The figures commonly described as Pakistan’s 2024 economic outlook come from the Finance Division, Government of Pakistan’s Pakistan Economic Survey 2023-24, issued in June 2024. The survey reports on FY2024, the fiscal year that had just ended; its growth figure is not a calendar-year forecast or a prediction of what would happen next.
The Finance Secretary’s message described a “moderate recovery in FY2024” after the economy contracted in FY2023. He also pointed to fiscal consolidation, monetary tightening, geopolitical tensions, and persistent inflationary pressure as challenges. That is the official framing of the year’s recovery, not a forecast path.
What are the key insights from the Pakistan Economic Survey 2023-24?
The headline indicators show modest real growth, with agriculture substantially outpacing industry and services. The figures below are FY2024 reported estimates from the Finance Division, Government of Pakistan, in 2024.

These measures describe different things. Real GDP growth tracks changes in output after adjusting for price changes; GDP at current market prices is a nominal total. Per-capita income and the investment-to-GDP ratio add context, but neither on its own shows how income or investment is distributed among households.
How did agriculture, industry, and services perform in FY2024?
Agriculture led sector growth
Agriculture expanded 6.25% in FY2024, according to the Finance Division, Government of Pakistan, 2024. The survey called this the sector’s strongest growth in 19 years. Its result stood well above the growth reported for the other two broad sectors.
Industry and services grew more slowly
Industry and services each grew 1.21% in FY2024, according to the same survey. Those figures point to a recovery that was uneven across sectors: the strong agriculture result did not translate into equally rapid growth in industry or services.
What is PSER in Punjab?
PSER is the Punjab government’s Provincial Socio-Economic Registry, a provincial household prosperity survey launched across Punjab. It is not the Pakistan Economic Survey and does not measure national GDP, inflation, or sector growth.

Punjab’s official portal says PSER records household information that includes:
- Identity and contact details, residence, and household circumstances
- Health, education, employment, and income
- Assets and agriculture
- Government assistance and experience of disasters
The portal says asset information helps determine eligibility. The registry’s purpose is therefore connected to social-protection planning and access to provincial government facilities, rather than reporting the country’s overall economic performance.
Does registering with PSER guarantee government assistance?
No guarantee is established by the official portal’s description. It says registry information may help determine eligibility; it does not say that registration alone secures a payment or enrollment in a particular program. A scheme’s own current rules determine whether a household qualifies.
The live PSER site was not accessible during the source review, so current enrollment status, deadlines, documentation requirements, and service availability cannot be confirmed here. Check current Punjab government guidance before relying on a specific application procedure.

How should the 2024 figures be read against later data?
The 2023-24 survey is historical. It should not be treated as a statement of Pakistan’s present inflation rate or overall economic condition. A later official indicator offers a separate, dated point of context: the Pakistan Bureau of Statistics reported national CPI inflation averaging 6.2% for July-April FY2026, compared with 4.7% for the same period a year earlier, as cited in the Finance Division’s Pakistan Economic Survey 2025-26. This is a ten-month period average, not an inflation rate for all of calendar 2026, and it is not directly comparable to FY2024 GDP growth.
The Finance Division lists later survey editions and monthly updates, including a September 2026 Monthly Economic Update and Outlook. Those publications cover periods after FY2024; the specific later CPI comparison above does not by itself establish a full current forecast or a complete account of the economy.

The national survey and PSER differ in geography, unit of analysis, time basis, and function. The former describes aggregate economic performance for a fiscal year; the latter records household-level information in Punjab. Treating PSER as the source of Pakistan-wide 2024 economic estimates conflates two distinct government sources.
