For broad acceptance and controls, compare the WEX Fleet Card; for regular Shell stops, look at Shell Card Business; and for Exxon or Mobil routes, consider Exxon Mobil BusinessPro. The available issuer information does not support a reliable ranking of six independently tested winners, so this guide compares those options and explains how to assess additional branded cards against your routes and costs.
How to choose a business fuel card
Start with the stations drivers can conveniently use on their actual routes. A card’s acceptance network and its rebate network may not be the same: broad acceptance does not mean every station earns the advertised discount. Compare eligible locations and local pump prices before treating a cents-per-gallon offer as savings.
Then compare the full cost and operating fit, not only the maximum rebate. Check the current fee schedule and application terms for:
- Monthly, annual, setup, per-card, transaction, and out-of-network fees.
- Billing cadence, payment method, cash-flow terms, and whether credit approval is required.
- Driver or vehicle identification, purchase limits, alerts, account access, reporting, and accounting exports.
- Any service-center or maintenance discounts the business would actually use.
Estimate net value using the locations and fuel volume the business expects to use: eligible gallons multiplied by the applicable rebate, minus fees and any price difference versus a convenient alternative. Issuer pages advertise potential terms; they do not establish what a particular business will save.

Business fuel cards to compare
These options are a use-case shortlist, not a verified top-six ranking. The available issuer information does not provide a full, apples-to-apples comparison of six cards or independent evidence of typical net savings. Confirm current terms directly with each issuer before applying.
| Card | What the issuer states | Could suit | What to verify |
|---|---|---|---|
| WEX Fleet Card | WEX advertises up to 15¢ per gallon through its nationwide savings network, plus up to 3¢ elsewhere, and says it is accepted at approximately 95% of U.S. fuel stations. It lists fuel expense tracking, purchase controls, alerts, reporting, and fraud protection. WEX Fleet Card details | Businesses prioritizing broad station acceptance and account controls. | Which route stops qualify for the higher savings-network rate, and what fees and payment terms apply. |
| Shell Card Business | WEX advertises up to 6¢ per gallon at more than 12,000 Shell locations and says there are no setup, monthly, or annual fees. The page also lists spending controls and accounting features. Shell Card Business details | Businesses whose drivers regularly fuel at participating Shell stations. | Whether nearby Shell locations participate, and whether other card, transaction, or usage charges apply under current terms. |
| Exxon Mobil BusinessPro | ExxonMobil says commercial pricing is based on fuel volume and advertises rebates up to 6¢ per gallon at Exxon and Mobil stations. It says the card is issued by WEX Bank and is subject to credit approval. ExxonMobil fleet card details | Businesses with convenient Exxon or Mobil stops and fuel volume suited to the issuer’s pricing. | Volume pricing, current rebate conditions, fees, payment terms, and credit eligibility. |
| 7-Eleven/Speedway-associated cards | WEX’s small-business catalog lists cards associated with these operators, with differing savings and fee descriptions. WEX small-business card catalog | Businesses whose routes include relevant participating locations. | Current eligible locations, rebate schedule, and complete fee terms for the specific card. |
| QuikTrip-associated cards | WEX’s small-business catalog lists cards associated with QuikTrip, with differing savings and fee descriptions. WEX small-business card catalog | Businesses that can routinely use participating QuikTrip locations. | Whether the card’s network and terms fit the routes and purchasing pattern. |
| RaceTrac, Royal Farms, Sheetz, and other regional or branded cards | WEX’s catalog includes these and other operator-associated cards, with different savings and fee descriptions. WEX small-business card catalog | Businesses with consistent access to a particular brand or regional network. | Exact card terms, participating locations, fees, and whether restricted fueling is practical for drivers. |
The card names and advertised terms above come from issuers, not an independent test. For context, ExxonMobil’s fleet-card comparison page also claims approximately 95% U.S. station acceptance as of February 2026; that is an issuer statement and should be checked against the business’s local stops. Are fuel-card discounts worth it?
They can be useful when the business regularly buys fuel at eligible stations, the realized rebate exceeds fees and any pump-price premium, and the controls or reporting save meaningful administrative work. A high “up to” rate is not a guaranteed rate on every gallon: issuer terms may depend on location, volume, and program conditions.
Compare offers using a realistic route-and-volume estimate rather than the headline maximum. Include fees and the prices drivers would otherwise pay. If a branded card would force longer detours or higher-priced stops, a lower rebate—or a broadly accepted card with fewer restrictions—may be more economical.

How to compare offers before applying
- Map routine fuel stops. List stations drivers can use on normal routes and identify which are in the card’s acceptance network and which qualify for advertised rebates.
- Estimate eligible gallons. Use the business’s expected fuel volume at those locations, not total fuel purchases, to model rebate value.
- Request complete terms. Check the current rebate schedule, participating locations, fees, payment cadence, credit requirements, and any volume tiers in issuer disclosures.
- Compare operating features. Confirm that controls, driver tracking, alerts, reporting, and accounting tools match how the business manages purchases.
- Choose based on net fit. Weigh likely savings and administrative value against restrictions, costs, and any changes drivers would need to make.
What the available comparisons can—and cannot—establish
Issuer product pages provide a starting point for comparing stated features and offers, but they do not independently verify customer experience, realized savings, service quality, or approval rates. No independent comparable study cited here establishes one universal winner or average net savings across businesses. The right choice therefore depends on route coverage, eligible volume, fees, payment needs, and the value of the card’s controls.
