₹69,000 is a proposal, not an approved 8th Pay Commission minimum salary. Bharat Pensioners’ Samaj (BPS) reportedly asked the Commission for minimum basic pay of ₹69,000 using a fitment factor of 3.83, along with a minimum pension of ₹45,000. The reported demands were presented on 7 August 2026; the available official information does not show that the Commission or the Government has accepted them.

What does “₹18,000 to ₹69,000” mean?

The ₹18,000 figure is the 7th Central Pay Commission’s minimum basic pay, while ₹69,000 is BPS’s reported proposal for the 8th Commission. These figures do not represent a confirmed salary increase. The ₹69,000 amount is a demand submitted by a pensioners’ organisation, not an announced pay scale or an assurance that employees’ pay will rise to that level.

Govt Staff reported that a BPS delegation led by President R.K. Chauhan and Secretary General Avinash Rajput presented its demands to the 8th Central Pay Commission at Chanderlok Building, Janpath, New Delhi, on 7 August 2026. The report attributes the proposals to BPS; its details should be read as reported demands, not as a Commission decision. Govt Staff’s report

What are BPS’s proposed pay and pension figures?

Item BPS proposal as reported Status
Minimum basic pay ₹69,000 Proposal; not an approved pay level
Fitment factor 3.83 Proposal associated with the requested minimum basic pay
Minimum pension ₹45,000 Proposal; not an approved pension amount

A fitment factor is a multiplier used in pay-revision calculations. BPS’s reported request pairs a 3.83 factor with its ₹69,000 minimum-pay figure; that does not establish that the Commission will use this factor or that it will apply uniformly to every employee.

What other pension changes did BPS reportedly seek?

The report also lists proposals affecting pension calculation, revision, healthcare and allowances. They are requests by BPS, not benefits confirmed by the Government.

  • Pension and family pension: Pension at 67% of last pay drawn and family pension at 50%.
  • Parity and revision: Equitable revision for retirees before and after 1 January 2026, five-yearly pay and pension revisions, and quarterly recalculation of DA/DR.
  • Dearness relief: Consider merging DR with basic pension once DR exceeds 25%.
  • Allowances and coverage: HRA and LTC for pensioners, with benefits extended to eligible pensioners of autonomous and statutory bodies.
  • Healthcare: Expanded CGHS and cashless care, including a proposed Fixed Medical Allowance of ₹5,000.
  • Commutation and age-related pension: Restore commuted pension after 11 years or at age 71 for people retiring at 60, and start additional pension at age 65.
  • Requested start date: Implement the changes from 1 January 2026.

Has the 8th Pay Commission approved the proposal?

No approval of these BPS figures is established by the available official information. The Union Cabinet approved the Commission’s Terms of Reference on 28 October 2025. Those terms guide the Commission’s work; they do not approve a particular fitment factor, minimum pay or pension. The Commission is to make recommendations within 18 months of its constitution and may issue interim reports. Its considerations include economic conditions and fiscal prudence, development and welfare spending, unfunded non-contributory pension costs, state-government finances, and compensation and working conditions in the public and private sectors. A recommendation is also distinct from a final government decision.

What is the timeline, and is 1 January 2026 confirmed?

The PIB release says pay commissions are usually implemented at roughly ten-year intervals and therefore states that the effect of the 8th Commission’s recommendations would “normally be expected” from 1 January 2026. That is the Government’s expectation based on the usual pattern, not confirmation that BPS’s requested date or figures have been accepted.

The Commission invited stakeholder memoranda from 5 March through 15 June 2026; its official page says that submission window is closed. It also says paper memoranda, hard copies, PDFs and emails are not being accepted through that process. 8th Central Pay Commission: official memorandum page

As of the information reported here, the Commission’s recommendation process and government consideration remain separate from BPS’s requested terms. The 18-month period runs from the Commission’s constitution; the cited official material does not establish a final recommendation accepting the ₹69,000 minimum pay or ₹45,000 minimum pension.
