What Washington’s $75 Million Grid Storage Launchpad Can—and Can’t—Do for Energy Demand

Opened in Richland in 2024, the Grid Storage Launchpad aims to advance grid batteries through research, prototyping, and testing. Its impact depends on technologies reaching practical deployment.

Washington’s Grid Storage Launchpad is a battery research center, not a power plant or a commercial battery farm. Opened at the U.S. Department of Energy’s Pacific Northwest National Laboratory (PNNL) in Richland on August 13, 2024, the $75 million facility is intended to help researchers develop and test grid-storage technologies. Any contribution to electricity supply or reliability will depend on research there advancing into affordable, safe systems that utilities can deploy.

What opened in Richland?

The Grid Storage Launchpad, or GSL, is on the PNNL campus in Washington’s Tri-Cities region. PNNL is a DOE national laboratory managed by Battelle. The launchpad’s mission is to connect battery research with prototype development and testing in conditions more relevant to energy storage on the grid. It does not generate electricity for Washington customers.

PNNL describes the facility as spanning research from materials synthesis and characterization through advanced prototyping. Its presentation describes 35 laboratories and testing configurations of up to about 100 kilowatts; those are facility capabilities, not a claim that the site operates a utility-scale battery installation. PNNL’s Grid Storage Launchpad presentation outlines its research scope and equipment.

Why grid storage matters as electricity needs grow

In 2024 coverage, experts cited an estimate that Pacific Northwest electricity needs could rise by about 30% over the following decade. That figure is an attributed projection, not a guaranteed outcome. The coverage pointed to data centers and AI computing, transportation and building electrification, industrial and high-tech manufacturing growth, and extreme heat as possible demand drivers. GeekWire’s report on the opening also quotes Sen. Maria Cantwell connecting storage to the region’s ability to integrate wind and solar while maintaining an affordable, reliable electricity system.

Storage addresses a timing problem: electricity generated at one time may be needed at another. Depending on the technology, location, duration, and operating rules, batteries can store surplus solar or wind output, discharge during a demand peak, help balance short-term fluctuations, and provide backup during some outages. They may also reduce renewable-energy curtailment or defer some grid upgrades.

A battery shifts electricity; it does not create it. Its value depends on what charges it, how long it can discharge, where it connects, transmission capacity, cost, safety, and how it is operated. Storage can help manage variability and congestion, but it cannot replace generation, transmission, efficiency, or demand-response measures in every situation. A battery’s power rating describes how quickly it can deliver electricity; its energy capacity and discharge duration describe how long it can sustain that output. Multi-day or seasonal needs require different solutions from an evening peak.

What researchers are meant to do there

GSL is designed to help move ideas beyond an initial laboratory finding. Researchers can study battery materials and chemistry, characterize performance, investigate degradation and safety, build prototypes, and evaluate how technologies behave under more realistic operating conditions. Advanced imaging and diagnostics can help reveal changes inside materials or cells that are difficult to observe from output measurements alone.

That progression matters because a promising material is not yet a useful grid battery. It must be repeatable, safe, manufacturable, economically competitive, and suited to utility operating needs. A technology intended for stationary storage may trade energy density for cost, safety, or duration; its usefulness depends on the specific grid service it can provide.

PNNL presents GSL as a collaboration center for researchers and industry, including utilities, manufacturers, universities, and other research institutions. The available facility materials describe intended capabilities, not a public record of commercial products or a quantified amount of electricity delivered as a result.

How the facility was funded

The reported $75 million figure is the facility cost, funded by DOE’s Office of Electricity. Washington state separately contributed $8.3 million for advanced imaging and research equipment. Earlier PNNL materials also described about $35 million in leveraged resources beyond the facility cost estimate, including equipment and laboratory research support. These figures refer to different categories and should not be added together as though they were all the cost of the building. How GSL fits Washington’s battery research network

GSL is one part of a broader research and deployment ecosystem. The University of Washington’s Clean Energy Testbeds announced an open-access battery lab focused on scaled prototyping, manufacturing research, and workforce development. The state invested $7.5 million from the Climate Commitment Account in the approximately 1,600-square-foot lab, which was expected to open in summer 2025. Its open-access prototyping and manufacturing emphasis differs from GSL’s national-laboratory grid-storage research mission. Local benefits may include research partnerships and technical training as well as construction activity. The Tri-City Herald reported that training associated with the center could serve utilities, industry, local governments, technicians, first responders, and grid operators. These are potential workforce and regional-development benefits; they do not by themselves establish how many permanent jobs or commercial projects the facility will produce. Related Microsoft research is not a GSL result

PNNL also announced work with Microsoft using AI and high-performance computing to investigate battery materials that could reduce lithium use. GeekWire reported that the three-year collaboration aimed to reduce lithium content by as much as 70%. That is a research target reported for the Microsoft–PNNL effort, not evidence that GSL has achieved the reduction or that a commercially available battery meets it.

What must happen before research affects electricity bills or reliability?

A result from a research facility has to travel a long path before it can change the power system: validation, prototype development, pilot demonstrations, utility or industrial testing, interconnection and permitting, financing, manufacturing scale-up, and long-term performance and safety evaluation. Any one of those steps can reveal cost, degradation, supply-chain, recycling, or permitting barriers.

Whether GSL’s work produces practical benefits will depend on more than scientific breakthroughs. Relevant measures include whether projects advance to pilots, whether costs and safety improve against available options, how long systems can discharge, whether manufacturers can produce them at scale, and whether utilities can use them under real operating requirements. Training and access to testing infrastructure also matter, but the facility’s stated capabilities alone do not show how many technologies will reach deployment.

Storage research is therefore a long-term investment in options, not an immediate answer to rising electricity needs. The launchpad could help Washington and the wider region develop more flexible storage, but customers will benefit only if technologies move from lab work into reliable, affordable systems that fit the grid.
