If a UPI payment is pending or failed after your account was debited, first check the transaction in the app you used and note its status and reference number. Then use the right timeline for the payment: a UPI funds transfer and a merchant payment have different RBI reversal deadlines. Don’t send a duplicate payment while the first one is still unresolved.
Check the transaction status and save its details
Open the UPI app used for the payment and check its transaction history. Refresh the entry if that option is available; NPCI’s UPI FAQ and UPI Help guidance describe checking status and raising a grievance through the app or UPI Help.
Keep a record of the transaction reference or UPI transaction ID, date and time, amount, payer and beneficiary details shown in the app, current status, relevant bank-statement entry and any complaint reference. Don’t share sensitive account details publicly.
Work out which kind of payment failed
The RBI deadline depends on whether you sent money to another account or paid a merchant. For a funds transfer, the issue is whether the beneficiary account was credited. For a merchant payment, it is whether confirmation reached the merchant location. The app’s status also matters: NPCI gives different guidance for a failed debit and a pending payment.

The one-hour and 48-hour figures are NPCI FAQ guidance, not substitutes for the RBI’s formal turnaround times. A pending status is not, by itself, proof that the payment is permanently lost or that the beneficiary has received final credit. NPCI’s system glossary uses “Deemed Approved” for remittance cases where online credit confirmation has not been received from the beneficiary bank; check the current app status and ask your bank to confirm if it remains unclear.
Know the RBI reversal deadlines
The Reserve Bank of India’s circular, Harmonisation of Turn Around Time (TAT) and customer compensation for failed transactions using authorised Payment Systems, dated 20 September 2019, sets different deadlines for these two UPI cases:

In this RBI framework, T is the transaction date/day. The compensation is for delay beyond the applicable turnaround time; the two deadlines are not interchangeable. The circular says the objective is to compensate customers without making them wait to file a complaint or claim.
Raise a complaint and follow it through
- Use the transaction’s complaint option. From transaction history or UPI Help, choose the complaint category that matches the payment and its status. NPCI’s July 2023 UPI Help guidance says supported debit-transaction complaints can be raised after five minutes. Its stated scope excludes successful person-to-person transactions, and apps may not present identical categories or labels.
- Save the complaint reference. Keep it with the transaction ID and the other details you recorded. The NPCI complaint-registration page says users can check final status with the member bank or institution using transaction details or a complaint reference.
- Contact the payer’s bank if the debit remains unresolved. Give the bank the transaction details and app complaint reference. NPCI advises bank contact for a failed debit that has not been refunded; its complaint page also directs users to the member bank or institution to check status.
- Use the bank’s formal grievance process if the issue continues. For further escalation, confirm the current process and eligibility with your bank and the RBI. The cited sources do not establish a universal bank escalation contact or the full timing and eligibility rules for an RBI Ombudsman complaint, so don’t assume a single deadline applies to every case.
Don’t try to stop a payment that is already successful
NPCI’s FAQ says a UPI payment cannot be stopped once initiated. If the app or bank marks the transaction successful, a stop-payment or reversal is not assured by the guidance above. An unintended or fraudulent transfer is a different complaint from a pending or failed payment: contact your bank promptly and follow its instructions.
