2026–2027 RFS: Revised RVOs, Biomass-Based Diesel and Feedstock Use

EPA’s final 2026–2027 Renewable Fuel Standard (RFS) sets biomass-based diesel (BBD) requirements of 8.86 billion RINs for 2026 and 8.95 billion for 2027. After reallocating some small-refinery-exemption (SRE) volumes, the total applicable BBD volumes are 9.07 billion and 9.20 billion RINs. Those compliance requirements are not physical gallons: EPA separately models BBD supply of 6.074 billion gallons in 2026 and 6.445 billion in 2027. Its projections use a mix of soybean oil, fats, oils and greases, corn oil, and canola oil, with domestic processing capacity—not aggregate feedstock availability—the most likely constraint on U.S. production.

What changed in the final 2026–2027 RVOs?

EPA announced its final “Set 2” rule on March 27, 2026; it was published in the Federal Register on April 1. The rule sets annual renewable volume obligations (RVOs) for several RFS categories. EPA reports the figures below in billions of RINs, not physical gallons. The base requirement is the standard before SRE reallocation; the total applicable volume includes that reallocation. EPA’s final standards page lists both.

All table values are billion RINs. The BBD base requirement rises by 0.09 billion RINs from 2026 to 2027; with the larger SRE reallocation, the total applicable volume rises by 0.13 billion. SRE reallocation is shown separately because it changes the total compliance volume without changing the base standard.

The rule also partially waives the 2025 cellulosic biofuel requirement because of a production shortfall and removes renewable electricity as an RFS-qualifying fuel. Those are separate provisions, not adjustments to the BBD physical-supply projections.

Why RIN requirements are not gallon forecasts

A RIN is an ethanol-equivalent compliance unit: EPA explains that one RIN represents one ethanol-equivalent gallon of renewable fuel. A physical gallon of biomass-based diesel can generate more than one RIN, depending on its fuel pathway. As a result, the 9.07 billion and 9.20 billion total applicable BBD RIN volumes cannot be read as forecasts of 9.07 billion and 9.20 billion physical gallons.

EPA’s Regulatory Impact Analysis (RIA) separately estimates physical fuel supply under its analyzed case. That modeled supply figure is useful for understanding the scale and composition of expected production, but it is neither actual output nor a direct conversion of the base RVO into gallons. EPA’s March 2026 RIA provides the supply estimates.

How much biodiesel and renewable diesel does EPA project?

EPA’s analyzed case projects a modest increase in biodiesel and a larger increase in renewable diesel. Figures are billions of physical gallons:

The total and component figures may not add exactly because of rounding. Nearly all renewable jet fuel in EPA’s assessment is made at facilities that also produce renewable diesel using the same feedstocks. EPA did not project renewable jet fuel separately, so its renewable-diesel projection includes fuel sold as renewable jet fuel; it should not be interpreted as all road diesel.

Which feedstocks are in EPA’s projected mix?

EPA’s RIA breaks out feedstock-based projection components for biodiesel and renewable diesel. The figures below are billions of gallons in each fuel’s feedstock projection; they are modeled components, not measured purchases. The RIA’s feedstock tables show the following mix:

The projected biodiesel inputs are unchanged between the two years. Renewable-diesel projections rise for soybean oil, FOG and canola oil, while corn oil is flat. These figures describe EPA’s analyzed mix, not a guarantee that producers will purchase those precise amounts. FOG includes waste fats and oils such as used cooking oil; EPA’s response to comments also discusses imported used cooking oil and Canadian canola as part of the expected supply picture.

How much feedstock may be domestic or imported?

EPA’s final response to comments estimates that about 70–75% of feedstocks used for BBD production in 2026 and 2027 will be domestic, with 25–30% foreign-sourced. That is a feedstock-origin estimate, not an estimate of imported finished fuel. EPA’s modeled case projects no net BBD imports in either year while allowing U.S. producers to use imported feedstocks.

The distinction matters for interpreting trade exposure: domestic plants can process imported inputs, so a foreign share of feedstock does not mean the same share of biodiesel or renewable diesel will arrive as finished fuel. EPA also acknowledges that soybean oil now used for non-biofuel purposes could be diverted into biofuel production. These are projections of sourcing and potential market shifts, not verified procurement totals. EPA’s March 2026 response to comments discusses the feedstock-origin estimates and trade assumptions.

What is most likely to limit U.S. production?

EPA identifies domestic processing capacity—not aggregate feedstock availability—as the likeliest constraint on domestic biodiesel and renewable-diesel output in 2026 and 2027. In the April 1, 2026 final rule, the agency states: “Our assessment of available feedstocks indicates that domestic production capacity, rather than the availability of feedstock, is the factor most likely to constrain domestic biodiesel and renewable diesel production in 2026 and 2027, based on new data and analysis subsequent to the Set 2 proposal.” The Federal Register rule sets out that assessment.

This does not mean domestic feedstocks alone are sufficient for the finalized volumes. EPA’s response to comments says domestic-only feedstock supply is insufficient, while concluding that aggregate feedstock availability is not expected to limit U.S. BBD supply. The two points address different constraints: global feedstock availability versus the ability of U.S. plants to process available material.

The realized feedstock mix and output can depart from EPA’s analyzed case. Producers’ procurement choices respond to feedstock costs, operating capacity, international trade, incentives including the 45Z credit, and demand in other markets. The economics of imported waste oils compared with virgin seed oils can also shift what plants use. EPA says its projections reflect the latest available data and commenter input, but they remain projections rather than observed purchases or production.

What does the 2026 market outlook add?

The U.S. Energy Information Administration’s June 2026 outlook provides a contemporaneous market signal, not a replacement for EPA’s regulatory projection. EIA says the rapid rise in RIN values relative to the bean-oil/heating-oil (BOHO) spread suggests the new RVOs are a significant driver of higher RIN values and that biodiesel and renewable-diesel production margins are much higher than in 2025. It forecasts record-high renewable-diesel production in 2026, citing higher blending targets, energy prices and capacity growth. It expects biodiesel production to rise but remain below historical records because of lost capacity. EIA’s June 2026 analysis describes these market conditions.

RIN values, margins and output remain sensitive to changing market conditions. EIA’s outlook is a forecast, while EPA’s gallon figures are modeled supply estimates; neither establishes the production or feedstock purchases that ultimately occurred.
