Why NEC Closed Its Livingston Semiconductor Fab

NEC announced on 18 December 2001 that it would suspend production at its Livingston semiconductor fab, affecting all 1,260 employees. The company cited weak European demand for mobile-phone-related and customized system LSI chips, rapidly falling factory utilisation and no immediate sign of a semiconductor-market recovery. Production was expected to stop in March or April 2002; NEC described the move as mothballing rather than ruling out a future return.

Why did NEC close the Livingston fab?

NEC said demand in Europe had weakened for mobile-phone-related system LSI and customized LSI chips. With orders falling, the plant’s capacity utilisation was dropping rapidly, and the company saw no near-term improvement in semiconductor-market conditions. The announcement came amid a wider downturn in telecoms and semiconductors.

The decision followed an earlier restructuring. In July 2001, NEC had announced a 600-job reduction as it moved production away from DRAM and toward system LSI, a category that includes chips designed for particular systems and applications. The shift did not provide enough demand to keep the Livingston operation running.

What did the Livingston plant make?

NEC Semiconductors UK was founded in Livingston in 1981. The facility was an eight-inch wafer fab, and after moving back from DRAM it focused on system LSI, including custom chips and products for mobile communications. EE Times reported in 2001 that the site had received more than £3 billion in capital investment; that figure describes investment reported at the time, not the plant’s sale value or a measure of its later worth.

When did production stop?

NEC announced the suspension on 18 December 2001. Contemporary reports placed the end of production in spring 2002, with some specifying March and others April. The reports therefore establish a March–April shutdown window, rather than one definitive production-stop date.

How many jobs were affected?

All 1,260 Livingston employees were affected by the closure announcement, according to NEC’s statement as reported by The Guardian in 2001. This came after the separate 600-job reduction announced in July; the two figures refer to different stages of NEC’s restructuring, not a single combined layoff announcement.

What did the closure mean for Scotland’s Silicon Glen?

The shutdown added to the pressure on Scotland’s semiconductor and electronics industry. The Guardian reported it alongside Motorola’s loss of about 3,000 jobs at nearby Bathgate and warned that suppliers serving both operations faced a major decline in orders. The closure thus threatened work beyond NEC’s own payroll, though the contemporaneous reports do not quantify the supplier job losses.

Was the fab permanently shut?

NEC described the action as mothballing and said reopening would be examined after further evaluation of market conditions and customer demand. That left a possibility open at the time, but it did not amount to a commitment or a reopening plan. The contemporaneous reporting cited here does not establish whether the site later reopened, changed ownership or was redeveloped.
