5 Steps to Successful Direct-to-Consumer Meat Sales

Choose the right sales model, confirm inspection and processing rules, then plan product, cold storage, fulfillment, and costs before taking orders.

To sell meat directly to consumers, first choose whether customers are buying a live animal for custom processing or inspected packaged meat. Then confirm the legal inspection and processing route for your species and sales channel, secure processor capacity, plan storage and delivery, and test a focused offer against your actual costs. The rules vary by state, locality, product, and whether sales stay in state or cross state lines, so do not take orders until you have confirmed the route that applies to your farm.

1. Choose what you are selling and how customers will buy it

There are two different business arrangements to consider: marketing a live animal for customer-arranged custom processing, or selling packaged meat products that you own and market. They differ in who owns the animal and meat, how customers purchase, what processing arrangements are available, and how much packaging and fulfillment work falls to you. University of Nebraska–Lincoln Extension describes both approaches and their implications for direct marketing in its 2024 guide to beef, custom, inspected, and meat processing.

What does the customer buy? A live animal or a share, with processing arranged for the customer. The ownership and custom-processing arrangement must be confirmed under applicable law. Packaged cuts or other meat products offered by the seller.
Who owns the meat? The arrangement depends on the ownership terms and applicable custom-processing rules; confirm when ownership transfers. The producer retains ownership while the meat is processed and sold as a product.
What can the producer offer? The animal and customer-selected processing, within the permitted arrangement. Branded cuts, bundles, and potentially value-added products, subject to applicable processing and labeling rules.
What must be planned operationally? Customer coordination, processor availability, and a clear understanding of the customer’s processing choices. Product mix, package format, labeling, inventory, cold storage, payment, and delivery.
What legal pathway applies? Custom-processing exemptions and customer ownership are legal questions; the arrangement is not automatically permission to sell retail meat. Commercial inspection and sales requirements apply; confirm the inspection route for the product and channel before selling.

Neither model is universally better. A live-animal arrangement can involve less retail-style product handling, but it depends on the legal details of ownership and custom processing. Packaged meat gives you more control over product presentation, but requires a workable inspected-processing, packaging, and sales plan.

2. Confirm the inspection and processing pathway before taking orders

USDA’s Food Safety and Inspection Service (FSIS) says meat sold commercially must be inspected and passed. Its guidance states that livestock meat products for human consumption must be slaughtered and processed under federal inspection; interstate sales will probably need federal inspection. The exact pathway depends on the species, product, state, and sales channel, so confirm it rather than relying on a single federal checklist. Ask the relevant state inspection agency or regulator which route applies to your product and destination. Depending on the state and circumstances, a state inspection program or the Cooperative Interstate Shipment (CIS) program may be relevant. In a July 28, 2026 announcement, USDA Rural Development said Georgia had finalized a CIS agreement: participating state-inspected processors that meet federal requirements can ship interstate under the USDA mark. That does not mean every state-inspected plant qualifies or that the route is available everywhere; check current state participation and the individual processor’s eligibility before relying on CIS. If federal inspection is the required route, FSIS’s commercial-sales guidance directs applicants to its Federal Grant of Inspection Guide, which covers application steps, hazard analysis and critical control points (HACCP), and sanitation standard operating procedures. Do not treat the existence of a custom-processing arrangement or a state program as automatic permission to sell a product across state lines.

3. Secure a processor and settle the product and package details

Processor availability can determine whether your offer is feasible. Identify a plant that handles your species and the inspection pathway you need before you commit to a sales schedule. Discuss the following with the processor:

  • Available slaughter and processing dates, lead times, and throughput.
  • Cut-sheet choices, product formats, package sizes, and whether your proposed bundles are practical.
  • Who owns the animal and meat during each stage, and how product is identified and released.
  • Packaging and label responsibilities, storage arrangements, and when finished product must be collected.

Keep label claims accurate and ask the processor or regulator to review requirements for your particular product and sales channel. Inspection and labeling are consumer-protection requirements; a generic label should not be assumed compliant across products or jurisdictions. 4. Design storage and fulfillment around safe delivery

Choose a sales channel that fits your processor’s schedule and your ability to keep product cold: farm pickup, farm-gate sales, farmers markets, local delivery, or shipping. Each choice changes how you collect payment, hold inventory, get orders to customers, and handle delivery costs. Cornell Cooperative Extension’s 2020 direct-marketing guide identifies payment methods, shipping materials and containers, labels, shipping costs, and getting product to the shipping point as practical planning needs. University of Nebraska–Lincoln Extension also notes that meat-product sellers may need cold storage such as freezers.

For mailed perishable orders, use packaging suited to the route and season, and validate that it keeps the product cold in your actual shipping conditions. FSIS recommends foam or heavy corrugated cardboard, rapid delivery, and clear “Keep Refrigerated” labeling for perishables in its mail-order food-safety guidance. For consumer safety, FSIS says food should arrive frozen or partially frozen with ice crystals, or refrigerator-cold below 40°F as measured by a food thermometer. If a perishable delivery arrives above 40°F, FSIS says not to consume it and to contact the company.

Those arrival conditions are a fulfillment-planning benchmark, not proof that a particular box or carrier route will work. Account for packaging materials, cold packs, shipping charges, pickup from the processor, freezer capacity, and how quickly you can fulfill orders when choosing what to sell and where.

5. Start with a focused offer and track the real economics

Begin with a manageable selection of cuts, bundles, or order windows that matches processor capacity and the space you have to store product. Explain the farm, production practices, cut descriptions, package sizes, pickup or delivery schedule, and payment terms clearly and accurately. Keep the first offer narrow enough that you can learn what customers order without committing to more inventory or fulfillment work than you can handle.

Track costs by product or order before expanding. Include processing, packaging, cold storage, payment fees, delivery or shipping, and any product that remains unsold. Compare actual receipts with those costs and with the time required to coordinate customers, processor dates, and deliveries. There is no established universal margin or success rate for direct-to-consumer meat sales; use your own order and cost records rather than assuming a standard return.

What to verify for your state and sales channel

The federal guidance above is a baseline, not a state-by-state compliance guide. Before offering meat for sale, ask the appropriate state and local authorities about the rules that apply to your specific species, product, and location. Depending on your circumstances, questions may include custom-processing or retail exemptions, farmers-market or farm-stand permits, local health department requirements, labeling, sales tax, and shipping restrictions. Confirm interstate eligibility separately if you plan to ship or deliver across a state line.
