Mostly true, with important limits: In July 2024, Microsoft reportedly told employees covered by a China-based work policy that Android phones could no longer be used to authenticate into company systems starting in September. The reported replacement was a company-provided iPhone 15. Microsoft’s stated reason was that Google Mobile Services, including Google Play, were unavailable in the region, leaving iPhones as its supported route for distributing required authentication apps. This was a work-access measure—not a worldwide iPhone mandate or evidence that Android is inherently insecure.
What Microsoft reportedly required
Bloomberg reported in July 2024 that Microsoft planned to block Android devices from corporate access for affected employees beginning in September. Employees using Android phones were reportedly to receive iPhone 15 devices so they could use Microsoft Authenticator and Identity Pass. Bloomberg’s report and Reuters’ account describe the measure as applying to China-based staff; reporting also referenced Hong Kong.

The restriction concerned authenticating to Microsoft work systems. The reporting does not establish that employees had to give up personal Android phones or stop using them privately. The iPhone 15 model and the anticipated scale of hundreds of workers come from news reports, not a public Microsoft procurement disclosure.
Why Microsoft chose iPhones
Microsoft said the issue was the lack of Google Mobile Services in the region. Its required Android app distribution path relied on Google Play, while the iOS versions of its authentication apps were available through Apple’s App Store. Microsoft’s Authenticator download guidance directs iOS users to Apple’s App Store and Android users to Google Play, and separately points China-based users to regional guidance.

This was a distribution and support problem, not a shortage of Android phones or app marketplaces. China has local Android app stores, but their existence does not mean Microsoft had an approved, consistent way to distribute and maintain its authentication apps through them. The Register’s coverage notes the local-store landscape.
Microsoft Authenticator supports sign-in approval and multifactor authentication, with passwordless and passkey functions in some configurations. Identity Pass was named in reporting as another required identity or verification app, but public material does not establish its full feature set. Microsoft’s choice of iPhones offered a more standardized supported app route; the company did not publish a full comparison of alternatives.

This was not a general Android-security ban
Microsoft’s stated rationale does not show that Android as an operating system is unsafe, or that every Android phone in China was technically incapable of running its apps. Android devices in the region can differ in Google-service availability, manufacturer software, app stores, and enterprise configuration. The reported policy selected a supported corporate access path; it was not a verdict on every device or Android security as a whole.
Nor does app-store availability by itself establish that a phone is uncompromised or that an account is protected from phishing, stolen devices, or social engineering. Standardizing app delivery simplifies deployment, but it does not remove authentication risk.

How the rule fit Microsoft’s broader security effort
Microsoft launched its Secure Future Initiative in November 2023 as a companywide, multiyear security program. Its September 2024 progress update describes work across identity, infrastructure, software development, monitoring, and incident response. Microsoft’s update and its initiative hub frame the effort broadly.
Microsoft’s identity guidance emphasizes phishing-resistant multifactor authentication, including passkeys, FIDO2 security keys, Windows Hello for Business, and Authenticator in applicable configurations. The China iPhone policy fits as an operational measure to standardize employee authentication, not as the initiative’s defining strategy or a companywide move to Apple hardware. Alternatives an organization could assess
The following are possible approaches for organizations facing app-store or platform constraints; public reporting does not show that Microsoft adopted or publicly evaluated them for this rollout.
- Managed Android distribution: An enterprise-controlled store or managed app deployment may offer a route, but requires controls for signing, updates, integrity, and ongoing support.
- FIDO2 security keys: These can provide phishing-resistant sign-in without relying on a mobile app store. Microsoft lists them among supported methods in its MFA guidance.
- Passkeys: Their behavior depends on platform and configuration. Microsoft says iOS Authenticator stores passkey private keys in the Secure Enclave, while Android uses Android Keystore for device-bound passkeys. See the Microsoft passkey FAQ.
- Windows Hello for Business: Workstation-based authentication may address some sign-in flows, but does not necessarily replace every mobile verification task.
- A region-specific app: Developing a China-specific authentication application could avoid dependence on Google Mobile Services, while adding development, testing, regulatory, and maintenance burdens.
Hong Kong and the policy’s later status
Reports said the measure also covered Hong Kong, but Microsoft’s public explanation focused on the lack of Google Mobile Services in the region and did not fully explain that geographic application. Mainland China’s mobile-services environment should not be assumed to apply identically in Hong Kong.

The September 2024 start date is a historical detail from the original reporting. The public material cited here does not confirm whether the rule was later reversed or remains in force. A current claim about its status would require confirmation from Microsoft or affected employees.
