Mark Zuckerberg moved Meta closer to Donald Trump after the 2024 election, while the European Union prepared to decide whether Meta’s advertising model violated its new digital-markets law. The test arrived on April 23, 2025: the European Commission fined Meta €200 million.
That result does not prove Zuckerberg’s political strategy had no value. It does show the clearest immediate limit of the strategy: access to a US administration is not the same as immunity from an independent European regulator.
What “Zuckerberg’s Trump bet” means
“Bet” is analytical shorthand, not evidence of a documented bargain. The thesis is that Zuckerberg repositioned Meta toward Trump and his allies to gain influence in Washington, reduce political opposition and possibly lessen the risk of US retaliation against European regulation.
After Trump’s November 2024 victory, Zuckerberg congratulated him, visited Trump’s Mar-a-Lago residence several times and donated $1 million to the inauguration fund. Meta also appointed UFC chief executive Dana White, a prominent Trump supporter, to its board; ended its US third-party fact-checking program; and disbanded its diversity team. These actions were reported as a broader political repositioning, but the available record does not establish that any one move purchased a specific government favor (The Verge, April 1, 2025).

The EU case was about “consent or pay”
Since November 2023, European Facebook and Instagram users were offered two choices: use the services free with personalized advertising, or pay for an ad-free subscription. The European Commission said that binary design did not give users an equivalent service based on less personal data and could pressure them to consent to combining their information.
Article 5(2) of the Digital Markets Act requires designated gatekeepers to obtain consent before combining personal data across services. If a user refuses, the company must provide access to a less-personalized but otherwise equivalent alternative; access cannot be made conditional on consent. The Commission stated its preliminary findings on July 1, 2024 (European Commission).
In plain English, “give us data for targeted ads or pay to avoid them” was not necessarily enough. Regulators wanted a genuinely comparable way to use Facebook or Instagram with less data processing.

Why the timing mattered politically
The case became a test of whether Zuckerberg’s new relationship with Trump could produce leverage against Brussels. The Verge reported that Zuckerberg urged Trump to prevent the EU from fining US technology companies and that Meta executives pressed US trade officials over the expected penalty (The Verge).
The stakes extended beyond one fine:
- Trump has repeatedly opposed EU regulation of American technology companies and has threatened retaliation against European measures.
- Meta relies heavily on personalized advertising, so a less-data-intensive option could affect consent rates, targeting and the design of its European products.
- The dispute tested whether White House access could influence a legal process run by the European Commission.
Washington can lobby, negotiate trade policy or change the political climate. It does not automatically control the Commission’s enforcement decisions.
The result: a €200 million fine
On April 23, 2025, the Commission found Meta in breach of the DMA and imposed a €200 million fine. It said Meta’s model failed to provide a less-data-intensive service that was sufficiently equivalent and did not allow consent to be given freely (European Commission).

The same announcement fined Apple €500 million in a separate anti-steering case. Meta’s penalty was therefore not a symbolic warning, but it was also far below the DMA’s maximum standard penalty of 10% of worldwide annual turnover, rising to 20% for repeated infringements (European Commission explanation of the DMA).

On the narrowest and most measurable test—stopping this EU enforcement action—the strategy did not deliver immunity. The Commission issued the fine despite Meta’s lobbying and Zuckerberg’s outreach.

That is not proof that the relationship produced no benefit. Political access can affect meetings, lobbying opportunities, trade pressure, enforcement priorities or future legislation without changing one formal decision. The available material does not quantify such benefits or show that the White House directly intervened in the Commission’s case.

A useful scorecard separates the questions:

Meta’s fact-checking reversal was related context, not the legal violation
On January 7, 2025, Zuckerberg announced that Meta would end its US third-party fact-checking program and move toward a Community Notes-style system. He argued that independent fact-checkers were politically biased and had damaged trust. Meta also changed policies affecting immigration, gender identity and diversity, with less proactive enforcement in some areas (Full Fact).
Those moves aligned rhetorically with Trump’s criticism of “censorship,” but they were not the basis of the EU’s DMA fine. Full Fact disputes Zuckerberg’s characterization of fact-checkers and notes that crowdsourced notes are not a complete substitute for expert review. The moderation shift may reflect several motives at once—political pressure, business priorities, executive views and public-relations strategy—without proving coordination with Trump.

The penalty did not end the dispute. The Commission’s later materials say Meta appealed the non-compliance decision. They also record that Meta introduced a third “Less Personalized Ads” option in November 2024 after discussions with the Commission and announced another choice for EU users beginning in 2026 (European Commission citizen Q&A; 2026 DMA review).
These are separate stages: the original binary “consent or pay” design, Meta’s later less-personalized option, the Commission’s formal finding and fine, and the continuing appeal and compliance process. The €200 million payment did not settle every question about how Meta may use data for European advertising.
Why the DMA gives Brussels lasting leverage
The DMA is designed to make digital markets fairer and more contestable. It allows fines of up to 10% of a gatekeeper’s worldwide annual turnover, 20% for repeated infringements, and additional remedies in cases of systematic noncompliance (European Commission).
Meta was designated a gatekeeper for services including Facebook, Instagram, WhatsApp, Facebook Messenger, Facebook Marketplace and Meta Ads. The Commission later removed Facebook Marketplace’s designation after finding it had fewer than 10,000 business users in 2024 (European Commission).
The €200 million fine was therefore a measured first sanction rather than an existential penalty or breakup threat. Its more consequential effect may be operational: Meta must offer choices that satisfy the Commission’s interpretation of meaningful, freely given consent while preserving a viable service.
What the episode says about political protection
Zuckerberg’s strategy is best judged as a political-access bet, not a guaranteed regulatory shield. It appears to have produced proximity to Trump and a public repositioning on moderation and corporate culture. It did not stop the clearest test that followed: the European Commission found Meta’s consent-or-pay model unlawful under the DMA and fined the company €200 million.
That distinction matters for readers following technology policy and US–EU tensions. A company can gain influence in Washington while still facing independent regulators abroad, courts, appeals and changing legal obligations. Political alignment may change the surrounding pressure; it does not, by itself, erase the rule being enforced.
