a current payment rule
The December 2024 document was an advance notice of proposed rulemaking (ANPRM). That step invites public comment on possible regulations; it does not put the proposed benefits into effect. DOT later withdrew the Airline Passenger Rights ANPRM issued December 11, 2024. The agency’s withdrawal notice and aviation rules index document that status. As a result, the proposal is neither an active rule waiting to take effect nor a basis for demanding $775 from an airline. The original announcement’s wording that DOT was “considering” compensation reflects what the agency was exploring at the time, not a current guarantee.
Other protections DOT considered
The same proposal contemplated free rebooking on the next available flight, as well as coverage for meals, overnight lodging, and related transportation. DOT was also considering thresholds and service or reimbursement standards for these protections. Because the rulemaking was withdrawn, these proposals should not be treated as guarantees created by that notice.

What to check if your flight is disrupted
The withdrawn proposal does not settle whether you have a separate right or remedy for a particular disruption. Check the applicable current rule and your airline’s contract or policy rather than relying on the $775 figure. The official withdrawal establishes the status of this rulemaking, but does not determine every passenger right that may arise under other laws, rules, or airline terms.
