Why Washington Is Still Scrutinizing Huawei-Linked Chip Firms

The U.S. has restricted Huawei and parts of its supply chain, but the reported 2024 review of additional Chinese chip firms was not itself a sanction. Here is what the company links and export-control debate mean.

The claim that the United States could sanction Chinese semiconductor firms linked to Huawei dates to a March 20, 2024 report—not a confirmed new action. Washington has already imposed extensive export controls on Huawei and some related entities; the open question is whether more chipmakers, fabs or equipment suppliers will be formally restricted. A company being discussed by lawmakers or named in a report is not, by itself, proof that it has been designated.

What is confirmed—and what is not

The original report said U.S. officials were weighing Entity List additions involving several companies connected to Huawei’s semiconductor network. It named Qingdao Si’En, SwaySure Technology and Shenzhen Pensun Technology (PST), and reported that Shenzhen Pengxinxu Technology (PXW), SiCarrier and memory maker ChangXin Memory Technologies (CXMT) were also under consideration. The account relied on unnamed sources; it did not announce a decision. Reuters’ summary of the March 2024 report is a record of that reported deliberation, not an official designation.

Later congressional reports and testimony renewed scrutiny of Huawei-linked firms and facilities. Those documents express lawmakers’ or witnesses’ findings and policy concerns; they do not substitute for a Commerce Department rule. The available material does not establish that every company named in the 2024 report was subsequently added to the Entity List, or that a new designation is imminent. For a specific company, check the latest Bureau of Industry and Security (BIS) Entity List records and Federal Register notices before treating a reported review as law.

Which companies have been linked to the network?

The names appear in a mix of news reporting, congressional materials and policy testimony. The nature and strength of the claimed links differ, so “Huawei-linked” should not be read as “owned by Huawei” or as proof of unlawful conduct.

Qingdao Si’En Integrated Circuits (Si’En) Named in the March 2024 report; congressional materials later place Si’En in Huawei’s broader semiconductor network. The cited material does not establish a formal Huawei ownership relationship or a final U.S. designation.

Shenzhen Pengxinxu / Pengxinwei (PXW) Named in the 2024 reporting and later congressional discussion of Huawei’s chip network. House materials describe it as restricted from December 2022. Confirm the exact legal entity and current measure in BIS records; a congressional description is not a substitute for the governing notice.
SiCarrier and related companies Congressional reporting describes SiCarrier as a semiconductor-equipment maker linked to Huawei and a Shenzhen state-owned investment structure. It identifies subsidiaries working in chemicals, etch equipment, lithography and optical machinery. Association or shared investment does not by itself prove Huawei ownership, control, or a formal U.S. designation.
SMIC and affiliates SMIC has been identified in congressional materials as a foundry serving Huawei; testimony has raised concern about affiliates and fabs that may not be listed in their own names. A parent’s status does not automatically establish the same legal status for every subsidiary or prove a violation by an affiliate.
CXMT The memory maker was reportedly considered in 2024. Later congressional materials discuss its strategic role and relationships involving its ultimate owner. The cited material does not establish the precise current restriction, if any, applicable to a particular CXMT entity.

The House Select Committee’s report on Chinese semiconductor toolmakers says a Shenzhen state-owned investment structure owns SwaySure, PST, SiCarrier and PXW. It also discusses SiCarrier-related firms including Zhuhai Cornerstone Technologies, Shenzhen Xinkailai Industrial Machine, Shanghai Yuliangsheng Technology and ZETOP Technologies. The report says Yuliangsheng reportedly produced a prototype deep-ultraviolet (DUV) lithography machine being tested with SMIC; that is a reported development, not evidence of a production-ready tool or high-volume commercial output.

In November 2025 testimony, a witness to the House Foreign Affairs Committee identified Huawei-associated fabs—including Jing Peng Hi-Tech, Dongguan Guangmao and Wuhan CXT—as facilities the witness said were not on the Entity List but operated under a designated entity’s umbrella. The testimony also raised concerns about SMIC, CXMT, YMTC and Huali-related affiliates. These are claims in congressional testimony, not final agency findings.

Why the 2024 report drew attention

Huawei’s 2023 Mate 60 launch renewed questions about how the company could produce a smartphone using an advanced domestically manufactured chip despite years of U.S. restrictions. The policy concern was not only about one phone or one foundry: it was whether a network of companies, facilities and suppliers could help Huawei secure chipmaking capacity and technology outside the direct reach of existing controls. The original March 2024 report framed possible Entity List additions as one response to that concern.

A 2025 House Select Committee report said SwaySure, PST and Si’En worked with restricted Chinese entities, particularly Huawei, and stated that SMIC had produced chips for Huawei at least as advanced as 7-nanometer products as of 2023. Those are congressional findings, not a judicial determination. They also do not by themselves show that any particular transaction violated U.S. law.

What an Entity List designation does

The Entity List is administered by BIS, part of the U.S. Department of Commerce. A listing generally means a license is required to export, reexport or transfer specified items subject to the Export Administration Regulations (EAR) to the named entity. The license requirement and review policy depend on the listing and the item; a designation is not automatically a blanket ban on every commercial transaction.

The practical analysis can turn on the precise legal entity, the item’s classification, its destination and the applicable licensing policy. Some foreign-produced items can also be covered by a Foreign Direct Product Rule when they are made using specified U.S. technology or software and meet the rule’s conditions. BIS added Huawei and affiliates to the Entity List in May 2019, citing a U.S. determination that Huawei was involved in activities contrary to U.S. national-security or foreign-policy interests. “Sanctions” can mean different legal tools

  • BIS Entity List: Export licensing and technology-transfer restrictions tied to named entities and covered items.
  • BIS denial order: A separate tool that can bar a person or company from participating in export transactions.
  • Treasury sanctions: Measures administered by the Office of Foreign Assets Control (OFAC) can block property or prohibit dealings under a particular sanctions program.
  • Other restrictions: Military-end-user rules, U.S.-person restrictions and investment limits are separate measures with their own scope and legal tests.

Calling any of these measures a “sanction” may be understandable in general news coverage, but the agency and legal mechanism matter. An Entity List entry is not automatically an OFAC asset freeze, and neither a reported review nor a congressional recommendation is a final designation.

Why equipment and affiliates matter

Advanced chips require more than a foundry or a design. Production depends on lithography, etching, deposition, metrology and inspection, polishing, chemicals, process-control software, spare parts, servicing and engineering support. Restrictions aimed at equipment suppliers or support can therefore affect a chipmaker’s ability to build, maintain and expand production—not just its ability to buy a finished machine.

U.S. and allied controls have limited China’s access to leading-edge equipment, particularly extreme-ultraviolet (EUV) lithography. Chinese foundries have used older DUV tools and multipatterning to pursue more advanced chips, but that approach can add process steps, cost and yield challenges. A 2026 congressional witness described continued Chinese efforts to develop domestic tools and said SMIC had begun testing an immersion DUV machine associated with SiCarrier and Yuliangsheng. The account is testimony, not a technical certification of commercial performance. The April 2026 testimony also discusses the trade-off: controls can slow access in the near term while encouraging investment in domestic substitutes over time.

Corporate structures complicate enforcement. A company may be connected through ownership, investment, shared leadership, facilities, financing, manufacturing contracts or supplier relationships; those links are not interchangeable. A shared address or nearby facility alone does not prove control. Nor does a parent company’s designation automatically make every affiliate subject to identical restrictions. The legal result depends on the relevant listing, ownership and control facts, and any rule that applies to the transaction.

What additional restrictions could change

Washington has several possible policy routes, but the materials cited here do not establish that any particular new step has been adopted. Options raised in the policy debate include:

  • Adding specific companies to the Entity List through a formal BIS process.
  • Changing rules that determine when affiliate relationships or foreign-produced items trigger controls.
  • Restricting particular U.S.-person technical support or servicing.
  • Coordinating controls with allied governments whose companies supply semiconductor equipment and components.
  • Increasing end-use checks and enforcement against diversion through intermediaries.
  • Using separate investment or procurement restrictions where their legal criteria are met.

If adopted, a measure could require additional licenses for U.S.-origin technology and could affect some foreign-made products caught by applicable rules. It could raise compliance demands for U.S. suppliers and allied firms, including equipment makers, and make it harder for Huawei-linked manufacturers to acquire tools, upgrades or support. It would not automatically prevent every shipment or stop all domestic chip production: the result would depend on the rule, product, entity and transaction path.

Limits and possible unintended effects

Broader restrictions may close particular access routes and raise the cost of scaling advanced production. They can also encourage Chinese investment in domestic equipment and materials, shift purchases toward non-U.S. suppliers, increase supply-chain fragmentation and provoke retaliation against U.S. companies. Complex state-ownership structures and intermediaries make enforcement difficult, while broad rules can impose costs on ordinary commercial activity. The policy challenge is to target meaningful technology and support flows without assuming that every corporate relationship carries the same risk.

Technical progress should not be confused with commercial parity. Congressional testimony in 2026 described improving Chinese chip and system capabilities alongside persistent constraints in advanced manufacturing equipment and performance. A prototype, a limited production run and dependable, high-volume manufacturing are different milestones; the cited testimony does not establish that domestic tools have eliminated those constraints.

How to verify a claimed new action

  1. Search the current BIS Entity List and associated notices for the exact legal name, aliases and address—not just a familiar brand name.
  2. Look for a formal BIS rule or Federal Register notice stating the effective date, license requirements and review policy. A hearing, report or news story does not itself change the law.
  3. If a story says “sanctions,” check whether it identifies Treasury/OFAC or Commerce/BIS. Use the agency’s own notice to determine whether the measure concerns blocked property, export licensing or another restriction.
  4. Read congressional reports and testimony as evidence of lawmakers’ or witnesses’ concerns, and distinguish their claims from an agency designation or enforcement finding.
