To promote ethical behavior at work, make expectations clear, have leaders model them, train people to apply them, make reporting safe and useful, and hold everyone consistently accountable. These are ongoing management practices—not a one-time policy or a guarantee against misconduct.
How do you promote ethical behavior in the workplace?
Ethical behavior is more likely when employees can understand the standards, see leaders follow them, and trust that concerns will be handled fairly. The five actions below give managers, employers, HR teams, and employees practical ways to put that into practice.
1. Have leaders model the behavior they expect
Employees notice whether leaders follow the same standards they communicate. Managers should demonstrate honesty, respect, and accountability in day-to-day decisions, explain that the rules apply at every level, and respond constructively when someone raises a concern.
Organizations can make this expectation concrete by assessing whether employees trust leadership, fear retaliation, and see leaders supporting an ethical environment. Leadership’s conduct and support for ethical standards can also be reflected in performance reviews. 2. Set clear standards and reporting rules
Write policies in plain language and use realistic examples to show how standards apply to everyday work. Explain what employees should do when they see possible misconduct, where they can report it, what happens next, and what confidentiality can and cannot be promised.
Offer more than one accessible way to raise a concern, since a single route may not work for every employee or situation. The U.S. Equal Employment Opportunity Commission (EEOC) recommends plain-language anti-retaliation policies, practical examples, and multiple complaint avenues. Its recommendations are guidance, not a universal legal checklist; legal obligations depend on jurisdiction and circumstances. 3. Train employees with relevant examples
Training should help employees recognize how policies apply to the work they actually do—not simply ask them to acknowledge a document. Use workplace-specific scenarios, explain available reporting channels and investigation procedures, invite participation, and make the material relevant to employees at every level, including managers and executives.
Reinforce the lessons over time and evaluate whether the training is understood and useful. The EEOC’s employer checklist for preventing harassment describes training content and delivery practices. Its retaliation guidance also treats policy and training measures as promising practices, while noting that no single approach fits every workplace and that adopting the practices does not insulate an employer from liability: EEOC retaliation guidance.

4. Make it safe and worthwhile to speak up
Employees need to know how to report a concern and believe the organization will take it seriously. Remind people of the available channels, respond promptly, explain what follow-up they can expect, and take steps to prevent retaliation. Managers should know their responsibility when an employee approaches them, even if the employee does not use formal language or a designated reporting channel.
To assess whether the process works, review whether employees know about and use reporting channels, how leaders respond, whether reporters receive appropriate feedback, and whether retaliation is occurring. ECI’s 2023 survey article and program measurement framework identify these as useful areas to examine. The EEOC’s employer best practices and small-business retaliation guidance address complaint response, manager responsibility, and protection from retaliation.

How can an employer prevent retaliation after a report?
Make the anti-retaliation rule explicit, train managers on prohibited conduct, and monitor for possible retaliation after a report. Follow up with the reporting employee as appropriate, while respecting confidentiality and explaining its limits. In its Enforcement Guidance on Retaliation and Related Issues, the EEOC states: “Employers should maintain a written, plain-language anti-retaliation policy, and provide practical guidance on the employer’s expectations with user-friendly examples of what to do and not to do.” This is agency guidance; applicable legal requirements vary by jurisdiction and circumstances.
Retaliation is a material risk, not a theoretical one. ECI reported that 79% of U.S. employees who reported wrongdoing experienced retaliation in 2020. That figure is a survey result for that year and population—not a current or universal rate. See ECI’s 2021 State of Ethics & Compliance report.

5. Apply accountability consistently and reward compliance
Apply consequences fairly when people violate standards, regardless of seniority or performance, and recognize employees and managers who demonstrate ethical conduct or help strengthen compliance. Performance systems can make ethical responsibilities visible by assessing conduct and support for compliance alongside other job expectations.
The U.S. Department of Justice’s Justice Manual, updated in January 2026, says prosecutors should consider whether an organization rewards compliance-promoting conduct, including through compliance metrics and performance reviews. This is a consideration in prosecutorial evaluation of organizations, not a guarantee of a particular legal outcome.
How to check whether your approach is working
Review the process from the employee’s point of view as well as the organization’s. Check whether standards and reporting options are understood, whether people trust the response, and whether follow-up and accountability are consistent. Look for patterns in reports and outcomes, and use what you learn to improve policy, training, and management practices. The EEOC’s recommendations are promising practices rather than a one-size-fits-all formula, and no set of practices by itself guarantees legal protection.
