XRP and meme coins are not equivalent categories. XRP is the native digital asset of the XRP Ledger, where Ripple says it helps facilitate transactions, protect against spam, and bridge currencies on the ledger’s decentralized exchange. “Meme coin” describes a broad range of assets, often driven mainly by speculation and community interest, with limited or no functionality. Neither label tells you whether a particular asset is safe, valuable, liquid, or legally treated the same way in every transaction.
Compare specific tokens by what they do today, how much they depend on promoters or community sentiment, their supply and ownership, trading and custody risks, and the law applicable to the asset and its offer or sale.
What is the difference between Ripple, XRP, and the XRP Ledger?
Ripple is a company; XRP is a digital asset; and the XRP Ledger (XRPL) is an open-source ledger. They are related, but they are not interchangeable. Ripple describes XRP as the XRPL’s native token and says it can facilitate ledger transactions, help protect the network from spam, and bridge currencies on the ledger’s decentralized exchange. Those are descriptions of network roles, not a promise that XRP will rise in price or that activity on the ledger will create investment returns.
An SEC filing describes XRPL as using a consensus-based process in which independent nodes validate transactions. The filing describes the network as designed for speed, energy efficiency, scalability, and cross-border financial transactions. It also reports a figure of up to 1,500 transactions per second. That figure appears in a product filing, not as an independently conducted benchmark here or a guarantee of current throughput under all conditions.

What does “meme coin” mean?
Meme coin is a broad label, not a single technical design. The SEC Division of Corporation Finance’s February 27, 2025 staff statement describes typical examples as inspired by memes, characters, current events, or trends and promoted around community, entertainment, or cultural appeal. It says their value is generally driven primarily by market demand and speculation, and that they often have little or no functionality. That description is not a finding about every asset marketed as a meme coin.
Some projects or communities may add features, such as access to a chatroom or eligibility for an airdrop. The SEC’s 2026 materials discuss such examples, but the existence of a feature does not establish broad adoption, durable economic utility, or value for a specific token.

The cited materials do not provide a comparable statistical panel for XRP and representative meme coins covering volatility, adoption, liquidity, or ownership concentration. A numerical ranking across the categories would therefore be misleading without current, like-for-like data for named assets.
What risks should you assess before comparing them?
Price and exit risk
Price can move sharply, and a quoted price does not guarantee that you can sell a meaningful amount at that price. The SEC staff statement specifically flags significant volatility as typical of meme coins. For any token, examine trading volume, order-book depth, spreads, and the venues available to you; these conditions can vary by asset, venue, and time.

Utility and demand risk
A network function is not the same as a dependable source of token demand. Ask whether users must hold or spend the asset to use the feature, how much use exists, and whether that use benefits the token rather than an associated company or application. For meme coins, distinguish a real, currently available feature from a proposed use or a community perk.
Concentration and control risk
Look into who holds a token, who can change its supply or rules, and whether a small number of holders or promoters could materially affect the market. The sources cited here do not establish comparable concentration figures for XRP and meme coins; check data for each named asset rather than generalizing from its category.

Custody and operational risk
Holding a token involves more than its market price. Consider how private keys are stored, whether a platform controls access to the asset, and what happens if a wallet, exchange, or network service is unavailable or compromised. Ripple cautions that exchanges are independently operated; do not treat a company’s description of a network as a guarantee about a third-party exchange or wallet.

There is no safe shortcut from a label to a legal conclusion. In its February 27, 2025 staff statement, the SEC Division of Corporation Finance expressed the view that transactions in the type of meme coin it described generally do not involve an investment in an enterprise or a reasonable expectation of profit from another party’s managerial efforts. The statement is a staff view, not a Commission rule or binding legal determination. It says the facts and manner of offering and sale matter, and it does not decide the status of every token or transaction. It also notes that fraud may be actionable under other federal or state laws.

In March 2026, the SEC issued an interpretation concerning federal securities laws and certain crypto assets and transactions, alongside CFTC guidance. SEC educational materials list XRP as an example of a digital commodity associated with a functioning crypto system. That classification framework does not mean that every transaction involving XRP—or any other asset—is outside securities law. The asset and the terms and circumstances of an offer or sale are distinct questions. The SEC’s associated FAQ says promotional communications must be assessed on their facts and circumstances; promoting present utility or aspirational features alone may not necessarily amount to a promise of essential managerial efforts.
The Ripple litigation also illustrates why the transaction matters. According to an SEC-filed registration statement, a district court in July 2023 distinguished certain direct institutional sales under written contracts, which it found were securities transactions, from certain programmatic sales on secondary trading platforms, which it did not. The court entered a final judgment with a $125 million civil penalty on August 7, 2024. The SEC and Ripple dismissed their appeals on August 7, 2025, leaving that final judgment in place and resolving the complaint. Those rulings concern the transactions before the court; they are not a blanket guarantee for every XRP-related offer, future legal question, or jurisdiction.
This legal discussion is limited to the cited U.S. federal materials. It does not determine state-law questions, non-U.S. treatment, tax consequences, or the status of a particular meme coin or transaction.
A practical checklist for comparing specific tokens
- Name the exact asset and network. Do not compare XRP with an undefined category alone; identify the particular meme coin and the network it uses.
- Verify what works now. Separate live functions from planned features, promotional claims, and community benefits.
- Trace the token’s role. Ask whether the token is necessary to use the network or application and whether that use plausibly creates demand for the token.
- Examine the people and promises involved. Identify promoters, their public claims, and any statements about future development or value. Promotion can be relevant to both risk and legal analysis.
- Check market conditions. Use current, asset-specific data on liquidity, spreads, volatility, and available trading venues instead of assuming one category is easier to exit.
- Review supply and holder distribution. Look for concentration and the ability of insiders or administrators to alter supply or control. Do not fill gaps with guesses.
- Assess custody and jurisdiction. Understand who controls access to the token and which laws apply where you live and where the transaction occurs.
These checks help identify differences and unanswered questions; they do not predict returns or establish that either asset is suitable for a particular person.
