There is no single nationwide 2023 ARC-CO payment amount for corn, soybeans, or wheat. The Farm Service Agency (FSA) publishes ARC-CO payment maps by county and crop, while PLC figures are listed in program-year data. To find a relevant amount, match the crop, county, program, and—where applicable—the map variant.
Here, “2023” means the crop or program year, not necessarily the year a payment reached a producer. FSA said payments for the 2023 crop year were expected in fall 2024, after county yields and market-year-average prices were finalized.

Before using a figure, verify that it matches the program, crop, county or state, and map category relevant to your question. A state summary, county map, and PLC rate are different kinds of information.
FSA’s maps and data are the appropriate sources for exact amounts. The available information does not establish one national payment figure for any of the three crops, and a map amount alone does not establish what a specific producer received.

How ARC-CO and PLC differ
| Program | What it responds to | Useful 2023 lookup |
|---|---|---|
| ARC-CO | County crop revenue falling below the ARC-CO guarantee | FSA county payment map for the crop, including the applicable map variant |
| PLC | Market-year-average price falling below the effective reference price | FSA program-year PLC payment rate and associated data |
These programs use different triggers, so an ARC-CO map figure should not be treated as a PLC payment rate. FSA describes the programs and their triggers on its Agriculture Risk Coverage and Price Loss Coverage page.
Why a 2023 payment may have arrived in 2024
The program year identifies the crop year, not the calendar year of payment. FSA says ARC/PLC payments are made the following fall, once actual county yields and market-year-average prices are finalized. Its notice for the 2023 crop year projected payments in fall 2024. See FSA’s 2023 crop-year payment announcement.

Enrollment does not guarantee a payment
FSA’s 2023 enrollment notice identifies corn, soybeans, and wheat among covered commodities and describes the election and enrollment deadline. But enrollment or election alone does not mean a payment was triggered. Whether a payment applies depends on the relevant program’s conditions and the finalized program-year data.
