It is an accountability measure—not a guarantee that every registered number is trustworthy or that scams will disappear.
The requirement comes from Republic Act No. 11934, the Subscriber Identity Module Registration Act, approved on October 10, 2022. New Philippine SIMs must be registered before activation; the old registration period for existing users has ended.
What the law requires
RA 11934 requires telecommunications providers to maintain a SIM register and requires end users to register before a new SIM can be activated. Registration is free. The law covers prepaid and postpaid services, including physical SIMs, eSIMs, data-only SIMs, broadband and Wi-Fi devices, fixed wireless services, machine-to-machine connections, and Internet of Things equipment.
Existing postpaid customers were not automatically exempt. Providers could place existing account information in the register, but subscribers still had to confirm their details through the provider’s registration process. The original 180-day period for existing SIMs could be extended by up to 120 days; NTC information identified April 26, 2023 as the initial deadline. That historical deadline should not be confused with the continuing rule for new SIM activation.

The law applies to individuals, foreign nationals, corporations, and other entities using SIMs acquired in the Philippines. The NTC is not the repository of every registered number; the relevant telecommunications providers hold those records (NTC FOI response).
What problem registration is meant to address
Mobile numbers are used in phishing texts that impersonate banks, government offices, employers, delivery companies, or online services. Other common schemes involve fake prizes, investments, cryptocurrency, loans, jobs, romance, and parcel deliveries. Criminals also use calls and messages for threats, harassment, requests for one-time passwords, account credentials, or money.
Before registration, prepaid SIMs could be bought without a continuing billing relationship, replaced quickly, and used in large numbers. A disposable or falsely attributable number made it harder to connect a complaint to a real person. Caller-ID spoofing and internet-based services create additional ways to disguise a message’s source. The statute’s stated policy is to help curb crimes aided by electronic communications, including mobile phishing and text spam (NTC SIM Registration FAQs).

How registration can help an investigation
- A victim reports a specific number, message, call, or transaction and preserves the evidence.
- Investigators document a suspected offense and identify the number as relevant.
- A legally authorized process is obtained.
- The provider supplies subscriber information within the disclosure rules.
- Authorities use the record as an investigative lead, alongside device, financial, platform, and other evidence.
Disclosure is not supposed to be an automatic lookup. Under RA 11934, a provider may be required to disclose information through specified legal processes, including a subpoena from a competent authority in an investigation based on a sworn complaint. The complaint must identify a specific number as used in a crime or malicious, fraudulent, or unlawful act, and state that the complainant cannot identify the perpetrator (RA 11934, Lawphil).
This creates traceability and may raise the cost of operating disposable scam infrastructure. It does not provide instant tracing, automatic identification of the current phone holder, or proof of guilt.
Why registration cannot eliminate scams
False or stolen identities
A record is useful only if the registration information is accurate. A criminal may use a stolen identity document, false information, or inadequate verification. In that case, the named subscriber may not be the person operating the number.

SIM resale and lending
Someone can register a SIM and then sell or lend it. That breaks the link between the registered name and the actual user, which is why unauthorized sale or transfer is prohibited. PNP Anti-Cybercrime Group operations and public reports about registered-SIM sellers show that this is a practical enforcement issue, not merely a theoretical one.
Social engineering and spoofing
Registration does not authenticate a message, remove a malicious link, or stop a victim from voluntarily sending an OTP or money. It also does not prevent caller-ID spoofing, compromised accounts, fake websites, or manipulation through urgency and false authority.
Criminals outside the Philippine telecom system
Foreign numbers, internet messaging services, offshore infrastructure, and compromised online accounts may fall outside the reach of a Philippine SIM record. NTC public guidance in 2026 continues to describe text scams as an ongoing threat (PIA report).

What information is collected
The statutory and implementing-rule framework generally requires a registrant’s full name, date of birth, sex, address, mobile number or SIM details, a valid government-issued identification document or equivalent proof of identity, and a declaration that the information and documents are true and that the registrant completed the form. Corporations and other entities must provide business-registration documents and proof that the representative is authorized to act.
A provider may request additional information for account security or operations. That is different from a stranger’s request for banking credentials, wallet PINs, passwords, or one-time passwords. Those are not legitimate registration requirements.
Privacy protections—and their limits
The law and its implementing rules require providers to secure and protect registration data, use encryption and access controls, provide a privacy notice, comply with the Data Privacy Act, keep information confidential, and report cyberattacks on the SIM register to DICT within the required period. Information from a deactivated SIM is subject to confidentiality requirements and is retained for 10 years from deactivation under the implementing rules (IRR, Supreme Court E-Library).

These are legal and organizational duties, not a promise that a database cannot be hacked, misused by an insider, accessed in error, or compromised through a provider or contractor. Critics also raise concerns about centralized identity records, burdens on people without IDs or reliable connectivity, and possible chilling effects on anonymous lawful speech. The IRR directs agencies and providers to facilitate registration in remote areas with limited connectivity, but practical access can still vary.

Penalties and enforcement
Selling or transferring a registered SIM without following the registration requirements can carry six months to six years’ imprisonment, a fine of ₱100,000 to ₱300,000, or both. Spoofing or transmitting misleading or inaccurate source information with intent to defraud, cause harm, or wrongfully obtain value can carry at least six years’ imprisonment, a ₱200,000 fine, or both, subject to statutory exceptions. Other conduct may also violate the Cybercrime Prevention Act, Revised Penal Code, or other laws.
Arrests of alleged registered-SIM sellers reported by the PNP Anti-Cybercrime Group demonstrate enforcement of the transfer prohibition. They do not establish that scams have been eliminated nationwide.
How to register and protect yourself
- Use only your telecommunications provider’s official website, app, store, or clearly authorized channel.
- Do not pay an unofficial helper; registration is free.
- Ignore unsolicited links, emails, texts, and social-media messages offering registration assistance. Fake registration sites can steal identity documents.
- Never provide a registration helper with a banking password, e-wallet PIN, account credential, or OTP.
- Save the confirmation or reference number and review the privacy notice.
- Report suspicious registration messages and fraudulent websites.
- Report a lost or stolen SIM immediately.
- Never sell or lend a SIM registered in your name, and complete the formal process before any lawful transfer.
- Treat a registered number as potentially traceable for investigation—not as proof that its message is genuine.
For official public-information channels cited in government advisories, NTC lists hotline 1682 and DICT/CICC information lists hotline 1326. Verify current contact details before relying on them. Suspected cybercrime can also be reported to the PNP Anti-Cybercrime Group. NTC warnings about paid assistance and fake sites are available through PIA.
The accountability-versus-privacy trade-off
The strongest case for registration is that mobile numbers now connect to banking, e-wallets, email recovery, government services, and social accounts. A regulated subscriber record can make mass fraud harder to operate and can give investigators a lawful path from a number to a person or organization.
The cost is that providers hold more sensitive identity data, inaccurate records can harm innocent people, and a breach or misuse can affect many subscribers. Registration is therefore justified only as part of a broader system: stronger identity verification, detection of bulk activation and suspicious use, rapid blocking, bank and e-wallet monitoring, anti-spoofing controls, consumer education, prompt investigations, and privacy audits with access logging and data minimization.
