Workday aims to manage AI agents like employees: What the plan means

Workday wants an Agent System of Record for digital labor. Here is what the employee analogy means, what Sana and Illuminate do, and what enterprise buyers still need to verify.

Workday is building an “Agent System of Record” to catalogue, authorize, monitor and retire AI agents alongside human employees and contingent workers. The comparison is administrative, not legal: software does not become an employee. Workday announced the concept on February 11, 2025, and subsequent announcements show a growing product ecosystem, but public materials do not yet prove that every customer has a universal control plane for every enterprise agent.

What Workday is actually proposing

An AI assistant answers questions. A workflow automation follows predetermined rules. An AI agent can interpret context, choose tools and complete several steps. Workday’s proposal adds a fourth layer: managing those agents as organizational assets.

The proposed Agent System of Record would cover Workday-built agents, customer-built agents and agents supplied by technology or consulting partners. Workday says the goal is to manage a company’s “people, money, and agents” in one workforce-oriented platform. The original announcement is available at Workday’s February 11, 2025 release.

What “like employees” means operationally

Ownership Which business unit, administrator and executive are accountable? An agent has no employment contract or legal responsibility.
Role Is it a recruiting, payroll, policy, accounting or service agent? A role description does not itself constrain technical access.
Permissions Which records can it read, and which changes can it make? Least-privilege design still has to be implemented in connected systems.
Lifecycle Was it tested, approved, deployed, updated, suspended and retired? Disabling a catalog entry may not revoke external credentials or copies of data.
Performance What are its completion, escalation, error and override rates? Public Workday materials do not specify every metric or control.

Workday has described this governance model publicly, but it has not published a complete technical specification for every identity, permission, evaluation and observability function. Buyers should therefore distinguish an announced operating model from a documented, universally available control.

Timeline: from concept to current products

These dates come from Workday announcements, including the May 2025 Illuminate release, the June 2025 partner announcement, the September 2025 Microsoft announcement and the March 2026 Sana announcement.

How Sana, Illuminate and the Agent System fit together

  • Sana from Workday: the user-facing interface. Workday says it can find information, answer questions, initiate workflows and take actions, with more than 300 skills worldwide as of March 17, 2026.
  • Illuminate agents: purpose-built agents for particular HR, finance and industry processes.
  • Agent System of Record: the proposed catalogue and governance layer for the digital workforce.
  • Agent Gateway: the connectivity layer intended to bring partner agents into that environment.

Workday’s AI-agent product page says customers access agents through Workday Flex Credits, a consumption-oriented model. Worldwide Sana availability does not mean that every underlying agent, skill, integration or transaction is available in every tenant, country, contract or release.

Where Workday agents could be used

Employee service and policy guidance

An agent could answer policy questions, retrieve an employee’s relevant information and start a service request. The main controls are source accuracy, privacy filtering and escalation when policy language is ambiguous.

Recruiting and contingent work

Announced use cases include recruiting support, job architecture and contingent-worker sourcing. Hiring recommendations are legally sensitive: organizations need documented human review, bias testing and an audit trail rather than treating an automated recommendation as a decision.

Payroll, time and absence

Sana’s skills include pay, time and absence-related tasks. Informational answers may be automated, while corrections affecting pay, leave balances or compliance should use tightly scoped permissions and approval rules.

Finance, accounting and contracts

Workday has promoted agents for accounting and document-driven finance work, supplier-contract workflows, expenses and case management. A finance agent that reads invoices or contracts must be prevented from combining broad read access with unrestricted payment authority.

Frontline and case workflows

Frontline-worker assistance and case-management agents can reduce repetitive requests, but asynchronous actions need clear ownership, exception handling and a way for a person to reverse an error.

Is Workday replacing employees?

There is no basis to say that Workday is replacing employees. Its public positioning is a “human and digital workforce” in which agents automate repetitive work and augment people. That is a vendor strategy; each customer separately decides whether automation changes job duties, staffing or service levels.

AI agents do not receive legal employee status simply because they appear in a workforce system. The employer and responsible people remain accountable for employment decisions, payroll, financial controls, privacy and compliance. Workday’s augmentation framing appears in its May 2025 announcement and its September 2025 update.

Why Workday wants this control point

Workday already holds organizational structures, jobs, compensation, time, absence, policies, approvals and finance data. That context can make an HR- or finance-specific agent more useful than a generic chatbot. If a company deploys hundreds of agents, a central inventory with owners, permissions and status could also reduce “shadow AI.”

The strategic risk is that customers may instead make Microsoft, a CRM platform, an IT-service platform, a cloud provider or an independent governance product their primary agent control plane. Workday’s advantage is process context; its unresolved question is whether that advantage extends beyond Workday-connected activity.

Questions a buyer should answer before approving an agent

Governance and accountability

  • Is every production agent catalogued with a business owner, technical owner and accountable executive?
  • Are testing, approval, version changes and emergency suspension mandatory?
  • What happens when an owner changes jobs or leaves the company?

Security and audit

  • Does each agent have a distinct identity and least-privilege access?
  • Can it act as a user, or only through a service identity?
  • Are prompts, retrieved records, tool calls, approvals, actions and errors retained and exportable to a security information and event-management system?

Safety and operating economics

  • What does the agent do when it is uncertain or retrieves conflicting policy?
  • Which actions are automatic, reversible or subject to dual approval?
  • How are Flex Credits measured, capped and forecast, and are partner-agent charges separate?

A sensible approval pattern is tiered: automate low-risk information; log reversible administrative changes; require human approval or dual control for payroll, hiring, termination, payments and other high-impact actions.

Failure modes that the “employee” metaphor can hide

Multiple owners

IT may build an agent, HR may configure it, a business unit may operate it and a vendor may supply its model. A single owner field is inadequate if the platform does not record those responsibilities separately.

Permission escalation

An agent that combines HR records, finance, email, contracts and collaboration tools may wield more effective power than any individual employee. Registration alone does not prove that combined access is bounded.

Incomplete offboarding

Turning off an agent in Workday may leave API credentials, scheduled jobs, partner instances, cached data or external embeddings active. Buyers should test end-to-end retirement, not just Workday-side deactivation.

Behavior changes after updates

A new model, prompt, retrieval source, tool or policy document can change results. Production governance needs versioning, regression tests and rollback procedures.

What is commercially established

Workday’s AI-agent page identifies Flex Credits as the access model, but no public numerical price was verified. Treat pricing as quote- or contract-dependent rather than assuming a self-serve subscription. Implementation partners, security review, integration work and consumption forecasting may matter as much as the license.

For an existing Workday customer, the practical evaluation is whether native HR and finance context offsets the cost of another governance layer. A company seeking a vendor-neutral registry across unrelated systems should compare Workday with its cloud, identity, API-management and observability stack before committing.

Bottom line

Workday’s idea is credible as a platform strategy: turn the HR-and-finance system of record into a system of record for digital labor. Sana and the expanding Illuminate portfolio provide evidence of a user-facing product, while the Agent Gateway and Microsoft integration show an interoperability direction. The unresolved issue is scope. Buyers should require proof of cross-platform identity, permissions, auditability, update control and complete offboarding instead of assuming that an announced catalogue is already a universal enterprise agent-governance layer.
