8th Pay Commission: Calculate Basic Pay at 3.25 and 3.833 Fitment Factors

At ₹18,000 basic pay, 3.25 gives ₹58,500 and 3.833 gives ₹68,994. Learn what the calculations mean and what remains unconfirmed for the 8th CPC.

At a starting basic pay of ₹18,000, multiplying by 3.25 gives ₹58,500; multiplying by 3.833 gives ₹68,994. These are scenario calculations, not approved 8th Central Pay Commission (CPC) pay. The Staff Side of the National Council-JCM proposed the 3.833 factor in a memorandum; the official sources reviewed do not verify 3.25 as an official proposal or either factor as an adopted decision.

What do the two fitment-factor calculations give?

Use this formula for a simple scenario: starting basic pay × fitment factor = illustrative basic-pay figure. With ₹18,000—the starting basic-pay figure in the 7th CPC pay structure—the arithmetic is:

Scenario factor Calculation using ₹18,000 Illustrative result Status
3.25 ₹18,000 × 3.25 ₹58,500 Hypothetical scenario; the official sources reviewed do not establish it as a formal proposal or decision.
3.833 ₹18,000 × 3.833 ₹68,994 The Staff Side of the National Council-JCM proposed this factor in its memorandum; it is not an 8th CPC recommendation or government order.

The 3.833 calculation produces ₹494 more than the 3.25 calculation on this same ₹18,000 baseline. That is only a difference between two illustrative basic-pay outputs—not a confirmed salary increase. Your result changes with the basic-pay amount used as the starting point, and eventual pay fixation may depend on rules and pay-matrix placement that have not been established for the 8th CPC.

Calculate using a different starting basic pay

Replace ₹18,000 with the basic pay you want to use. For example, if the starting basic pay is B, the scenario outputs are B × 3.25 and B × 3.833. These calculations do not determine gross salary or take-home pay; allowances and deductions would also matter.

What is known about each factor?

3.25: not verified as an official proposal

The official 8th CPC homepage and the Government’s Terms of Reference announcement reviewed here do not announce a 3.25 fitment factor. The available official sources therefore do not establish who, if anyone, formally proposed it. Treat 3.25 as a hypothetical factor for calculation, not as an official estimate or confirmed demand.

3.833: a stakeholder proposal, not an approved rate

In a memorandum dated 14 April 2026, the Staff Side of the National Council-JCM proposed a minimum pay of ₹69,000 for a five-unit family and a 3.833 fitment formula for existing employees and pensioners (8th CPC official site). This is the Staff Side’s proposal, not a recommendation issued by the Commission or a government-approved pay rate. The ₹68,994 figure above is the direct product of applying 3.833 to ₹18,000; it is not the memorandum’s proposed ₹69,000 minimum pay.

Why a fitment factor is not the same as a pay rise

A factor multiplied by basic pay gives a starting arithmetic figure. It does not, by itself, tell you the percentage increase in your basic pay, gross salary, or take-home pay. That comparison needs a relevant current-pay baseline and the eventual rules for placing the result in a pay structure, as well as allowances and deductions.

The 7th CPC provides historical context, but not a rule for the 8th CPC. In its 2015 report, the 7th CPC proposed a 2.57 multiplier and explained that it included 2.25 for dearness-allowance neutralisation under an assumption that DA would be 125% at implementation. It gave the actual raise/fitment as 14.29%. The report’s assumptions and method should not be carried over to 8th CPC scenarios.

How the 7th CPC used the result

The 7th CPC report described multiplying an employee’s basic pay on the implementation date by 2.57, rounding to the nearest rupee, and locating the result in the corresponding pay-matrix level. If the exact figure was unavailable, fixation used the next higher figure in that level; if the result fell below the level minimum, the starting pay applied. This is the 7th CPC’s historical method, not confirmation of how the 8th CPC will fix pay.

What is the 8th CPC’s status and timing?

The 8th CPC has been constituted. Its official homepage lists chairperson Justice Ranjana Prakash Desai, part-time member Prof. Pulak Ghosh, and member-secretary Pankaj Jain, and includes consultation and visit notices (Commission homepage).

The Commission’s memorandum page says representations were invited from eligible employees, services, pensioners, unions, departments, and other listed stakeholders from 5 March through 15 June 2026; that response window is closed (memorandum page). Separately, the Government’s Terms of Reference announcement says the temporary Commission is to make recommendations within 18 months of its constitution. It says that, following the usual ten-year cycle, recommendations would normally be expected to take effect from 1 January 2026. That was an expectation, not confirmation that revised pay was approved, implemented, or paid from that date (Government announcement).

How to use these figures for your own estimate

  1. Choose the starting basic pay. The ₹18,000 example uses the 7th CPC starting basic-pay figure; use a different amount only if that is the baseline you intend to model.
  2. Multiply by the scenario factor. For 3.25, multiply by 3.25. For the Staff Side of the National Council-JCM’s proposed 3.833 factor, multiply by 3.833.
  3. Label the result as illustrative. Neither calculation establishes revised pay, gross salary, or take-home pay under the 8th CPC.
  4. Wait for formal rules before treating it as pay fixation. The reviewed sources do not establish an adopted factor, finalized 8th CPC pay matrix, or new implementation and payment schedule.
