The ranking reflects expats’ reported experiences across areas such as healthcare, safety, leisure, climate and transport—not an objective measure of every resident’s welfare or a guarantee that a country will suit a particular person.
2026 ranking: the 10 countries
InterNations’ 2026 Expat Insider survey places these countries in its Quality of Life Index, in order:

- Switzerland

- Luxembourg
The profiles below explain what distinguishes each result and where the same country ranks less strongly. Subcategory positions refer to InterNations’ 2026 index, which covered 31 countries. InterNations’ Quality of Life Index
What stands out in each country
1. Spain
Spain’s No. 1 overall result is supported by leisure options (No. 2), including culture and nightlife and recreational sports (both No. 2). It also ranks No. 4 for healthcare and No. 7 for travel and transit. Safety and security is a relative weak point at No. 11, while political stability receives average ratings.

InterNations reports that 80% of surveyed expats rated healthcare affordability positively in Spain, 83% rated availability positively and 83% rated quality positively. Those are respondent opinions, not population-wide measures of the Spanish healthcare system.
2. Singapore
Singapore ranks No. 1 for travel and transit, including public-transport availability (No. 1) and affordability (No. 2). It places No. 5 for safety and security, and respondents rate medical care’s availability and quality highly. The trade-off is affordability: 45% of surveyed expats rated healthcare affordability negatively, compared with 21% globally. InterNations also reports high cost-of-living concerns and low freedom-of-expression ratings.
On personal safety, 98% of surveyed expats in Singapore gave a positive rating, compared with 81% globally, according to InterNations’ 2026 results.

3. United Arab Emirates
The UAE performs well in safety and security (No. 4), healthcare (No. 6), leisure options (No. 5) and travel and transit (No. 9). Environment and climate is a weaker dimension at No. 19, with lower ratings for the natural environment and air quality.
InterNations reports positive personal-safety ratings from 94% of surveyed expats in the UAE, versus 81% globally. In the same survey, 84% said medical care was readily available and 85% rated its quality positively.
4. Japan
Japan combines a strong personal-safety result (No. 2) with a much weaker result for freedom to openly express opinions (No. 28). The available comparison does not establish enough detail to draw broader conclusions about Japan’s costs, visas or healthcare.

5. Austria
Austria ranks fifth overall, but leisure options place at No. 20. InterNations also identifies it among the countries where expats report difficulty settling in. A strong quality-of-life result therefore does not necessarily mean that newcomers will find it easy to build a social circle.
6. Panama
Panama ranks No. 6 for quality of life, with leisure options and safety and security both at No. 6. Its car infrastructure ranks last (No. 31), contributing to a weaker travel-and-transit result (No. 17)—the lowest subcategory position among these ten countries. Panama ranks first in InterNations’ separate overall Expat Insider list, which measures more than quality of life.

Denmark ranks No. 1 for safety and security and healthcare affordability. Leisure options, however, rank No. 20. The result highlights a strong safety and cost dimension within healthcare, alongside a less highly rated leisure category.

8. Switzerland
Switzerland leads the Environment & Climate subcategory at No. 1, while leisure options rank No. 26. InterNations’ broader survey discussion also identifies the high cost of living as a trade-off.
9. France
France ranks No. 1 for healthcare but No. 20 for safety and security. Its results show why a country’s strength in one quality-of-life dimension should not be treated as a strength across the board.
10. Luxembourg
Luxembourg has the second-best safety and security result, but ranks No. 30 for leisure options and No. 31 for climate and weather.

What the ranking measures—and what it does not
InterNations conducted the 2026 Expat Insider survey from 1 February to 31 March 2026. The organization describes close to 8,000 participants representing 162 nationalities. The responses capture those participants’ reported experiences; they are not a census of all foreign-born residents, and newcomers may have different experiences. The available ranking information does not establish the precise index weighting, respondent-selection rules or statistical uncertainty. Treat the order as a way to identify strengths and trade-offs, not as proof that a small difference in rank is meaningful or that the results represent all expats.
This is also not InterNations’ overall Expat Insider ranking. That separate list starts with Panama, Mexico and Thailand, and blends dimensions beyond quality of life. For a quality-of-life comparison, the ten-country list above is the relevant one.
How to use the list when comparing destinations
Start with the dimensions that matter most to your daily life rather than treating the overall position as a personal recommendation. The survey supports comparisons across these areas:

- Healthcare: Consider affordability, quality and availability separately. Spain’s positive ratings across these measures and France’s No. 1 healthcare position do not establish what care a particular newcomer can access or afford.
- Safety and stability: Compare safety results with other priorities. Denmark leads the safety subcategory, while Spain’s safety result is lower than its overall position might suggest.
- Leisure and culture: A high overall rank does not guarantee a strong leisure result. Switzerland, Austria and Denmark all rank No. 20 or lower for leisure options.
- Environment and climate: Switzerland leads this category, while Luxembourg ranks last for climate and weather in the index.
- Travel and transit: Singapore leads, while Panama’s low car-infrastructure position is a notable drawback within its otherwise strong profile.
Before making a move, check matters the index cannot decide for you:
- Whether you qualify for the visa or residence status you need, and whether it permits you to work.
- Your likely budget for housing, taxes, insurance and routine expenses, based on current local rules and your own circumstances.
- Whether you can use public healthcare, what it covers and whether private insurance is required.
- Whether the country’s transport, climate, language and social environment fit your expected location and routine.
The survey can help narrow a comparison, but it does not establish visa eligibility, work rights, tax treatment, housing costs or healthcare access for an individual. Verify those details against current official rules before committing to a move.
