The figures are an aggregate state-level comparison—not a current 2026 ranking or an estimate of what any particular household will pay.
The 10 states with the lowest tax burdens
The table ranks states by the Tax Foundation’s reported effective state-local tax burden for calendar year 2022. Michigan and Texas tied at 8.6%; Georgia and South Carolina tied at 8.9%.

All ten were below the Tax Foundation’s reported 2022 national average of 11.6% and median state burden of 10.2%. Alaska stands apart in this series: its 4.6% burden was 2.9 percentage points below Wyoming, the next-lowest state.
What the tax-burden percentage measures
The Tax Foundation defines a state’s tax burden as state and local taxes paid by its residents divided by that state’s share of net national product. Its calculation also accounts for taxes residents pay to governments outside their home state. That makes the result different from simply adding up the taxes collected within a state’s borders; some taxes collected there are paid by nonresidents. The Foundation reports that about 20% of state tax revenue comes from nonresidents, a methodological context figure—not a claim about any household’s share. Why this is not a ranking of household tax bills
An aggregate burden percentage does not predict what a resident will owe. A household’s state and local taxes can vary with income, property ownership, spending, location, and individual tax circumstances. Nor does the list rank states by one tax alone: it is a combined state-and-local measure.
“No state income tax” and “lowest overall tax burden” are not interchangeable claims. A state can have no income tax and still collect revenue through other taxes, while the Tax Foundation ranking combines taxes into a broader resident-burden measure.

Why other “lowest-tax” lists differ
Rankings can produce different winners because they may use different years, tax categories, geographic coverage, or types of taxpayer. For example, Kiplinger’s 2026 comparison models taxes for a middle-class household using median household income and estimates of state income taxes, property taxes, and sales taxes on essential items. It ranks Nevada first, Wyoming second, and Tennessee third. That modeled household comparison answers a different question from the Tax Foundation’s 2022 aggregate resident-burden series, so the results should not be combined into a single ranking. Other Tax Foundation resources also measure different things: its 2025 Facts & Figures resource compares more than 40 state tax measures, while its 2026 State Tax Competitiveness Index describes tax climate as of July 1, 2025. Neither is the same measure as this 2022 resident state-local tax burden ranking. The 2022 burden page should therefore be read with its stated year and methodology rather than treated as a current household estimate.
