If your vehicle-price ceiling is $15,000, start with a shortlist—but treat every model as a candidate, not a guaranteed bargain. Kelley Blue Book’s September 19, 2025 list names ten used SUVs to consider; local prices and the condition, mileage, trim, and history of each individual vehicle determine whether it fits your budget. The list is a U.S.-market starting point, not a promise that every example still costs less than $15,000 in October 2026.

10 used SUVs to consider under $15,000

The models below follow Kelley Blue Book’s ranking, published September 19, 2025. KBB’s list is useful for building a search, but asking prices and availability vary by location and vehicle. Check the current local market and the specific SUV before treating the price ceiling as met. Kelley Blue Book’s under-$15,000 SUV list

  1. 2016 Honda CR-V

KBB’s first pick, described as practical, efficient, and cargo-friendly. Consider it if you want a compact SUV with useful everyday space.

  2. 2013 Toyota Highlander

A three-row option with seating for seven. KBB notes that V6, hybrid, and all-wheel-drive configurations were available; verify the powertrain and equipment on the specific vehicle.

  3. 2016 Honda Pilot

KBB describes this as a roomier choice for passengers and cargo, with seating for up to eight and available AWD. It may suit buyers who need more capacity than a compact crossover provides.

  4. 2016 Toyota RAV4

A compact alternative to the CR-V. KBB highlights its practicality and available comfort and audio features, which vary by trim and vehicle.

  5. 2018 Mazda CX-5

KBB presents this as the sportier compact choice. Separately, iSeeCars ranks the 2016 CX-5 first among small/compact SUVs on its reliability page, but that is a different model year and a model-level estimate—not a guarantee about a 2018 vehicle. iSeeCars used-SUV reliability rankings

  7. 2019 Ford Edge

KBB places it between compact crossovers and larger three-row SUVs, with cabin and cargo room while remaining more maneuverable than a larger SUV.

  8. 2018 Nissan Rogue

KBB describes the Rogue as a value-oriented compact choice and notes that conventional and hybrid powertrains were available. Confirm the exact configuration rather than assuming a vehicle is a hybrid.

  9. 2020 Mazda CX-3

A smaller, sportier option. KBB reports that Apple CarPlay and Android Auto became standard across the 2020 lineup; confirm the equipment and condition of the car you are considering.

  10. 2019 Hyundai Tucson

KBB describes the Tucson as one of the newer vehicles on its list and a practical compact competitor.

Other leading choices depend on the SUV class

iSeeCars’ 2026 rankings select different class leaders from KBB’s editorial shortlist. The rankings combine reliability, resale value, and safety, and should not be merged into a single overall score with KBB’s list. iSeeCars says its ranking analysis covers over 330 million vehicles; that is the publisher’s description of its dataset, not a finding about every used SUV. iSeeCars best used SUVs under $15,000

Rank #4
Class iSeeCars’ 2026 leader Quality score
Subcompact and crossover 2016 Honda HR-V 9.0/10
Small/compact SUV 2016 Subaru Outback 8.3/10
Midsize SUV 2017 Nissan Murano 8.2/10
Three-row SUV 2018 Nissan Pathfinder 8.1/10

For reliability specifically, iSeeCars names the 2016 Honda HR-V its top subcompact, with an 8.4/10 Reliability Rating, and the 2016 Mazda CX-5 its top small/compact SUV, with an 8.0/10. The publisher describes this rating as an estimate of dependability and useful lifespan, including the chance of reaching 200,000 miles; it is a model-level estimate, not a prediction for an individual car. Its reliability analysis page says it covers over 312 million vehicles. iSeeCars reliability analysis

How to choose the right SUV for your budget

There is no single best choice for every buyer. Narrow the shortlist by what the vehicle must do, then compare actual listings and condition.

  • Passenger and cargo needs: For a third row, begin with the Highlander, Pilot, or Pathfinder. For a smaller footprint, compare compact choices such as the CR-V, RAV4, CX-5, Forester, Rogue, Edge, and Tucson; the CX-3 and HR-V are subcompact alternatives.
  • Weather and drivetrain: Decide whether AWD is useful for your driving conditions, and verify whether the particular vehicle has it. KBB notes standard AWD on the listed Forester and available AWD on the Highlander and Pilot.
  • Features that matter: Check the exact trim and vehicle for infotainment, safety equipment, and comfort features rather than assuming every example has the same equipment.
  • Total price: Compare the asking price with local listings and account for the costs of completing the purchase. KBB says its pricing draws in part on local transactions; mileage, condition, trim, and availability also affect a vehicle’s price.
  • Condition and records: Review the maintenance and vehicle history, and arrange an independent pre-purchase inspection before committing. A model’s reputation cannot establish the condition of a particular used car.

Check safety at the model-year and vehicle level

Safety lists have specific eligibility rules. IIHS’s used-vehicle guidance, updated May 27, 2026, says listed vehicles meet defined crashworthiness and handling criteria. Its Best Choices also require qualifying automatic emergency braking performance and acceptable or good headlights. The guidance lists the Mazda CX-5 for model years 2018–25 when built after March 2018. Check the build date and equipment of the exact vehicle; a nameplate alone does not establish that it qualifies. IIHS lists a $13,100 median retail price for the earliest applicable CX-5 model year. That figure is based on Black Book data from April 2026; it is not a current nationwide offer, and it is not a safety score. IIHS Research Scientist Rebecca Weast said on May 22, 2024, “It’s exciting to see crash avoidance tech like automatic emergency braking filtering through the fleet and into affordable used models, including many priced under $15,000.” IIHS statement on affordable used vehicles with safety features

What the $15,000 ceiling means in the market

The ceiling is a shopping constraint, not a claim that the market offers an equally good example of every SUV in every region. For context, a Consumer Reports search-result summary dated July 9, 2026 gave an average used-car listing price of $26,918. That is a source-attributed average, not a price for these SUVs or a benchmark for any specific listing. Consumer Reports used cars under $15,000
