The important qualification is management. Hostinger supplies the virtual machine and underlying infrastructure, but you are responsible for the operating system, applications, credentials, updates, security hardening, and troubleshooting. That can be good value for someone comfortable with Linux, but not for a reader expecting a hosting company to maintain the server.

2. DigitalOcean Droplets: best developer experience
DigitalOcean remains one of the easiest providers to budget and learn because its documentation, dashboard, APIs, and deployment workflow are unusually clear. According to DigitalOcean’s Droplet pricing page, Basic Droplets start at $4 per month for 1 vCPU, 512 MiB RAM, 10 GiB SSD, and 500 GiB transfer. The more practical entry point for many small applications is the 1 GiB plan at $6 per month, with 25 GiB SSD and 1,000 GiB transfer.
DigitalOcean introduced per-second Droplet billing on January 1, 2026, subject to a 60-second or $0.01 minimum, according to its billing documentation. That helps with short-lived development machines, but it does not make an abandoned server free. A powered-off Droplet continues accruing charges because its resources remain reserved; destroy it when it is no longer needed.

Backups are extra. DigitalOcean lists percentage-based backup plans at 20% of Droplet cost for weekly backups or 30% for daily backups, while usage-based backups start at $0.01 per GiB-month.
Best fit: developers who value reliable documentation and straightforward deployment more than the absolute lowest price.
3. Hetzner Cloud: best price-to-performance
Hetzner is often the strongest choice when the goal is maximum infrastructure for the money, particularly for European workloads. Its current Cloud pricing includes shared cost-optimized servers from about $3.49/$4.09, shared regular-performance servers from $4.99/$5.59, and dedicated general-purpose servers from $12.49/$14.09. The paired prices reflect different billing or market contexts on the provider’s page.
Do not treat every Hetzner vCPU as dedicated. The company separates shared and dedicated product families, and the low-cost plans can have limited availability by location. Dedicated plans are more appropriate for sustained CPU and network use, while shared plans suit many ordinary websites and small applications.

4. Vultr Cloud Compute: best global-location choice
Vultr’s shared-CPU Cloud Compute instances are aimed at bursty workloads such as websites, content management systems, development environments, and small databases. Its broad location selection is useful when latency to customers or an external service matters.
Deployment follows a clear sequence: Products → Compute → Deploy → Shared CPU → location → plan → Configure Software → Deploy. That simplicity is helpful for a small business owner who wants to launch quickly, but check the billing behavior before experimenting. Stopping an instance does not stop charges; only destroying it does. Vultr also says Cloud Compute instances cannot be downgraded, although they can be upgraded, and the CPU type cannot be changed after deployment.

“Unlimited traffic” and port speed are different things: the former describes transfer policy, while the latter describes the connection rate. Also check which product you are buying. The VPS 2027 range replaced the prior lineup for new purchases, but existing VPS 2026 customers were not automatically migrated, according to OVHcloud’s announcement.
Best fit: a site or service that moves a lot of data and benefits from included backup and DDoS protection.
7. IONOS VPS+: best low introductory price
IONOS is attractive if the first few months are the main budget constraint. Its current VPS+ pricing page shows promotions starting at $2 per month for three months with a one-year term. The entry VPS S+ lists 2 vCores, 2 GB RAM, and 90 GB NVMe; VPS M+ lists 4 vCores, 4 GB RAM, and 120 GB NVMe. Plans include full virtualization, root access, unlimited traffic, DDoS protection, and a 30-day money-back guarantee.
The regular price must be written into any budget. IONOS lists regular prices of $5, $11, $21, $44, and $68 for the corresponding VPS+ tiers. Optional Plesk costs $6 per month, and extra IPv4 addresses cost $5 each per month. A one-year promotion is not comparable with a month-to-month rate from another provider.
Best fit: someone willing to track the renewal date and comfortable with a longer commitment.
8. Kamatera: best custom sizing
Kamatera is useful when standard plans do not match the required mix of CPU, RAM, storage, and traffic. Its displayed basic configuration is $4 per month for 1 vCPU, 1 GB RAM, 20 GB NVMe, and 5 TB traffic. Servers can be billed hourly or monthly, with hourly servers billed by the minute.
The $4 figure is not an apples-to-apples comparison with a plan offering 4 GB or 8 GB of RAM. Storage, traffic, backups, operating-system licenses, and other server components may be priced separately. Kamatera lists a 99.95% uptime guarantee and optional daily backups retained for up to 14 days.
Best fit: a project with changing requirements or a short-term server that does not justify a fixed, oversized package.

The plan advertises unmetered bandwidth, but that does not mean unlimited performance, port speed, or exemption from fair-use policies. Do not confuse this new self-managed product with DreamHost’s older managed VPS offerings; the management model, pricing, and database behavior differ.
Best fit: developers who need high transfer allowances and are prepared to maintain the server themselves.
10. Liquid Web Cloud VPS: best for support and control panels
Liquid Web offers self-managed and fully managed VPS options, Linux or Windows operating systems, cPanel, Plesk, or InterWorx, root access, DDoS protection, dedicated IP addresses, and 24/7 support. Its cloud VPS page lists an entry plan at $5 per month for 1 vCPU, 1 GB RAM, 30 GB SSD, and 1 TB bandwidth.

Contabo is aimed at buyers who want comparatively large resource allocations without moving immediately to a traditional dedicated server. Operational changes deserve attention. A live migration can preserve data and the IP address, while a new deployment deletes the data and creates a new instance. Reinstallation erases server data but normally keeps the IP address. Make a backup before changing plans, reinstalling, or moving a production workload.
Best fit: a resource-heavy project where raw capacity matters more than the most polished developer workflow, provided you check location and support expectations.

- Define the workload. A brochure site, database, game server, Docker stack, and machine-learning experiment have different CPU, memory, storage, and network needs.
- Compare equivalent resources. A useful starting benchmark is 2 vCPU, 4 GB RAM, 80 GB storage, and at least 2 TB of transfer. Then adjust for your actual workload.
- Separate shared and dedicated CPU. Shared-CPU plans are cheaper and suitable for bursty work. Sustained CPU workloads may justify dedicated CPU, even when the monthly price is higher.
- Check storage technology. SSD and NVMe are not interchangeable in performance-sensitive applications. DigitalOcean’s regular Basic plans use SSD, while premium and storage-optimized products may use NVMe.
- Price backups separately. OVHcloud’s VPS 2027 plans advertise daily backup, while DigitalOcean, Kamatera, and Vultr treat backups as extra or optional in the relevant products. A server with no recoverable backup is not a low-cost server if one failure destroys the business data.
- Choose the management level honestly. Root access means control, not automatic patching or security. Self-managed hosting requires time as well as money.
- Read the shutdown rule. DigitalOcean, Vultr, and Akamai/Linode continue charging for powered-off resources. Destroy or delete unused instances when the provider’s documentation says that is required to stop billing.
- Calculate the first-year total. Include renewal pricing, contract length, tax, control panels, extra IP addresses, backups, storage, transfer overages, and migration costs.

Common VPS billing mistakes
- Comparing an introductory rate with a renewal rate. IONOS, DreamHost, Liquid Web, Hostinger, and ScalaHosting all show pricing that can change after the initial period or term.
- Assuming shutdown equals cancellation. For several cloud providers, reserved resources continue to generate charges until the instance is destroyed.
- Calling unmetered traffic unlimited bandwidth. Transfer volume and port speed are separate limits.
- Assuming backups are included. Verify retention, restore fees, storage charges, and whether the backup covers the entire server or only selected disks.
- Buying a managed label without checking the product. Liquid Web, in particular, offers both self-managed and fully managed VPS choices.
