How to use this 2025 shortlist
“Best” depends on what matters to you: a manageable housing budget, nearby medical care, access to family, recreation, or a quieter setting. SmartAsset’s Tennessee retirement list considered tax burden, cost of living, healthcare accessibility, the share of residents who are seniors and recreation. Empower’s 2024 list used Zillow, Census Bureau and AreaVibes data and considered older residents, home prices, cost of living, healthcare cost, crime and amenities. Those are useful comparison frameworks, but the publishers selected different places and did not establish one common, independently verified ranking of small towns.
The seven places below are an editorial shortlist, not a claim that every town meets the same affordability, safety or healthcare standard. SmartAsset includes Winchester, Loudon, Crossville, Fayetteville, Sparta, Sweetwater and Kingston among its Tennessee picks. Its descriptions mention senior-population and medical-facility measures for Winchester and Loudon, active-adult communities around Crossville, and recreation around Pigeon Forge and Sparta. These are the publisher’s reported findings; check the underlying definitions and dates before relying on exact comparisons.

Winchester
SmartAsset highlights Winchester in its Tennessee retirement list and discusses senior share and medical facilities. That makes it a candidate to investigate if you want a smaller community and are weighing access to care. The available evidence does not establish current clinician availability, specialty-care travel times, housing affordability or emergency response for an individual household. Confirm the specific services you expect to use and the full cost of living before making a decision.

Loudon
Loudon also appears in SmartAsset’s list, with the publisher discussing senior share and medical facilities. Use those measures as prompts for local checks rather than a guarantee of convenient care: a facility nearby does not tell you which specialists accept patients, what services are available, or how far you may need to travel for advanced treatment.
Crossville
Both SmartAsset and Empower include Crossville in their Tennessee retirement coverage. SmartAsset notes active-adult communities in the area. That may suit someone seeking age-focused housing or activities, but a community’s existence does not establish whether its costs, rules or lifestyle fit your needs. Compare housing options, recurring fees and access to ordinary services as well as recreation.
Fayetteville
Fayetteville is one of SmartAsset’s selected towns. The material reviewed does not establish comparable current figures for its housing, safety, healthcare access or age profile. If it interests you, build the comparison from current local listings and official data, then check whether routine errands and medical appointments are practical from the specific neighborhood you would choose.
Sparta
Sparta appears on SmartAsset’s list, which points to recreation in its description. Outdoor amenities can be a meaningful advantage if they match your interests, but they do not answer questions about healthcare, transportation, grocery access or the distance to family. Assess those practical needs alongside the appeal of a recreational setting.

Sweetwater
SmartAsset includes Sweetwater among its Tennessee options. A separate municipal example illustrates why town-level cost claims need careful scrutiny: the Town of White Pine said in a page published in 2020 that housing, food, utilities, transportation and healthcare costs there were 10% below the national average, and mentioned nearby Jefferson Memorial Hospital and local care facilities. That is a White Pine promotional claim, not evidence about Sweetwater or a current, independently verified cost comparison. Do not apply it to another town.
Kingston
Kingston is also on SmartAsset’s list. The reviewed material does not provide a verified, current set of comparable figures for Kingston’s housing, safety, healthcare or amenities. Check the services available in the particular area you are considering, including how you would get to appointments and whether the local housing market fits your budget.

What the available numbers do—and do not—tell you
Town-level, dated figures are more useful than applying a statewide average to every prospective destination. For example, the U.S. Census Bureau’s QuickFacts page gives Arlington a 2025 population estimate of 15,703 and a median owner-occupied housing value of $424,400 for 2020–2024. These are examples of dated local data, not evidence that Arlington belongs on this shortlist or is affordable. They also show why every figure should be read with its location and measurement period attached.
The sources do not supply a consistent, current set of housing, ongoing-cost, safety, healthcare and age-profile measures for all seven towns. Empower’s comparisons were published in 2024 and should be treated as historical where they rely on that publication’s figures. The available material also does not establish comparable official safety statistics across the shortlist. Avoid treating a ranking, an older cost claim or the presence of a hospital as a substitute for checking the details that matter to your household.

A practical way to compare your finalists
- Set your total housing budget. Compare recent local listings and likely recurring expenses, not just a statewide or publisher-reported median. Include property-related costs, utilities, transportation and any community fees that apply to a specific home.
- Map healthcare around your actual needs. Identify nearby hospitals, primary-care practices and specialists; ask whether they are accepting patients and whether your insurance is accepted. Check travel time for routine care and emergency services from the neighborhoods you are considering.
- Check official safety data on a consistent basis. Use comparable, clearly dated sources and definitions for each place. A third-party ranking’s crime score may use a different method or period than another source.
- Test daily life, not just the retirement pitch. Locate groceries, pharmacies, transportation options and recreation. Consider climate, tourism activity, the drive to a larger service center and proximity to family or other support.
- Make the age profile a fit question, not a quality score. A larger share of older residents may mean more age-focused activities, but it does not by itself establish better services or a stronger community fit.
Visit before you buy
Kiplinger advises renting in a prospective retirement destination before buying and notes that retirees commonly weigh hospital access, proximity to family and total cost. Treat that as practical guidance rather than a rule for everyone. If feasible, spend time in your finalists during ordinary routines—not only a weekend visit—and see how errands, appointments and travel work from the neighborhoods you would actually consider. Before committing, verify current service availability and calculate costs for a specific home and your own circumstances.
