What did Philips and JSMC announce?
The partners said they would establish Philips Jilin Semiconductor Co. Ltd. to develop, design and manufacture bipolar power products. JSMC was a Chinese semiconductor manufacturer. The venture was aimed at serving both domestic and international markets.
The announcement was a plan for a new company, not evidence that it began operating as scheduled or that it remains in business today. It did not establish the partners’ ownership split.
What products was the joint venture intended to make?
Its stated product scope included several kinds of bipolar power components:

These are power-semiconductor components used in circuits that switch, regulate or convert electrical current. A contemporaneous SEC filing described JSMC’s bipolar power products as serving applications involving large currents or high voltages.
Which markets was Philips Jilin Semiconductor targeting?
The company was intended to serve customers in consumer electronics, white goods and other appliances, lighting, power supplies, and industrial equipment. Those applications gave the venture a broad market scope, rather than limiting it to one device type or end market.

Why did Philips form the venture in China?
The announcement positioned the project as part of Philips’ investment in China and as a way to serve both Chinese and international demand for power components. Philips CEO Scott McGregor said the company had made more than $2.5 billion in cumulative investments in China and described the Jilin venture as a strategic continuation of that investment.
That figure referred to Philips’ broader China investments as reported in 2003. It was not the amount invested in Philips Jilin Semiconductor, and the announcement did not publish the venture’s funding, financial terms or ownership shares.

When did the deal happen, and what was the expected timeline?
Philips and JSMC announced the joint venture on November 24, 2003. Operations were expected to begin in mid-2004. That was the announced schedule; it does not by itself confirm when operations actually started.
