The announcement concerned the company’s local operations and staff; it did not announce that people in Brazil would immediately lose access to X. TechCrunch reported the announcement that day, and the Brazilian Supreme Federal Court decision also reproduces the company’s statement.
X said it acted to protect its team after Justice Alexandre de Moraes threatened sanctions against its local legal representative in connection with orders to block accounts. X described those orders as “censorship orders”—the company’s characterization, not a neutral finding by the court. The court decision records an August 16 direction for X Brasil’s lawyers to ensure full compliance within 24 hours, a threatened R$20,000-per-day fine against the company administrator, and the possibility of an arrest decree for disobedience. That daily amount was a threatened sanction in the order, not the eventual fine total. The court decision is the primary record of what the court ordered and also quotes X’s statement.
Why X was later suspended nationwide
The local-operations announcement and the service suspension were distinct events. On August 30, 2024, Brazil suspended X nationwide after the company failed to appoint a local legal representative by the deadline. The suspension followed the dispute over court orders and compliance; it was not the immediate effect of X’s August 17 announcement.

On October 8, 2024, Brazil’s Supreme Court authorized X to resume service after the company met court requirements, including blocking certain accounts, paying outstanding fines, and naming a legal representative. Justice Alexandre de Moraes said the resumption depended on “full compliance with Brazilian laws and absolute observance of the Judiciary’s decisions, out of respect for national sovereignty.” X said, “X is proud to return to Brazil.” The Associated Press reported the restoration and its conditions.
