What’s Planned for Wichita’s Somewhere District—and What’s Known About Incentives

Movement Musick has announced housing, music and public-space plans for downtown Wichita, but the available sources do not confirm a specific city incentive package for Somewhere District.

Movement Musick, the nonprofit founded by Chase Koch, has announced a downtown Wichita redevelopment built around housing, live music and shared public space. But the available public information does not establish a specific city incentive package for the project: Wichita lists redevelopment tools generally, while no project-specific application, proposed amount or approval is confirmed in the sources cited here.

What is the Somewhere District project?

Movement Musick’s plans center on the block around Somewhere Works and Somewhere Works Music School at 235 N. Emporia. The Wichita Eagle reported on April 21, 2026, that the proposal included renovating Shirkmere Apartments, building a concert venue along First Street between Topeka and Emporia, and creating an outdoor community gathering space. Housing at Shirkmere

The announced plan called for roughly 100 apartments, about 40 of them intended to be affordable and mixed among the other units. The Eagle reported a projected opening in the second half of 2027. That date and unit mix are projections; the cited report does not establish that the apartments have opened or that the planned affordability terms have been finalized.

A flexible concert venue

The planned venue was described as a mid-sized concert and event space capable of holding up to 3,000 people, with configurations as small as about 500. The April report said construction was likely to begin in 2027 and projected an opening in 2029. Those are reported expectations, not confirmed construction milestones.

A proposed urban market and Scottish Rite Center purchase

A July 18, 2026, Eagle update added a proposed 30,000-square-foot urban-market grocery store within a two-block radius of Shirkmere, in partnership with the Queen family of Kansas City. The same report said Movement Musick bought the Scottish Rite Center for $3 million at a sheriff’s sale. The Wichita Eagle’s July 18 update.

The grocery proposal has no announced completion timeline in the July 8 Eagle report. Movement Musick development lead Raffaele Fazio said, “The current downtown population is simply too small for a grocer to be profitable in the area.” The nonprofit presented grocery access as a possible catalyst for drawing residents and businesses; that is its rationale, not a demonstrated forecast. What incentives is Wichita considering for Somewhere District?

The available reporting and public materials cited here do not confirm that Wichita is negotiating a specific incentive package for Somewhere District. They do not establish a project-specific application, proposed dollar amount, development agreement, public commitment or City Council approval.

Wichita’s redevelopment page describes tools available across the city, including Tax Increment Financing (TIF), Community Improvement Districts (CIDs), Opportunity Zones, façade-improvement financing and Industrial Revenue Bonds. It also points to state and federal rehabilitation tax credits, a historic revolving loan program and Low-Income Housing Tax Credits. A May 5, 2026, City Council proceeding includes a speaker’s mention of contact with Koch’s group amid downtown change. What would confirm a project-specific incentive deal?

To determine whether public assistance is being proposed, look for documents tied directly to Somewhere District: an application, staff report, public-hearing notice, development agreement, Council agenda item or approved resolution. A citywide list of incentive programs is not evidence that a particular project has applied for or been offered one.

For residents assessing any eventual proposal, the key questions are what public costs and risks are involved, what affordability terms and housing delivery are promised, how the project would improve access to everyday services, and how existing buildings and public access would be handled. The cited reports and city page do not provide a project-specific public cost estimate or quantified benefit forecast, so they cannot establish a cost-benefit result.
