How to use this startup-cost checklist
The 11 lines below combine common SBA expense categories into practical budget groups; they are not a list of costs every business must pay. Mark each as applicable, not applicable, or still needing an estimate. For relevant costs, record the amount, where the estimate came from, when it is due, and the assumption behind it.
Separate one-time launch expenses from recurring monthly, quarterly, or annual expenses. The SBA describes major equipment, logo design, and permits, licenses, and fees as generally one-time costs. Recurring items such as rent, payroll, utilities, and software need a planning period, not just an opening-day estimate. 11 business startup costs to budget for
1. Business formation, registration, licenses, and permits
Include formation and registration charges, required licenses, permits, and other government fees that apply to your business activity and structure. Requirements depend on your jurisdiction and the agency issuing them; many local requirements are set by state and local governments. Check the relevant government agencies for current requirements and fee schedules instead of relying on a nationwide estimate. SBA launch guidance

2. Legal and accounting help
Legal and accounting services are common expense categories, but the work and cost vary. Estimate only the support your business needs, such as help with formation, contracts, or bookkeeping setup. 3. Insurance
Depending on your business, relevant coverage may include general liability, product liability, professional liability, or commercial property insurance. Ask agents which coverage fits your activities and compare terms as well as prices; policies with different limits or exclusions are not directly comparable. Insurance rates can vary by location. 4. Space and occupancy
Budget for commercial or office space only if your business needs it, including rent and other occupancy costs in the applicable location. A home-based or online business may have a different space requirement, but do not assume it has no location-related costs. 5. Equipment, tools, and supplies
List the equipment and supplies needed to make or deliver your product or service. A service provider’s tools may differ substantially from a retailer’s fixtures or a maker’s production equipment, so build this line from the actual work process. 6. Inventory and initial materials
If you sell physical goods or consume materials while delivering a service, estimate the initial stock or materials you need and how often you will replenish them. Inventory is not a universal startup cost: a business that sells expertise or time may not need merchandise stock. Use vendor quotes and your expected sales or service volume to make the estimate concrete. SBA planning guidance
7. Staffing and payroll
Estimate recurring wages and related payroll expenses for the roles and hours you expect to need, not just recruiting or opening-day expenses. Salaries can be difficult to forecast, and local wage conditions and minimum-wage laws affect the estimate. 8. Utilities and communications
Estimate recurring utility and communications bills relevant to your setup, such as electricity, internet, or phone service. 9. Website and technology
Include website creation and the software or technology needed to operate. Separate one-time setup or development charges from recurring hosting, subscriptions, or other ongoing charges. If you use the SBA’s monthly break-even calculation, it allows certain one-time costs—including technology and software—to be converted to a monthly equivalent by dividing by 12. 10. Market research, advertising, and marketing materials
Budget for market research and the marketing needed to reach customers, including advertising and printed materials where relevant. Distinguish initial design or production costs from recurring campaign spending. Plan for the recurring costs your business must cover while it is operating, using a clearly chosen forecast period. The SBA recommends at least one year of monthly expenses in a startup estimate and describes five years as ideal; this is guidance for planning, not a mandatory reserve or a promise that a particular amount will be sufficient. Build each line from evidence
Use published fee schedules for costs that agencies disclose, and seek local quotes for costs such as rent, insurance, equipment, software, and services. For salaries and other costs that cannot be priced in advance, the SBA suggests seeking estimates from people such as mentors, vendors, and service providers. Record the source and date of each estimate so you can update assumptions that change. SBA planning guidance
Classify costs by timing and behavior
Mark each amount as one-time, monthly, quarterly, or annual. Then classify it as fixed, variable, or semi-variable: fixed costs are generally stable over a period, variable costs change with production or sales, and semi-variable costs contain both components. Split mixed expenses when you can—for example, a fixed service charge and a usage-based charge—so your forecast reflects what actually changes as sales grow. SBA break-even calculator

For its monthly break-even calculation, the SBA calculator converts certain one-time items—such as first month’s rent, a security deposit, licenses and permits, legal fees, signage, and technology or software—into monthly equivalents by dividing by 12. It also says quarterly non-monthly fixed costs can be divided by four. These conversions help with a monthly calculation; they do not change the actual payment schedule. SBA break-even calculator
Connect costs to the sales you need
A cost estimate is more useful when paired with a realistic revenue forecast. For one product or service, the SBA’s unit break-even formula is:
Break-even units = fixed costs ÷ (sales price per unit − variable cost per unit)
The denominator is the contribution per unit after variable cost. For break-even in sales dollars, the SBA gives fixed costs divided by contribution margin. With multiple products or services, account for their costs and sales together, or analyze them separately if monthly sales mix varies. SBA break-even guidance

Organize expected costs in a readable report for your own planning and, if relevant, discussions with lenders or investors. Compare the estimate with projected revenue, then update it as quotes become invoices and assumptions become actual expenses. Keep expense records and ask an accountant about tax treatment; startup costs do not all necessarily receive the same tax treatment or qualify for an immediate deduction. SBA planning guidance
Why there is no universal startup-cost total
The SBA’s categories cover very different business models, and the amount in each category depends on what the business does and where it operates. Rent, property values, wages, minimum-wage requirements, insurance rates, utilities, and government fees can all be location-sensitive. A national average would not tell you whether your particular business needs a storefront, inventory, employees, specialized coverage, or only a limited set of tools and services.
