Yes—but only temporarily and only in the commercial market. In October 2024, Indonesia’s Ministry of Industry said Apple could not legally market the iPhone 16 lineup domestically because the phones lacked the required Tingkat Komponen Dalam Negeri (TKDN) certification and Apple had unfinished investment commitments. Travelers could bring a device for declared, taxed personal use, but could not lawfully resell it. Apple announced that official Indonesian sales of the iPhone 16, 16 Plus, 16 Pro, 16 Pro Max and 16e would begin on April 11, 2025.
What Indonesia actually restricted
Apple introduced the iPhone 16 and iPhone 16 Plus globally on September 10, 2024 (Apple’s announcement). Indonesia did not immediately authorize the new lineup for domestic sale.
On October 25, 2024, the Ministry of Industry said the iPhone 16 had not received the required TKDN certification. The ministry described a narrow rule: iPhone 16 units entering as passenger baggage could be used by the travelers who imported them, subject to customs and tax requirements, but could not be offered for sale (Ministry of Industry statement).
That means the headline “banned” is an incomplete shorthand. The measure blocked authorized commercial marketing and sale; it was not a blanket prohibition on every foreign-owned iPhone 16 being switched on or used.

Sale, personal import and use: three different questions
Domestic commercial sale
Retailers and marketplace sellers were not authorized to sell the iPhone 16 lineup in Indonesia while the certification issue remained unresolved. The ministry warned consumers about listings and said it was monitoring online and offline distribution (Ministry monitoring statement). A listing on a marketplace did not establish that the seller was an authorized distributor.
Personal imports by travelers
A traveler could bring an iPhone 16 into Indonesia for personal use if the applicable customs, tax and registration procedures were followed. That permission did not convert the phone into inventory that could be resold commercially.
IMEI registration is not a sales license
Indonesia’s IMEI process concerns whether a handset can connect to local mobile networks. It does not, by itself, prove that the device was approved for commercial distribution. Authorities said they could examine passenger-import devices appearing in the market and considered IMEI blocking for units found to be commercially resold (ANTARA report). That was an enforcement warning aimed at resale, not evidence that every traveler’s phone was automatically disabled.

What TKDN means
TKDN, or Tingkat Komponen Dalam Negeri, is Indonesia’s domestic-component-content certification framework. Telecommunications equipment made, assembled or brought into Indonesia for use or trade must satisfy the applicable technical standards and certification requirements, according to the Directorate General of Digital Infrastructure (directorate guidance).

News reports variously referred to 35% and 40% thresholds. Those figures can depend on the regulation, product category, certification route and date. The official material establishing the 2024 restriction says the iPhone 16 lacked the required TKDN certification; it does not establish one universal percentage that should be applied to every model or stage of the process.
Why Apple’s investment commitments mattered
The certification dispute was linked to Apple’s earlier investment obligations in Indonesia. Contemporary reporting described an approximately 1.71 trillion rupiah shortfall against a previous commitment. Apple later proposed an investment of about US$100 million over two years, involving projects such as a development center, Apple Academies and local supplier work. Indonesian officials said that proposal did not adequately satisfy the requirements for iPhone 16 certification.

These figures describe different proposals or obligations—not a single fine or “ban fee.” The Ministry of Industry’s own releases discuss the investment and certification context separately (ministry release), while a contemporary account reported the earlier shortfall and proposal details (Bernama report).
Why the AirTag proposal did not settle the issue
Part of Apple’s proposed Indonesian investment involved producing AirTag through local suppliers. Indonesia’s industry minister said that an AirTag facility could not, by itself, justify certification for the iPhone 16 because it would not directly establish domestic content in the phone’s components (ANTARA English report).
The objection was not that Indonesia rejected all Apple investment. It was that an accessory-related project was not automatically equivalent to meeting the specific TKDN basis for a smartphone, or to completing Apple’s outstanding commitments. A separate report records the ministry’s position that the AirTag investment alone could not open the iPhone 16 market (ANTARA report).

Which models were covered?
Apple’s March 26, 2025 announcement explicitly included all five models in the iPhone 16 generation:
- iPhone 16
- iPhone 16 Plus
- iPhone 16 Pro
- iPhone 16 Pro Max
- iPhone 16e
Apple said the lineup would be available through selected Apple Authorized Resellers in Indonesia from April 11, 2025 (Apple Indonesia newsroom). The original dispute was commonly described as covering the iPhone 16 lineup; it should not automatically be expanded to every Apple product.

- IMEI: registration or network eligibility could be unclear, especially if the seller could not provide import documentation.
- Warranty and service: an overseas model may have different warranty, repair or parts conditions from a handset distributed locally.
- Regional hardware: model numbers, SIM configuration and supported cellular bands can vary by market.
- Seller status: “official” language in an advertisement was not proof of authorization.
- Returns and records: marketplace sellers may provide weaker return protection or no reliable tax and import paperwork.
- Resale exposure: a phone imported for personal use was not automatically lawful stock for commercial resale.
Anyone buying a used or imported unit should verify the exact model number, IMEI recognition, invoice, import and tax records, warranty region and return policy before paying.
How the restriction ended
Apple announced on March 26, 2025 that the complete iPhone 16 lineup would go on sale through selected Indonesian authorized resellers on April 11. That announcement is the clearest primary-source confirmation that the earlier obstacle no longer prevented official availability.
Apple’s Indonesia buying page currently lists the iPhone 16 alongside newer models (Apple Indonesia buying page). Stock, colors, storage capacities, participating resellers and prices can change, so “listed as available” is not a promise that every configuration is in stock.
Buying in Indonesia now
- Start with Apple’s Indonesia buying page and identify an Apple Authorized Reseller.
- Request a local invoice showing the seller and transaction details.
- Confirm the IMEI is recognized for Indonesian cellular service.
- Check the model and region, including SIM format and supported bands.
- Read the warranty and return terms before accepting an imported or open-box device.
- Compare current stock and price with newer iPhone generations rather than relying on old launch prices.
Travelers should check current Indonesian customs and telecommunications instructions before flying. The 2024 statements establish the distinction between personal import and resale, but they are not a complete, current traveler procedure.

Bottom line for the old headline
Indonesia did temporarily block official iPhone 16 sales in late 2024 because of TKDN certification and unresolved investment commitments. It did not impose a simple, permanent ban on personal use of every imported phone. Official sales began on April 11, 2025, so the unqualified present-tense headline “Apple banned from selling iPhone 16 models in Indonesia” is now stale unless it is clearly dated.
