Workers’ Compensation Claims Management Software: Features to Compare

Compare workers’ compensation claims systems against your organization’s role, jurisdictions, workflows, integrations, security requirements, and total cost—not brochure feature counts.

The best workers’ compensation claims system is the one that fits your organization’s role in a claim, jurisdictions, workflows, and existing systems—not the one with the longest feature list. Compare the full claim lifecycle, then require vendors to demonstrate your actual scenarios and document integration, security, implementation, service, and cost assumptions.

Start with the buyer and claim type

“Workers’ compensation claims software” can describe products built for different jobs. A carrier, public agency, self-insured employer, third-party administrator (TPA), and law firm do not necessarily need the same workflows or controls. Establish who will use the system, which claims it must handle, and which responsibilities remain with partners before comparing feature labels.

  • Insurers: Assess whether the platform supports workers’ compensation as a line of business and, if relevant, fits a multi-line insurance operation.
  • Government programs: Look for the specific agency workflows, reviews, findings, and compensation processes the program requires.
  • Self-insured employers and TPAs: Focus on claims administration, employer and claimant intake, jurisdictional rules, financial controls, reporting, and coordination with external providers.
  • Law firms: Matter-management needs may differ from an end-to-end claims administration platform. Confirm that a product is intended to administer claims rather than simply manage legal matters.
  • Organizations coordinating care: Decide whether medical case management, bill review, pharmacy benefits, and return-to-work are inside the system, handled by partners, or outside scope.

Product labels overlap, so ask vendors to identify the intended buyer, claim types, and system boundary in writing. A service provider or specialist triage tool may complement a claims platform without replacing it.

Compare the full claim lifecycle

Map your process from first report of injury (FROI) through closure. For each stage, identify the person responsible, required decisions, records created, deadlines, and systems involved. A demonstration should follow the same claim from intake to close rather than jump between disconnected feature screens.

Intake, first report, triage, and assignment

Compare supported submission channels, configurable fields, duplicate detection, and the rules that route a claim to a team or adjuster. Ask how the platform identifies severity or complexity and what a user can do when the routing result is wrong. Terra describes incident capture through online forms, email, and phone, followed by prioritization and assignment; Guidewire describes automated FROI workflows. These are advertised capabilities, not proof that a particular configuration fits your process.

Workflow, tasks, documents, and communication

Check configurable claim states, diaries and reminders, approvals, escalations, correspondence, document indexing and search, and audit history. In a demo, have the vendor show an overdue task, a reopened claim, a corrected record, and a litigation hold. Confirm who can make each change and how the system records it. Terra describes customizable workflows, automated emails, diaries and texts, and indexed claim documents.

Jurisdiction-specific rules and compliance

Workers’ compensation rules differ by state and program. List every jurisdiction and claim type in scope, then test the applicable average weekly wage (AWW) and benefit calculations, forms, correspondence, electronic data interchange (EDI), and reporting obligations. Ask who maintains rule changes, how updates are tested and released, and how users can see which rule version applied to a claim.

Origami Risk’s product sheet describes state-statute AWW and indemnity calculations, EDI, state and federal forms, CMS Section 111 reporting, and OSHA reporting. Guidewire describes jurisdiction-based indemnity calculation guidance. Tyler Technologies’ government workers’ compensation description refers to OWCP findings and compensation processes; the available detail is limited to a search-result excerpt. These descriptions do not establish current coverage for your program or replace legal review. Require the vendor to execute representative scenarios for every jurisdiction you need.

Medical management and return-to-work

If your organization coordinates treatment, compare provider coordination, medical bill review, pharmacy benefit management (PBM) connections, utilization or treatment management, work-status tracking, and return-to-work planning. Guidewire describes treatment-plan and provider coordination and return-to-work strategies. Origami Risk describes Official Disability Guidelines (ODG) evidence-based treatment resources and integrations with medical bill review and PBMs.

For each partner service, define the boundary: who makes clinical decisions, what information moves between systems, how consent and access are handled, and who resolves missing or conflicting data. Validate the relevant licensing, clinical governance, and data flows rather than treating an integration mention as proof of an operational connection.

Reserves, benefits, payments, settlement, and litigation

Map the financial controls your claims operation needs: reserve authority, benefit calculations, medical and expense payments, reconciliation, settlement approvals, litigation deadlines, counsel coordination, and closure. Guidewire describes reserves, jurisdictional indemnity guidance, and automated medical and expense payments. Terra describes electronic-payment and paper-check integrations, settlement negotiation, and litigation management.

Ask the vendor to show approval limits, accounting interfaces, payment exceptions, and the audit trail when an amount or authorization changes. Confirm how the system distinguishes proposed, approved, issued, and reconciled payments.

Reporting and analytics

Identify the decisions reports must support before reviewing dashboard screenshots. Operational reporting may include inventory, claim age, overdue tasks, and adjuster caseload; financial reporting may include reserves and paid or incurred amounts. Other useful outputs can include loss runs, injury trends, outcomes, and adjuster performance.

Terra describes role-based dashboards, real-time reporting, and Power BI integration. Workpartners describes standard and custom reports, loss runs, injury trends, adjuster performance, and real-time claim viewing for authorized users. Test refresh intervals, filters, exports, access restrictions, metric definitions, and whether a result can be traced back to source claim records. “Real-time” or “custom” is not meaningful until the vendor defines what is refreshed, when, and by whom.

Test integrations, data access, and security

Map every system connection

Inventory the systems that must exchange information with the claims platform: policy administration, payroll, HR, identity management, finance, payments, documents, analytics, medical bill review, PBMs, and government reporting. For each connection, establish whether it is a maintained connector, API, file exchange, or manual process. Terra advertises an open API and policy, CRM, financial, and payment integrations; Origami Risk lists predictive models, medical bill review, PBMs, and other workers’ compensation tools. Neither description by itself confirms compatibility with your stack.

Use representative data to test direction of flow, latency, field mapping, failed transfers, exception ownership, reconciliation, and changes to the connected systems. Confirm whether you can access underlying claim data for reporting and migration, not just vendor-defined dashboards.

Request security and privacy evidence

Claims records can contain sensitive employment, medical, and financial information. Request current independent assurance reports and their scope; role and tenant isolation; identity controls; encryption in transit and at rest; audit logging; backup and recovery practices; breach response; retention and deletion rules; hosting geography; subcontractors; and contractual responsibilities.

The reviewed product materials do not substantiate a comparable set of security controls or certification evidence. Terra displays a SOC-related badge, but the available material does not establish a certification, report scope, or specific controls. Treat general security language and badges as prompts for due diligence, not as a substitute for reviewing evidence.

Compare configuration, implementation, support, and cost

Ask for a written implementation plan that covers data migration, cleansing and reconciliation, jurisdiction setup, workflow configuration, integration work, acceptance criteria, training, rollout, support, release cadence, and the ongoing customer effort required. Terra describes implementation testing, launch support, and a post-implementation review; Origami Risk promotes a standard workers’ compensation package and starter kit. Neither description establishes the timeline or effort for your project.

Request a use-case-specific statement of work, service levels, reference customers with a similar operating profile, and a total-cost model covering implementation and recurring charges. The available provider materials do not give comparable prices, contract terms, implementation benchmarks, or service-level commitments. Include renewal and termination terms, data export, and transition assistance in procurement discussions.

Use the same scorecard and scenarios for every shortlist candidate

Score vendors against evidence from the same demonstrations and documents, not the quantity of features in a brochure. Weight each dimension to reflect your operating model.

  • Buyer and claim scope: Is the product intended for your organization type, claim mix, and volume?
  • Jurisdiction coverage: Are the required rules, forms, calculations, and reporting obligations demonstrated, with a clear update process?
  • Lifecycle depth: Does it support the stages you own, from intake through closure, including medical coordination, benefits, payment, settlement, and litigation where needed?
  • Workflow flexibility: Can administrators configure routing and escalation without custom code, and are changes auditable?
  • Integration quality: Are connections maintained and tested, with clear data ownership, exception handling, and reconciliation?
  • Analytics: Are metrics defined, data fresh, access controlled, and results drillable or exportable?
  • Security and privacy: Are controls supported by current evidence and suitable contractual terms?
  • Implementation and service: Are migration, training, support, upgrades, timeline, and customer responsibilities explicit?
  • Economics and exit: Are costs, renewal and termination terms, data portability, and transition support clear?

Use a small set of realistic test claims that expose differences: a routine claim, a complex or severe injury, a jurisdiction-specific calculation, a claim with missing or corrected data, a payment exception, and a litigated case if relevant. For each, record whether the vendor completed the workflow in the system, required a workaround, or relied on an external service. Ask for customer references who use the same functions and jurisdiction mix.

Where a vendor reports an outcome, ask for the original case study, measurement period, baseline, sample, methodology, and permission to reproduce before treating it as relevant evidence.
