22.05 Crore Applications for Central Government Jobs, 7.22 Lakh Recommendations: What the Data Shows

A Lok Sabha answer records 22.05 crore applications and 7.22 lakh candidates recommended for Central Government jobs over fiscal years 2014-15 to 2021-22—and explains why those totals are not a count of unique applicants or confirmed hires.

Between fiscal years 2014-15 and 2021-22, recruiting agencies received 22,05,99,238 applications for different Central Government jobs and recommended 7,22,311 candidates for appointment, according to a Lok Sabha answer dated 27 July 2022. The figures count applications and recommendations—not necessarily unique applicants and confirmed hires—and do not cover every government job in India.

What the figures actually count

The figures come from Lok Sabha Unstarred Question No. 1803, answered by Minister of State Dr Jitendra Singh on 27 July 2022. The answer covers eight fiscal years, from 2014-15 through 2021-22, and reports applications received and candidates recommended by recruiting agencies for appointment in Central Government departments.   • 22,05,99,238 is the total number of applications received. It is not a count of 22.05 crore distinct people; the answer does not say how many unique applicants there were, and one person may have applied more than once.
  • 7,22,311 is the number of candidates recommended for appointment. A recommendation is not, by itself, confirmation that each candidate completed an appointment.
  • The figures concern the Central Government recruitment covered by the answer. They are not a count of every central, state or public-sector job in India.

The Press Information Bureau’s headline described the figure as people who “got permanent jobs,” but the underlying series reproduced in its release—and the parliamentary table—uses recommendations. The more precise description is therefore “recommended for appointment.” See the PIB release.

Annual applications and recommendations

The official answer reports the following figures by fiscal year. Applications and recommendations are separate counts, not a record tracking each application through to an appointment.

How to interpret the gap

Dividing 7,22,311 recommendations by 22,05,99,238 applications gives about 0.33%. That is an applications-to-recommendations ratio across the reported period—not an individual applicant’s chance of getting a job. Applications may include repeat submissions, and the answer does not follow a defined group of applicants from application to outcome.

The annual high points also occur in different years: applications were highest in 2018-19, at 5,09,36,479, while recommendations were highest in 2019-20, at 1,47,096. The lowest recommendation count in the table was 38,100 in 2018-19. These contrasts describe the reported counts; the table does not explain why they differ.

What the record cannot tell you

The series is a historical snapshot ending in fiscal year 2021-22, not a running total through 2026. It does not establish how many distinct people applied, how many recommendations resulted in completed appointments, or why the yearly counts changed. Nor can it be used on its own to measure India’s unemployment rate: it covers applications and recommendations for a specified set of Central Government recruitment, not the full labour market.

In the answer, Singh stated: “Employment generation coupled with improving employability is the priority of the Government.” That is the government’s policy statement; the answer does not offer it as an explanation for the difference between applications and recommendations.
